II. PROJECT RATIONALE
The water supply in Barangay Mabini, Gamu, Isabela is highly dependent on the use
of hand pumps as source of cooking and drinking water. This type of water source is
easily contaminated by surface water, which is contributory to the occurrence of
water-borne-diseases. Also, this point source dries up during summer or dry spell.
It is therefore very necessary to construct a potable water supply system to minimize
the occurrence of water related diseases and to make available to every household the
reliable supply of potable water.
III. PROJECT DESCRIPTION
The project is the Construction of Level III Waterworks in Barangay Mabini Gamu,
Isabela where many households do not have access to potable water source and are
living at generally flat surface ground where water table is 50 to 150 meters deep.
The project entails the construction of an overhead steel water reservoir with deep
well point source, installation of electric driven submersible pump and installation of
buried pipelines and water meters to consumers. Geo-resistivity shall be done at sites
with technical assistance from the DENR-Mines and Geosciences Bureau while water
potability test shall be jointly conducted by the Rural Health Unit Sanitation
Inspectors and staff of the Provincial Health Office.
IV. PROJECT IMPLEMENTATION AND MANAGEMENT
The Local Government Unit shall organize a Water System Association which will be
named MABINI WATER SERVICE ASSOCIATION (MAWASA) which will serve
as major cooperator in planning and project implementation. As end-user, the
association shall be responsible in the operation and maintenance of the water system.
Monthly dues shall be collected from each household which shall be utilized for the
association’s operations and maintenance costs. The LGU with the assistance of
concerned NGA shall implement institutional development programs as component of
the project.
The project shall undergo the process of bidding to pre-qualified contractors in
accordance with the provisions of R.A. 9184 through Bids and Awards Committee
(BAC). The LGU through the Municipal Engineer’s Office shall extend technical
services relative to the project preparation an implementation. The Municipal Project
Monitoring Committee shall monitor and evaluate the implementation of the project
in accordance with the approved detailed engineering design.
