Vessel/Boat Application for Texas Certificate of Title and Registration
Effective January 1, 1994, all vessels/boats and outboard motors are required to be registered and titled. All sailboats 14 feet and over require
registration and titling. Electric or battery-powered outboard motors are not titled. Canoes, kayaks, punts, rubber rafts and rowboats when they are
paddled, poled, oared or windblown are not required to be registered and titled. Note: Outboard motors are titled separately using Form PWD 144.

This form must be completed and submitted together with any required application fees, supporting documents and any vessel tax due to: Texas
Parks and Wildlife Department Headquarters in Austin or any of the 28 Texas Parks and Wildlife Department Law Enforcement Field Offices or any
participating Tax Assessor-Collector Office.
Texas Sales or Use Tax
A 6.25% sales or use tax is imposed on every taxable vessel/boat or outboard motor sold or operated in this state. The tax shall be paid by the
purchaser (sales tax) or operator (use tax) to the Texas Parks and Wildlife Department or to a participating County Tax Assessor-Collector within 20
working days after the date the vessel is delivered to the purchaser (sales tax) or within 20 working days after the date the vessel is brought into Texas
for use (use tax). If the tax is paid 1 to 30 calendar days late, a penalty of 5% of the tax will be charged. If the tax is paid more than 30 calendar days
late, an additional 5% of the tax will be charged (for a total of 10% penalty). Minimum penalty is $1.00. [Texas Tax Code Annotated Section 160.045 and
160.041(c)] A $15 New Resident tax is imposed on a new resident of Texas who brings into this state for use in this state a taxable boat or outboard
motor that has been purchased and owned by the new resident in any other state or foreign country; this tax is in lieu of the 6.25% use tax. TPWD may
not issue a title unless the tax due on the vessel is paid. For information about vessel/outboard motor tax, contact the Texas Comptroller of Public

How To Use This Form
1. Original Title and Registration: An Original Title is applied for when a “New” vessel is purchased from a dealer or manufacturer and the vessel is
required by law to be titled and registered in Texas. This form may be used for older vessels being titled for the first time. A new Texas resident that
brings a vessel into Texas must also apply for an Original Texas Title and Registration. Please refer to the tax and fee charts below to determine the
amount of your payment. Title must be applied for within 20 days of the date of delivery of the vessel or penalties will apply as described in the
instructions for taxes and fees. Be sure to include all required supporting documents and payment with your completed Form PWD 143.
2. Ownership Change (Transfer) of a Used Vessel: The purchaser of a used vessel must apply for a Texas Title and Registration by completing this
form. Title must be applied for within 20 days of the date of delivery of the vessel or penalties will apply as described in the instructions for taxes and
fees. Be sure to include all required supporting documents and payment with your completed Form PWD 143.
3. Renewal of Certificate of Number/Vessel Registration: Each application for an original or renewal certificate of number for a vessel shall pay a
two-year Vessel Registration Fee. If the vessel you are acquiring has a registration that expires within 90 days or has expired, pay the appropriate
Vessel Registration Fee as determined from the chart below.
Use this form to renew expired registrations by completing the Vessel Description Section, Applicant Name and Address Section and by indicating
the amount of fee due in the Tax & Fees Calculation Section. The department automatically mails a Renewal Registration Form approximately 90 days
prior to the expiration of your two-year registration number. If you can not locate the Renewal Form, you may use this form for your vessel renewal. If
your mailing address changed, please include your new address in the Section for the Applicant Name and Address.
4. A Change (Correction) to a Title and/or Registration Card: If an item on your title or registration card needs changing, complete the appropriate
section of the application, sign and date. Be sure to include all required supporting documents and payment with your completed Form PWD 143.
