INTRODUCTION

Malacca Monorail Project

The Malacca monorail or Monorail Theme park and Studios (MTS) is the Malacca’s first

rail that based on transport system. Even though compare with other monorail projects in

Malaysia, the purpose of the Malacca project seems that more for sightseeing purposes rather

than mass transit. The Malacca monorail project built that the cost of RM16.5 million but this

Malacca monorail project estimated to cost around RM13.2 million. The monorail operates

daily regardless of holiday. It’s being constructed in 2008, and completed on schedule on June

2010. The monorail is capable to accommodate maximum of 22 people per session. The estimate

time per session of touring from Station Hang Tuah (Jalan Bunga Raya) to Station Hang Jebat

(TamanRempah) is around 30 minutes. Mr. Ali Ustam who was the former chief minister of

Malacca distributed the Malacca monorail project and this monorail project construct by Datuk

Haji Abdul Gaffar bin Haji Ibrahim (Chairman), Zool Hilmi Datuk Haji Abdul Gaffar (Managing

Director) and Dr Zool Haimi Datuk Haji Abdul Gaffar (General Manager) from Agibs

Engineering Sdn. Bhd. However this project was one of the failure projects in Malaysia because

Malacca monorail first broke down only a few hours after opening with 20 people

stranded inside, requiring them to be sky lifted down from the train.
Malacca River Rehabilitation and beautification

Before this project start, Malacca state had been by the river water pollution occurring

Malacca river where that the pollution has led to variety of aquatic life dying as a result of the

water toxicity. Because of that, Ir. Liew Chin Loong, the secretary of Malaysian National

Committee and also water resources engineer who was giving talk about the Rehabilitation and

Beautification project at the IEM Conference Hall A, Bangunan Ingenieur on Saturday, 22 nd

November 2003. Moreover this Construction work began in July 2002 and complete in 2014 by

the SMHB SDN. BHD. SMHB Company is the main consultant for the design and supervision

of the civil works, which includes the design and construction of a sewer interceptor system,

improvement of the river banks and partial dredging of Sungai Melaka. The project was financed

by the Tan Sri Abdul Kadir bin Sheikh Fadzir who was the Ministry of Tourism and

implemented by Majlis Bandaraya Melaka Bersejarah (MBMB). The project area refers to the

stretch of Sungai Melaka from the river mouth up to Jambatan Hang Jebat, which is 3.5km

upstream. The main objective of the Malacca river project is to clean up the river by intercepting

all direct sewer discharges into the river and to beautify the river embankment by the

construction of landscaped river walks. Moreover, this Malacca river project estimated cost

around RM 324.55 million and involves the construction of a storm water pumping station at

Kampung Morten to minimise nuisance flooding.


SCOPE AND OUTCOMES OF THE BOTH PROJECTS

Malacca Monorail Project

The Malacca monorail project is the one of the failure project in Malaysia because the monorail

stalled with 20 passengers about 100m from Hang Jebat, the main station, and also they had to be

rescued with a sky lift. After that issue happen, the monorail was shut down in December 2010

and the infrastructure still stands but is slowly deteriorating from lack of use. Moreover, the

owners of the Malacca monorail project are Express Rail Link (ERL), Keretapi Tanah Melayu

(KTM), Mass Rapid Transit Corporation, MyHSR Corporation Prasarana Malaysia and Rapid

Rail Sabah State Railway (SSR). However first phase of the monorail suffering more than 21

major and minor technical difficulties so Tan Sri Datuk Seri Haji Mohd Ali bin Mohd Rustam

who Chief Minister of Malacca will still proceed with second phase of Malacca Monorail project

using technology from China. There were have some upgrades in the second phase are include

emergency doors in each coach, path between two rails, traffic control station and automatic

transfer mechanism with generators.


POTENTIAL ISSUES IN MALACCA MONORAIL

I. Property issues

In property issues, there were existing problems that happen before this where monorail

breakdown during operation due to system failure on September 2011. Another issue in Malacca

monorail is that where monorail needs to stop operation during raining or bad weather because of

slippery track.

