(iv) examine the proposals received from the State Government for change or modification in the
classification of Coastal Regulation Zone and in the Coastal Zone Management Plan and make specific
recommendation thereon, to the National Coastal Zone Management Authority thereafter.
(b) hold review of cases involving violations of the provisions of the said Act and the rules made
thereunder, or under any other law which is relatable to the objects of the said Act, and if found
necessary, refer such cases, along with its comments for review by the National Coastal Zone
Management Authority:
Provided that such review of cases of violation may be taken up by the Authority suo-motu, or on
the basis of a complaint made by any individual or representative body or organisation;
4. The Authority shall regularly review the functioning of the District Coastal Zone Monitoring Committees.
5. The quorum of the meeting of the authority shall be one-third of the total number of its Members and a Member,
other than an ex-officio Member, shall be paid allowances as per the norms decided by the Central Government.
6. The Authority, whenever required may invite other experts as members during its meeting and the pay and
allowances such as traveling allowance, dearness allowance, sitting fees, field visit fees and other allowances of
the expert-members shall be as determined by the Central Government.
7. The powers of issuing directions under section 5 of the 'Environment (Protection) Act, 1986, read with the
notification of the Government of India in the Ministry of Environment, Forest and Climate Change published
in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii) vide number S.O. 19 (E), dated the
06th January, 2011 are delegated to the Authority and the Chairman of the Authority, and in case the directions
are issued by the Chairman, such directions shall be placed before the Authority in its next meeting along with a
report speCifying the reasons for issuing of the directions and status thereof.
8. The Authority shall deal with environmental issues relating to Coastal Regulation Zone which may be referred
to it by the State Government, the National Coastal Zone Management Authority or the Central Government.
9. The Authority shall have the power to direct all concerned planning authorities, field agencies, district collector
to ensure the compliance of provisions of the notification of the Government of India in the Ministry of
Environment, Forest and Climate Change, published in the Gazette of India, Extraordinary, Part II, Section 3,
Sub-section (ii), vide number S.O. 19(E), dated the 6 th January, 2011 and take suitable action in case of
violations or non-compliance
10. The Authority shall, for the purposes of maintaining transparency in its working create a dedicated website and
post the agenda, minutes, decisions taken, recommendation letters, acts of violations and actions taken on such
violations, court matters including the orders of the courts and the approved Coastal Zone Management Plan of
the State Government.

11. The Authority shall co-ordinate for implementing conservation projects or projects related to upliftment of
coastal population protection or other projects.
12. The State Government shall ensure that sufficient resources, manpower, funds are available to the Authority to
discharge its functions effectively as specified in this order and the said Act.
13. The Authority shall have its Bank Account in the National Bank to deposit the funds received from the State
Government, etc.
14. 'the Authority shall take all necessary measures and initiatives including programme execution, research,
information dissemination, training, awareness day to day functioning, and advocacy and such other measures
and adopt suitable procedures and means including raising resources, funding, and other procedures and means
for the same.
15. The Authority shall submit Coastal Regulation Zone maps of the coastal areas in the State as per the procedure
laid down in the notification of the Government of India in the Ministry of Environment, Forests number S.O.
19 (E), dated the 6th January, 2011, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-
section (ii) to the National Coastal Zone Management Authority and the Ministry of Environment, Forest and
Climate Change.
