The overall process of developing a transportation project is a mixture of technical, legal


and political elements.

Planning refers to the more general and abstract parts of the process and Design refers to
more detailed and concrete.

The overall design process is a coordinated process of information gathering, analysis


and decision making. In almost cases, it is open-ended.
