Concept of Elementary Education
Elementary Education is also known as primary
education. It is the foundation of entire super
structure of Education and Nation which we intend to
build. Education is said to be the third eye of a man.
Meaning of Education according to
Kothari Commission:-
According to Kothari Commission, Primary education can
be divided into two sub-stages:-
It is of four year
duration. It is

Elementary Primary 6- 10
Education
Higher It is of 3 year duration.
Primary It is comprised of age
group 11-14
Meaning of Elementary Education
according to Five Year Plans:-
The trend of Five year plans has been
Plans has been to divide Primary
Education into two stages. Thus Five year
plans have given a concept of 8 year
primary education.
(1) A five year course comprising of age
group 6- 11
(2) A 3 year duration. It is comprised of
age group 11-14
Meaning of Elementary Education according
to Indian Constitution:-
The Constitutional Directive to strive
towards universal education of all
children between the ages of 6-14
implies an 8 year course
According to the constitution adopting
by free India “The State shall endeavour
to provide within the period of ten years
from the commencement of the
constitution, for free and compulsory
education for all children until they
complete the age of fourteen years.”
Meaning of Elementary Education according
to National Policy of Education:-
There is 5 years of primary education and 3 years of
upper primary education.
Structure of Primary/ Elementary Education at Present:-
1. Lower Primary Stage:- It includes children between
6-11 years of age group for classes between 1st to 5th
2. Higher Primary Stage:- This stage includes children
between 11-14 years of age, and classes between 5th -
8th, in three year duration
Thus elementary/ primary education of a
child spreads over 8 years of time as
for children between 6-14 years of age
in two segments i.e., lower primary
and higher primary segments.
