As of March 25, 2020, the Philippines had confirmed 707 positive COVID-19 cases with 45 deaths. Most deaths did not have a travel history. 28 patients had recovered. Due to the increasing cases and deaths, the Senate passed RA 11469 or the "Bayanihan to Heal as One Act", which declares a national emergency and authorizes President Duterte special powers for 3 months to address the pandemic. The law aims to optimize the President's efforts to implement policies to fight COVID-19 and requires weekly reports to Congress. Following its signing, Malacañang urged Filipinos to "act as one" in overcoming the pandemic.

“Philippines against Covid-19 pandemic”
The corona virus disease, also known as COVID-19, is an infectious disease caused by a new
strain of corona virus which began at Wuhan, China in December 2019. The first case of
COVID-19 in the country was reported on January 30, 2020 with a 38-year-old female Chinese
national.
As of March 25, 2020, the department of health have confirmed a total of 707 positive cases.
The death toll has reached 45 in which the latest additional 7 deaths from the previous count
have no travel history. On the brighter side of the situation, a total of 28 patients have also been
able to recover from the disease.
Due to the alarming increase of confirmed cases and death toll in the country the senate have
proposed and passed the RA 11469 or the “Bayanihan to Heal as One Act”.
RA 11469 is an act declaring the existence of a national emergency arising from the Covid-19
situation. It authorizes President Rodrigo Duterte for a limited period and subject to restrictions,
to exercise powers necessary to carry out the declared national policy and for other purposes.
“The Covid-19 pandemic has greatly affected nations worldwide, including the Philippines, and
has caused and is continuing to cause loss of lives and disruption to the economy,” RA 11469
read.
“By reason thereof, and in order to optimize the efforts of the President to carry out the tasks
needed to implement the aforementioned policy, it is imperative to grant him authority subject to
such limitations as hereinafter provided,” it added.
The law will take effect immediately upon its publication and will remain in force for three
months. Duterte is also mandated to submit a weekly report of all acts performed thereunder to
Congress.
Following the signing of the law, the Malacañang urged Filipinos to “act as one”. Quoting
Duterte’s speech, Panelo said: "Let us set aside our differences and work in solidarity to
overcome this pandemic. We only have one common enemy and that is Covid-19."
