Subject : Goods & Services tax (GST) & Customs law
Paper No : BCH 6.2

GENERAL GUIDELINES:

 All provisions notified up to 1st January, 2018 will be considered. (Provisions on E-way
bills and Reverse charge mechanism under section 9(4) will be covered even if not
notified.)
 There will be 5 questions in all with internal choice.
 Weightage of the unit on customs law will be 10marks i.e. The option in internal choice
against question on customs law should be from customs law only.
 Rates of GST shall be given by the examiner in all the practical questions.

UNIT WISE SPECIFIC GUIDELINES

UNIT I: INTRODUCTION
(15 marks)
 Constitutional framework of indirect taxes before GST is covered briefly.
 From rest of the topics, questions to be asked should primarily be theory based.
 In respect of provisions onRegistration, emphasis should be laid on liability to register
i.e.Section 22-27 along with Rule 10 need to be covered.
 A small practical question maybe asked on the topic of registration.
 Provisions in respect of Amendment and Cancellation of Registration maybe ignored.

UNIT II: Levy and collection of GST


(15marks)
 Greater emphasis on practical questions to be given.
 Provisions with respect to import of services into India be covered very briefly i.e. only
section 13(1) of IGST Act need to be covered in detail. Provisions under section 13(2) to
13(13) need not be emphasized.
 In respect of exemptions notified for services, the following areas are to be covered
broadly (i.e. health, education, agriculture, law, renting of immovable property and
transportation of passengers.)

UNIT III: Input Tax Credit


(20marks)
 Greater emphasis on practical questions to be given.
 Provisions covering TDS, TCS need not be emphasized.
 Provisions covering distribution of input tax credit by input service distributor may not be
covered in detail.

UNIT IV &V: Procedures & Special Provisions


(15marks)
 Provisions of penalty in respect of following will be covered in detail-
Late filing of return and delayed payment of tax.
 Provisions in respect of appeals to be discussed very briefly.

UNIT VI: Customs law


(10marks)
 Basic concepts in respect of following be covered in detail-
Indian customs waters, Indian territorial waters, Exclusive economic zones, high seas &
taxable event in case of imports.
 Types of custom duties to be covered-
Basic customs duty, anti-dumping duty, safeguards duty & protective duty.
 Valuation for Import duty (A practical question on computation of assessable value
(customs value) based on transaction value maybe asked.)
 Baggage rules and exemptions: theory only.

*Allocation of marks for each unit is tentative.
