AN EXECUTIVE ORDER ORGANIZING THE PEOPLE’S LAW ENFORCEMENR BOARD (PLEB) OF


THE MUNICIPALITY OF UYUGAN

WHEREAS, Section 43 of RA No. 6975 otherwise known as "An Act establishing the Philippine
National Police under a reorganized Department of Interior and Local Government and for other
purposes," prescribes that there shall be created by the Sangguniang Panglungsod/Bayan in every
Municipality and City a People's Law Enforcement Board;
 
WHEREAS, Section 43 of RA No. 6975 as amended by Title VI Sections 66 – 69 of RA 8551,
provides that the People's Law Enforcement Board (PLEB) shall be composed of: (a) Any member
of the Sangguniang Panglungsod/Bayan chosen by his respective sanggunian; (b) any Punong
Barangay of the City or Municipality concerned chosen by the Liga ng mga Barangay and (c) Three
other members who shall be chosen by the Local Peace and Order Council from among the
respected members of the community known for their probity and integrity;
 
WHEREAS, the People's Law Enforcement Board shall have jurisdiction to hear and decide citizen's
complaints or cases filed before it against erring officers and members of the PNP;

WHEREAS, the Sangguniang Bayan of the Municipality of Uyugan has passed a SB Resolution no.
____ series of 2019 formally organizing the PLEB in this municipality;

WHEREAS, Section 4, Rule 11, C. Special Provisions of NAPOLCOM Memorandum Circular 2016-
002 provides that within five (5) days from receipt of the resolution formally organizing the PLEB,
the Municipal Mayor shall issue the appropriate executive order adopting the resolution of the
Sangguniang concerned;

WHEREFORE, I, Jonathan Enrique V. Nanud, Jr., Municipal Mayor of Uyugan, Batanes, by virtue of
powers vested upon me by law, do hereby order the organization and composition of the People’s
Law Enforcement Board, as follows:
SECTION 1. COMPOSITION OF THE PLEB – It shall be composed of the following:
Chairperson - HON. ANTHONY-CHARLES C. ORTIZ, Sangguniang Bayan Members
Members - HON. RODRIGO M. GUALVEZ, Punong Barangay of Brgy. Kayuganan
MRS. LEILANIE D. UGALI, Principal – Uyugan Elementary School
MRS. EMILY A. BALDERAS, President – Milagrosa MPC
MR. ANICETO NANUD, MAFC Chairman

SECTION 2. TERM OF OFFICE. – The term of office of the members of the PLEB shall be for a period
of three (3) years from assumption of office unless sooner removed for cause. Such member shall
hold office until his/her successor shall have been chosen and qualified:
SECTION 3. SECRETARIAT. There is hereby designated a Secretariat to the PLEB which will
provide secretariat services such as recording and making a substantial account of the proceedings
which shall be duly certified by the Disciplining Authority. The DILG Officer to be supported by
_______________, LGU staff, shall act as the Secretariat during the proceedings of the PLEB.
SECTION 4. EFFECTIVITY. This order shall take effect immediately.
