Supervise the administration and disbursement of the City Health Card Fund;

g. Negotiate with health care institutions, professionals and other persons, juridical or
natural, regarding the pricing of services and fees, payment mechanisms, design
and implementation of administrative and operating systems and procedures,
financing, and delivery of health services.

h. Recommend to the City Mayor the negotiations and entering into contracts in the name
and on behalf of the City Government of Calapan with any accredited
government or private sector health care provider organization, including
but not limited to health maintenance organizations, cooperatives and
medical foundations, for the provision of at least the minimum package of
personal health services prescribed under the program.

i. Determine requirements and issue guidelines for the accreditation of health care
providers of the Program;

j. Supervise the provision of health benefits;

k. Submit to the City Mayor its Annual Report which shall contain the status of the City
Health Card Program Fund, its total disbursements, reserves, average cost of
servicing to beneficiaries, any request for additional appropriation and
other data pertinent to the improvement and implementation of the
program; and

l. Perform such other acts as it may deem appropriate for the attainment of the objectives
of the City Health Card Program and for the proper enforcement of the provision
of the ordinance.

Article 6. VICE – CHAIRMAN – There shall be a Program Manager who shall serve as Vice-
Chairman of the Committee and shall be appointed by the City Mayor who shall discharge the
following functions:

a. Preside over the Committee Meetings in the absence of the Chairman;

b. Act on matters requiring immediate decision and to present the Committee in its
business transactions in the absence of the Chairman;

c. Provide direction and act on matters pertaining to the implementation of the Socialized
Medical Health Care Program in the absence or as may be ordered by the Chairman;
d. Implement the required standards, rules and regulations necessary to ensure the quality
of care, utilization of services and client satisfaction in the furtherance of the Program
objectives;

e. Negotiate with health care providers, health care professionals and other persons, natural
or juridical, regarding the pricing of health services, payment mechanisms, design and
implementation of the program;

f. Design the health card and submit the design to the Chairman for approval and
reproduction; and

g. Perform other functions as mandated by the Committee.

Article 9. ROLE OF THE CITY BUDGET OFFICER – The City Budget Officer or his/her
representative shall perform the following:

a. Ensure the inclusion of appropriation for the program in the yearly budget operation;

b. Release the allotment for the program on a quarterly basis or as may be deemed
necessary by the committee or the Chairman;

c. Recommend to the City Mayor or the Committee any modification or improvement


concerning the provision of funds for the program; and

d. Perform such other related functions necessary to implement the program.

Article 10. EMPLOYMENT AGREEMENT – The Program Manager and other employees
may be hired by the City Government of Calapan in the implementation of the Socialized
Medical Health Care Program.