II. Financial issues

This also one of the issues that been used for identifying loss exposure risk. They will

seek from company income statement and statement of sources and uses of funds. Monorail

already twice stops their operation because of technical problem and it will give the problem for

monorail the business and get profit.

III. Issues increase from failure of others

This issues increase where the company face the problems when other party fail to fulfill

their contractual obligation thus that can make them financial loss. This issues happen where the

workers are not doing their job well and it will be difficult for monorail to operate and also will

face a lot of others risk.


Malacca river rehabilitation and beautification

The first phase of the Melaka River rehabilitation project started at the tip of the river

mouth to the Hang Tuah Bridge which included the construction of two new jetties and an

archway across the river. In 2001, the state government, with assistance from the Federal

Government, had embarked on the first phase of the Melaka River beautification project costing

some RM200 million. Sungai Melaka is flanked by several delightful structures such as the

Dutch or Red Square, traditional villages and other tourist attractions. In the second phase of its

rehabilitation would start at the Hang Jebat Bridge up to Batu Hampar, covering 5.2km.

Moreover, the second phase would be divided into three main work packages; first would cover a

2.4km waterway from the Hang Jebat Bridge to the Tun Razak Bridge, followed by 1.2km from

the Tun Razak Bridge to the Melaka Sentral Bridge, and the final package from the Melaka

Sentral Bridge to the Tidal Control Gate that stretches for 1.6km. This Malacca river

rehabilitation and beautification project owner were the Malacca Historic City Council and the

duration to construct the project of first phase are 30 months, second phase are 20 months and

third phase are the 18 months.


POTENTIAL OUTCOMES IN MALACCA RIVER REHABILITATION

The potential incomes from a river system are derived from the tourism industry, as a

food source, utility supply and for recreational purposes. The long term success of the tourism

industry hinges on the successful implementation of sustainable tourism development. This will

be the key strategy that provides the necessary balance among economic, social, cultural and

environmental needs. The physical environment and cultural heritage are core attractions of

tourism and are sensitive assets that must be carefully conserved. Towards this end, concerted

efforts have been carried out in the rehabilitation and beautification works on rivers in order to

project them as top tourist attractions. Rivers of the world usually run through cities and pass

through many areas of historical interest. The Melaka River, for instance, has tremendous

potential as a tourist attraction, however, the river was polluted and unsightly due to

indiscriminate discharge of solid waste and untreated waste waters. The development of tourism

had been given greater emphasis in recent years and continual upgrading on the quality of

existing tourism products as well as newly develop products have been promoted to capture a

bigger share of the world tourism market. The historical city of Melaka has been identified as

having a tremendous potential for the development of cultural and heritage tourism. The

implementation of the tidal barrage project was an added effort to complement the overall

rehabilitation and beautification works. With this in place, the aesthetic value of the riverfront

would substantially improve and this would attract more local and foreign tourists.

Malacca monorail project

STRENGTH

 Monorail is cheaper (On average 12% cheaper than rail) and easier to install. Monorail is

also faster to build, circumventing the myriad of undergrounds services such as sewers

and water mains.

 Monorail is environmentally friendly having similar efficiency to many of the other mass

transit solutions, however, they are far less energy intensive to build and have a far lower

footprint than surface rail.

WEAKNESS

 Monorail is much more expensive than light rail to build. Monorail is inconvenient, since

you have to take stairs or an elevator to a station to board instead of just walking onto a

light rail car from the street. Monorails are elevated and are an ugly visual obstruction.

 The annunciation of trainsystem status and abnormal conditions are categorized and

displayed inreal time, and prioritized in order of critical system hierarchy.

 Passengers cannot immediately exit because the monorail vehicle is high above ground

and not all systems have emergency walkways. The passengers must sometimes wait

until a fire engine or a cherry picker comes to the rescue. Newer monorail systems

resolve this by building emergency walkways alongside the entire track 


OPPORTUNITIES

 The government can show that they care for the community and make the travel in the

city easier and safety for every one by using this system in the city.

