The Energy Conservation Act, 2001 empowers the Central Government to prescribe Energy Conservation

Building Codes (ECBC) for efficient use of energy and its conservation in the building or building complex and
direct every owner or occupier of the building or building complex to comply with the provisions of Energy
Conservation Building Codes. ECBC sets minimum energy performance standards for buildings and covers
building envelope, heating, ventilation and air conditioning, service hot water systems, interior and exterior
lighting, electrical power and motors for promoting energy efficiency in the building sector.

ECBC is necessary for improving the energy efficiency and its utilization in the building sector of the State. The
overall objectives of the Code is to provide the technical details to the architects and engineers to apply Energy
Conservation principles and techniques in their designs for new buildings as well for carrying out alteration to
the existing buildings. The directives will ensure construction of energy efficient buildings with reduced
electrical energy demand & are expected to consume about 30%-40% less energy than the conventional
building.

Buildings are major consumers of energy in their construction, operation and maintenance phase. Energy
consuming systems for lighting, air-conditioning and water heating provide comfort to its occupants but
consumes large quantum of energy. Taking the utilization of consumption into consideration, it is necessary to
design a building conservation aspects focusing on energy.

Energy Conservation and Energy Efficiency is the fastest, cleanest and cheapest way to meet energy needs.
India could save each year by greatly improving Energy Conservation and Energy Efficiency in the building

Bureau of Energy Efficiency (BEE) ECBC code 2007 was notified in the gazette of Karnataka as Karnataka Energy
Conservation Building Code (ECBC) – 2014 on 27thNovember 2014. The revised version of BEE ECBC Code 2017
will be notified in the gazette of K-ECBC 2018 in the year 2020.

The code is applicable to all buildings or building complexes (both private & Govt. buildings) in the urban area
that have a connected load of 100 kW or greater, contract demand of 120 KVA or more, or conditioned area of
500 Sq.m or more and used for commercial purposes. The new version of the code does not have the
conditioned area parameter for Categorising buildings: which come under the purview of ECBC.

The purpose of this code is to provide minimum energy-efficient standards for design and construction of
commercial buildings. The process of development to the ECBC involved extensive data collection and analysis
regarding building types, building materials and equipment. Further, the code takes into consideration the
climatic conditions. There are 5 distinct climatic zones in Karnataka and the ECBC takes into account these
climatic zones in case of Building Envelop Design. ECBC encourages energy-efficient design or retrofit of
building so that it does not constrain the building function, comfort, health, or the productivity of the
occupants
