Sealed percentage rate for tenders are invited for the execution of the following works by the MCD from approved
and eligible contractor and will be received as per time table and will be opened at 12.30Hrs. on 06.01.2020 on
www.tenderwizard.com/NORTHDMCETENDER by EE, Narela Division M-I. The registered contractors of MCD
only are eligible to tender for the amount they have registered in their respective category subject to the conditions
that they are neither black listed nor debarred at the time of purchase of tenders.
Conditions given in the printed NIT form A-32, Chapter 9 of the Municipal Accounts Code Part I will hold good.
The contractors will have to give a declaration about the name of their relatives employed in MCD along with each
tender. The contractors will have to submit a list of works which are in hand at time of purchase of tenders as
mentioned below.

Bidding documents can be downloaded from the website www.tenderwizard.com/NORTHDMCETENDER both
tender cost and earnest money can be paid through Net Banking , Credit/Debit Card or in the form of Challan
(NEFT/RTGS) generated from the website. (i) Quality assurance / Audit ofworks by the approved testing
organization as per MCD resolution No. 573 dated 13.03.03 will be carried out and decision of the same will be
applicable to the contractor (ii) Cement / steel if any, will be arranged by the contractor himself as per terms and
conditions of the deptt. (iii) if the rate quoted by the lowest tenderers are found abnormally low the payment to the
contractor for the work shall only be made after inspection by the Quality Control cell at different stages and these
findings shall be final and binding on the contractor. All the testing charges from the independent laboratory shall
be borne by the contractor. In case, the lowest contractor fails to commence / complete the work within the
stipulated period, the contractor shall be liable for disciplinary action as per the provisions of the enlistment rule /
instruction issued from time to time (iv) Circular No. D/324/EE(P)-III dated 16.06.2004, regarding earnest money,
No. – D/EE(P)-III/380 dated 28.03.2005 regarding security deposit & performance guarantee and circular No.
EE(P)-III/2005-06/D-398 dated 17.06.05 regarding earnest money from the contractor shall be taken along with
application for issue of tender are applicable (v) Circular No. EE(P)-III/409/2005-06 dated 27.07.2005 regarding
ShriramInstiture Research shall be followed. Details can be had from following website or from the office of
undersigned.
Amendment to General Condition of contract clause 10 CA vide letter No. D-08/EE(P)-III/NDMC/2012-13 dated
27.11.2012 will also be followed strictly.

issued a circular bearing No D/SE(QC )/2006/1571 date4d 25.10.2006 for Third Party Quality Assurance/Auditing
and testing of material of different works of Engineering Department will be as per designated labs given below :- 1.
Sri Ram Institute for Industrial Research, (2) R.T.C. Okhla, (3) National Test House, Ghaziabad. The testing charges
of the above said labs shall be borne by the contractor. Accordingly for the different amount slabs mandatory
sampling and third party quality audit will be as under:- Contractual cost of work Mandatory Sampling Third Party
Quality Audit. More than 25 Lacs As specified in CPWD/IRC Specification by the concerned division. Testing of
samples will be in the Municipal Lab. 1. I.I.T. Delhi 2. CRRI Delhi 3. NCCB Balabhgarh Testing of samples will be
in the designated lab. Or in house lab. Of the party conducting quality audit. 5 – 25 LacsAs specified in CPWD/IRC
Specification by the concerned division. Testing of samples will be in the Municipal Lab. a) 75% of the works by
Quality Control Cell. Testing of samples will be in the designated lab. b) 25% of the works by the concerned Chief
Engineer. Testing of samples will be in the designated lab. 2 – 5 Lacs As0 specified in CPWD/IRC Specification by
the concerned division. Testing of samples will be in the Municipal Lab. 25% of works by the concerned S.E.
Testing of samples will be in the designated lab. Circular vide No. S.E.(QC)/06-07/D-2817 & 2818 dated
20.02.2007 also will be followed. Printed new General Terms and conditions for MCD works (Based on GCC of
CPWD works, 2008) are in operation since June 2010 and by virtue of the said terms and conditions, clause 25
which provide for arbitration was deleted and clause 9 has been amended to the effect that no interest will be
payable by MCD if delay in payment is due to non-availability of funds in the concerned head of account. It has
further been categorically stated in amended clause 9 of the said Terms and Condition s that passed bill will be paid
only after clearing bills of other contractors already pending in queue.