 The system can be used to help citizens and foreigners people who are living in the

Riyadh city because it hard for them to travel in the city during the traffic congestion.

THREATS

 If another type of the public transports system used before inauguration the monorail

system may citizens will not like it, it is hard to make the citizen accept the system if they

already used another one.

 Ministry of transport in the city may not use to the monorail system in the city because of

its high cost.

MALACCA RIVER REHABILITATION AND BEAUTIFICATION

STRENGTH

 Strategy place for attract tourist to relax their mind

 Three packages had been awarded through an open tender, where the work scopes

include, deepening the depth of the river, constructing walls and walkways along the

river, landscapes, three water taxi stations at Taman Rempah and Jusco AEON, building

unique bridges and beautifying the corridors of the river.


 Percentage of household accessible to portable water infrastructure in Melaka Historic

City Council is 100%. Water supplied within the City Council meets WHO drinking

water standard.

WEAKNESS

 This project took 4 years to construct and it was long term to finish this project

OPPORTUNITIES

 This project began in July 2002 and is currently 99 % complete and construction work so

fast.

 The amendment enabled the Federal Government to regulate the water supply services

while ownership and control of water resources, dams and catchment areas remained with

the state governments.

THREATS

 Take time to gave the cost this project because the cost this project to high
SUCCESS OF MALACCA REHABILITATION AND

BEAUTIFICATION PROJECT

The Melaka river rehabilitation and beautification are rarely crowded and spans for

several kilometers in length. Melaka river rehabilitation and beautification starts in adjacent to

the mouth of the river and continues upstream for an extensive distance. Walking along the river,

only may one truly experience the exceptional Malacca. Moreover, walking along the Melaka

River Walk, there are many al fresco cafes and restaurants for visitors to indulge in while the

soothing waves of the Melaka River beat against the river banks. Not only that the occasional

passing by of the Melaka River Cruise ferrying tourists via the waterway. The Melaka River

Cruise is an excellent option for those who would love to appreciate the many attractions of

Melaka but do not wish to walk the extra mile. Upon walking upstream of the Melaka River

Walk, one can cross the river using the pedestrian bridge to the famous Kampung Morten, a

traditional Malay kampung positioned in the bustling modern city of Melaka where the residents

still follow the rural way of kampung life. Visitors can experience the mixture of old and new in

this picturesque heritage site especially where it comes to life at night when it’s all illuminated

and well lit.


FAILURE OF THE MALACCA MONORAIL

PROJECT

The Malacca monorail project is the big failure because the technical problems with its

wheels and software system and the China made monorail first broke down only a few hours

after opening with 20 people stranded inside, requiring them to be sky lifted down from the train.

While, there has been talk of restoring and continuing the system to promote tourism in the area,

but there has yet to be any progress on that front. According to reports, 21 incidents were

recorded during the monorail’s short run.


RECOMMENDATION & SUGESSTION

This Malacca monorail didn’t have good construction in the project and there have some

technical issues and break systems were failure. In my opinion, there must improve

brake system comprises the latest generation electro pneumatic mechatronic system available.

The system is configurable with ATO / ATP railway applications, and provides valuable cost and

weight savings. Additional functions include compressor control, communications with train

management system, self-diagnosis, wheel slip and slide control with dual bus communication

between bogies and individual cars. However, there must reduce the price of the ticket and

improvise the emergency doors in each coach, path between two rails, traffic control station and

automatic transfer mechanism with generators for consumer’s service.


CONCLUSION

However, the both project are good but the quality of the Malacca monorail was low

because the timeline to finish this project 2 years and the government didn’t do tender properly

and also favorable tender. So this contractor didn’t have experience on the monorail project and

the project was fail. If there have proper proposal, research deep in the Malacca monorail project

and do tender to all, must be successful project.
