This document outlines policies for dealing with hijacked planes, including that any attempted hijacking will be met with a forceful response and considered an act of aggression against the country. Hijackers will be put on trial and sentenced to death if captured alive, but negotiations can occur to end the incident safely. A hijacked plane deemed to be used as a missile for strategic targets will be shot down, and hijacked planes will be escorted and forced to land or prevented from taking off. International law as outlined in the Tokyo Convention allows for reasonable force to protect the safety of the aircraft and persons on board.
