Germany is a country located in the heart of Western Europe. It is bordered by Denmark,
Poland, Czech Republic, Austria, Switzerland, France, Luxembourg, Belgium, Netherlands, the
North Sea, and the Baltic Sea. Germany has a strategic location on North European Plain and
along the entrance to the Baltic Sea.

The right to hold an opinion and express it orally, in writing or in visual form is laid down in
Article 19 of the Universal Declaration of Human Rights as well as in Article 19 of the
International Covenant on Civil and Political Rights. Freedom of expression is a cardinal right in
every liberal and democratic constitutional order; it is "one of the most precious rights of man,"
according to the Declaration of the Rights of Man and of the Citizen. The digital age has seen an
extraordinary transformation in how individuals can exercise their right to freedom of
expression. However there are the proper limits of state interference in online communication
in pursuit of national security and public order and the privacy is also an issue at hand. Away
from the digital world the free speech is also being affected by counterterrorism measures and
actions to prevent hate crimes.

Freedom of expression is granted by Article 5 of the Basic Law for the Federal Republic of
Germany, which also states that there is no censorship and that freedom of expression may be
limited by law. The press is regulated by the law of Germany as well as all 16 States of Germany.
The most important and sometimes controversial regulations limiting speech and the press can
be found in the Criminal code.

There should be equal rights for each individual We need freedom of expression in order to be
able to determine which ideas are the closest to the truth; competition between ideas is
needed to bring out all the relevant facts and arguments on any issue so that the most rational
explanations can win out .
