This document presents an abstract for a study that aims to generate a flood simulation model of the Quinale Watershed in the Philippines for disaster risk management. The watershed covers several municipalities in Albay province and experiences deep and prolonged flooding. The study will use Hydrologic Engineering Center's Hydrologic Modeling System (HEC-HMS) and River Analysis System (HEC-RAS) to model flooding under various return periods from 5-100 years to simulate different flood scenarios. Data collection, analysis and consultation with relevant agencies was conducted from August 2017 to December 2017 to develop and validate the flood model.

ABSTRACT

Quinale riverbed/watershed accounts for nearly a third of the Bicol River basin, covering the
municipalities of the third district of Albay ( Polangui, Oas, Ligao, Guinobatan and Camalig). It is located in
the south portion of the basin and is associated with deep and prolonged flooding. It has three main
tributaries namely: Nasisi, Cabilogan and Ogsong River which carry most of the sediments of Mt. Mayon.

This study aims to generate a flood model of Quinale Watershed for disaster risk management.
The flood model is beneficial in forecasting weather trends and for climate-related decision making.
Hydrologic Engineers’ Hydrologic Modeling System (HEC-HMS) and River Analysis System (HEC-RAS) will
be used to generate the model. HEC-RAS is designed to perform one and two-dimensional hydraulic
calculations for a full network of natural and constructed channels and HEC-HMS is designed to describe
the physical properties of river basins, the meteorology that occurs on them, and the resulting runoff and
stream flow that are produced. 5-100 years flood return period will be used for simulation of different
flood scenarios.
