Dear Mr. Cuarrman: Pursuant to your request earlier this year and previous communications with the committee staff, the Legisla- tive Reference Service has undertaken a 10-year review of the Soviet space program including drawin; appropriate comparisons with the corresponding program in the United States. The study is intended to throw as much light as possible on the scope and directions of the Soviet program, and also to provide a useful statistical reference of the Soviet program compared with the US. program. While believing the U.S. space program should be ju iged on its merits independent of international rivalries, it is also true that congressional concern with space policy must be fully aware of uses of space by foreign governments, of which the Soviet Union has been by far the most active. It Should 1 be emphasized that, the report is based upon unclassified, open sources, both Soviet announcements and independent checks on such data derived from U.S. observational equipment whose findings are published in this country and from corresponding British data. Dr. Charles 8. Sheldon II, Acting Chief of the Science Policy Re- search Division, and Senior Specialist in Space and ‘Transportation Technology, prepared the study, including text, tables, and illustra- tions. The study has been reviewed by appropriate individuals in more than one institution of Government in the interest of accuracy and security, although the final responsibility rests with the author and the Legislative Reference Service.
