With reference to the subject cited above, I have inspected the site along with
AEE/Shankarpally for setting up of M/s (Petrol),HSD (Diesel) and lubricants at Sy.
No. 166/B,Fatehpur Village,Shankarpally Mandal, Ranga Reddy District. The
Details of the inspection report of the proposed Retail Outlet as per the IRC 12-2009
is as follows.

1. The proposed site is situated at in Sy. No. 166/B,Fatehpur


Village,Shankarpally Mandal, Ranga Reddy District at Km 1/4-6 (L/s) of
Shankarpally – Marpally Road with undivided and 7.00m carriageway
with 66’ 0”wide ROW in Ranga Reddy District.The proposed site comes
under Rural area.
2. There is no existing fuel outlet station from proposed fuel station within a
distance of 1000mon either side of the road . As per IRC: 12 – 2009 the
minimum distance should be 1000 meters between proposed and existing
fuel stations on the same side of the road and No Major intersection to
NHs/SHs/MDRs should be within 1000m from the proposed fuel stations
in the undivided carriageway.
3. There is a no Major intersection to NHs / SHs / MDRs exists and only
village road intersection exists within a distance of 300m from the
proposed fuel outlet station .As per IRC-12-2009, Para 4.5.1–(b )the
intersection with any category of the road within a distance of 300.00
meters from the proposed fuel outlet station.
4. The Plot size for Fuel station in Urban stretches is 35.0 m (frontage) x
35.0m (depth) as per IRC: 12 – 2009 and the proposed plot size in the
ground is 42.68 m (frontage) x 28.98 (depth).
5. The petrol / Diesel fuel filling station should be 75’-00” away from the
centre of the road and shall be maintained away from the road boundary
without encroaching into the Government Land. The future widening of
the existing road shall also be kept in view while setting up of the
proposed fuel station. The ROW for this purpose shall be the maximum of
the actual available ROW at site at the proposed location and the ROW
prescribed in IRC:73 brought out above. The owner of the fuel station
shall acquire additional land, if required, to accommodate access/egress
roads for fuel stations, service roads, acceleration/deceleration lanes, etc.
6. The Buffer Strip shown in the plan submitted is 18.68 m x 2.00m only
which is not sufficient in width direction. The Buffer Strip should be
provided with a width of 3.00mts for rural areas as per IRC 12-2009,.
7. The width of the entrance and exit should be 7.50m as per IRC 12-2009
As per the plan submitted the width of entry and exit shown as 12.0
meters.
8. The fuel pump shall be outside the road land i.e., at a distance from the
outer edge of buffer strip to the edge of the strip having fuel pump should
not be less than 7.00 Mts.
9. The approach road must be laid by the agency at their own cost without
encroaching departmental land / ROW.
10. The necessary drainage facilities shall be arranged by the agency without
disturbing to the free flow of rain water / drain water.
11. Construction of approach road and other items which are connected with
the road, for which permissions are to be obtained from the concerned
department.
12. The R&B Department is empowered to remove the encroachments
without any notice.
13. The Slope of fuel station premises / service area for drainage pipes shall
be maintained at minimum of 2%.
14. No structure or hoardings or parking space is allowed within the ROW.
The buffer strip and separator island would be provided with kerb of
minimum 275mm height to prevent vehicles from crossings it or using it
for parking purposes.
15. Provision of proper drainage arrangements for fuel station premises should
not be disturbed the existing road and it should be approved by this
department.
16. Suitable entry and exist sign boards as per IRC:35 – 1997 and IRC:67-
2001 and should follow IRC:12 – 2009, should be put to guide vehicles
during the day and these should be properly lit to guide them at night and
should.
17. The construction of Retail Outlet should be as per the guide lines and
standards laid down in IRC 12- 2009, with regard to measurements,
adequate drainage arrangements in the fuel filling station, so that the
surface water does not flow over the road surface. For this purpose, the
fuel station and access area would be at least 300mm below the level at the
edge of the shoulder.
18. The construction of Hume Pipe Culverts shall not be permissible for the
drainage purpose. Only Slab culverts with Iron grating shall be constructed
in the approaches, so that surface water is drained through the openings of
in the grating as per IRC: 12 – 2009.
19. There is a one Tower Pole and one 33KV Electrical Pole exists.
20. The porposed Retail Outlet work (Civil) is not yet commenced till to day.

This is for information and further necessary action.
