LocalCellId Local cell ID
a cell within a BS.
GUI Value Range: 0~255
Unit: None
Actual Value Range: 0~255
MML Default Value: None

Qhyst Hysteresis Meaning: Indicates the hysteresis for cell reselection when
value for RSRP values are used in the evaluation. This parameter must
ranking be set based on the slow fading characteristic of the area

Recommended Value: 4
Parameter Relationship: None
Service Interrupted After Modification: No (Modifications on
this parameter would affect cell reselection of the UE in idle

Impact on Radio Network Performance: With other conditions
unchanged, a larger value of this parameter leads to a higher
probability of triggering inter-frequency or inter-RAT
measurements, and a smaller value indicates a lower
probability.

ThrshServLowQ Serving Meaning: Indicates the RSRQ threshold for cell reselection to

If ThrshServLowQCfgInd is set to CFG, this parameter must
be set.
If ThrshServLowQCfgInd is set to NOT_CFG, this parameter
does not need to be set.
Service Interrupted After Modification: No (Modifications on
this parameter would affect cell reselection of the UE in idle

If QQualMinCfgInd is set to CFG, the following cell reselection
parameters in compliance with 3GPP Release 9 in SIB3 will
be
set:SIntraSearchQ,SNonIntraSearchQ,SIntraSearch,SNonIntr
aSearch and QQualMin.
If QQualMinCfgInd is set to NOT_CFG, the following cell
reselection parameters in compliance with 3GPP Release 9 in
SIB3 will not be
set:SIntraSearchQ,SNonIntraSearchQ,SIntraSearch,SNonIntr
aSearch and QQualMin.
Service Interrupted After Modification: No (Modifications on

Impact on Radio Network Performance: None
Applicable Mode: L

QQualMin Minimum Meaning: Indicates the minimum required RX signal quality

required used in intra-frequency E-UTRAN cell reselection, which
quality level corresponds to the IE q-QualMin in SIB3. This value is
included in criteria R and used in the evaluation of cell
reselection. For details, see 3GPP TS 36.304.
GUI Value Range: -34~-3
Unit: dB
Actual Value Range: -34~-3
MML Default Value: None
Recommended Value: -18
Parameter Relationship:
-Others:
This parameter is optional, depending on the setting of
QQualMinCfgInd.
If QQualMinCfgInd is set to CFG, this parameter must be set.
If QQualMinCfgInd is set to NOT_CFG, this parameter does
not need to be set.
Service Interrupted After Modification: No (Modifications on
this parameter would affect cell reselection of the UE in idle
mode.)
Impact on Radio Network Performance: With other conditions
unchanged, a smaller parameter value for a cell leads to lower
probabilities of the cell meeting criteria S and becoming a
suitable cell for selection, and a larger parameter value for a
cell leads to higher probabilities. Set this parameter properly
so that the selected cell can provide signals that meet the
quality requirement of basic services.
