Excise License Renewal Extension

Subject: Submission of proposal for license renewal pertaining to

Mollasses/ Distillery/ brewery/ Micro-brewery/ wineries for the

year 2020-21- Reg.

4) Letter of Karnataka State Wine Manufacturers Association (R)
dated 29.06.2020

In connection with the above shown subject, in the letters

of Ref(1) and (2) it was instructed to submit the proposal for

license renewal pertaining to Mollasses/ Distillery/ brewery/

Micro-brewery/ wineries for the year 2020-21.


Because of Covid-19 pandemic lockdown is in force,

business is reduced, and severe financial hardship is being gone

through, as it was not possible to complete the process of renewal

of license for the year 2020-2021 within stipulated period of

time, it is requested by various entities vide the Ref(3) and (4) to

extend the renewal period, accordingly below shown directions

are hereby issued.

1. In the cases where renewal was made prior to 30.06.2020 and

not issued with the license, it has become inevitable to stop the

business by the licensee since from 01.07.2020. Therefore, in

view of the generation of income for the government and to

make sure that customers to get legally produced liquor

manufactured in distillery/ brewery/ winery/ microbrewery

and also to facilitate the business/ movement of liquor, sale

and transport of spirits (import and export), if it was not

possible to renew the license prior to 30.06.2020, reserving the

order of renewal of license for the year 2020-21, permission is

hereby granted to continue the daily business till 31.07.2020.

This permission also covers Concurrence for Export of

Liquor/ Beer/ Wine/ Low alcoholic beverages etc., & Import

of Spirit.
2. In order to facilitate the production of liquor by the units

without any interruption, permission is hereby granted to

extend the duration of NOCs pertaining to import and export

till 31.07.2020.

3. It is instructed to make arrangements for meeting the demands

of liquor by the

obtained permission to function in 2 nd and 3rd shifts for the

year 2019-20 in view of the revenue to the government and to

continue the functioning till 31.07.2020 under the shifts for

which permission has been taken and to make arrangements of

suitable staff for the supervision of production activities

during this period.

4. Permission is hereby granted for the M-1, M-2 Molasses

licenses issued to Sugar Factories/ Primary Distilleries,

poultry/cattle feed manufacturing units, other industrial units,

molasses export licenses, reserving the order of license

renewal till 31.07.2020 and to continue daily routine business.
