ABSTRACT
In the age of screen addiction where everything exists between the thumbs, Libraries as a
public institution are struggling to hold up the importance it possessed a few decades ago, the
depleting relevance is the result of their inability to grasp the needs of the contemporary
users. The intent follows the creation of a public space for information sharing and
knowledge gathering, the design that clings a wide variety of audiences for educational and
intellectual assistance. A free for all public institution that will provide the luxury of literacy
to the marginalized section of the society and promote community collaboration between the
people of diverse cultures and backgrounds, to incite a compassionate and collaborative
worldview in the public, the institution will also host contemporary amenities and user-
friendly environment that will create a dynamic literary culture among the seekers and torch
bearers of knowledge.
The institution will include the modern amenities to provide seamless flow of right
information among the scholars, academics and common public, the institution will bestow
the chance to excel in field of individual’s interest. The institution will provide a affordable
means of education to vast student population present in the city and set an premiere example
to the to the front of national community.
Chapter-1 Introduction
1.1 Introduction
Indian Literacy has experienced an exponential growth in the recent decades, reason being
the setting up of premier educational institution across the sub-continent, the innovative
approach of Indian creativity is becoming more and more valuable as business giants across
the globe are assigning Indians in-charge of their crucial operations, setting an example to the
front of the international community, but Indian is also following the same suit as the entire
world and access of higher education is becoming more and more privileged and expensive
with the passing times, in addition to this the sub-continent of India lacks severely in terms of
infrastructure of civic institution such as public libraries, these institutions in India have
shown zero to little progress to keep up with the evolving needs of the present generation.
The city of Dehradun is entitled as the “Educational Hub” or “School Capital” of India, but
city has no infrastructure to reflect this image upon its vast student population, general
population and to its frequent floating tourist population, although the city of Dehradun host a
major population of scholars and writers, in addition the city also has very high literacy rate
when compared to other parts of the country.
This institution would cater to the beginner as well experienced intellectuals, freelancers,
professionals, students, artists, writers, journalist seeking information from different sources,
endeavor of knowledge being the common objective of all, beyond the barrier of age, gender,
religion and cast, the zeal of knowledge, and right of accurate information will ignite interest,
collaborations, between the people of diverse background.
1.2 Background
In city of Dehradun host a massive majority of population that is aware and is driven towards
the pursuit of knowledge, the existing public learning institutes suffers majorly from revenue
shortage, depleting infrastructure, modern amenities and even the book collection, despite of
all its shortcomings, the institution is being heavily used by the general public and academic
scholars.
The proposal of institution will address the existing issues, it would be an open network
where people can collaborate, interact and build diverse connection, it will act as a sanctuary
for student and will grant fellowship based on their educational pursuit. It’ll adhere to the
needs of the changing times and host information in multiple formats.
1.3 Structure of the thesis
1.3.1 Thesis intent
The intent follows the design of affordable learning and information resource hub for
academics, scholars, emerging in the school capital. This will foster a vibrant collaborative
community of locals and off-site learners, An institution that promotes, literacy, creativity
and nourishment of knowledge, and generate importance and awareness of education in the
region.
1.3.2 Aim and objectives
Aim: the design envisages a user friendly learning space promoting information flow and
interaction, awareness and advocacy of legible information, promote community
collaborations through events, provide academic support to the student and allow them the
exploration of various educational streams, philosophies and ideologies that exists in the
realm of literacy.
Objectives:
The proposal revolves around the understanding the need of academic individuals of
dehradun and providing a relevant built environment for their diverse needs, a place where
everyone can come, seek relevant information and interact with the scholars and get informed
about their respective interests.
i. Early Literacy: - the design will target the children population of city for their
early cognitive and skill development, and bestow them with healthy habit of
knowledge pursuit at an early age.
ii. Learning Support: - the design will leverage it’s resources to support the
problems academics face in their regular curriculum.
iii. Empowerment: - To remove any financial, operational, technological barriers so
the utilization of resources is seamless and easy
iv. Involvement: - the institution will host an outreach programs to bridge gaps of the
digital divide that prevent individuals from full participation of civic life.
v. . Connection: - the institution will act as organizer and facilitator of venue for
community collaborations to foster intellectual freedom and generate conversation
on existing issues, and generate revenue in the process. vi. Reuniting : - the
institution will work to increase the awareness of differences exists in the society
and move forward with respect to the indigenous worldviews.
1.3.3 Scope and limitations
Scope
1. The design will cater to general mass and will reinforce the existing literary heritage of
Dehradun
2. To understand the relationship between the elements in the learning surroundings.
3. To understand the psychology of open-close environment.
4. To understand the influence of natural elements on learning mindset.
1.3.4 Thesis methodology
1. Understanding the existing worldview of public libraries and Information Resources.
2. Defining the problems and shortcomings of former in Indian context
3. Justification of need of institution in the selected site.
4. Understanding of the existing literary culture in the city of selected site.
5. Study of standards and emerging innovation in elements of design.
6. Understanding and consideration of various information sources of digital Media.
7. Understanding the psychology of multi-field information and learning space.
8. Understanding Feasibility of other building typology with library.
Chapter-2 Literature Review
Learning Resource Centre is a facility to enhance the connection between individual and
technology, resources, work opportunities, and career pathways. A public library is one of the
attributes of LRC. It caters to students and community members for whom pursuing
knowledge and achieving advanced professional goals acts as a basic amenity.
A Library acts as access to the open hub of knowledge, creativity and imaginations with
different mediums and ways of interpretations. Being a part of LRC, the medium of
accessibility has to trend with modern society by providing a platform for an e-learning
environment. Previously libraries used to act as a support service to the learning system but
now it acts as a backbone of learning system for LRC.
Parts of Learning Resource Centre are :

3. Digital Rights Management (DRM)
4. Online courses
5. Media libraries
6. Digital Repositories
LRC works on bringing self-learning and virtual learning environment into the role as our
education now works on learner-centred System. The accessibility of resources for
differently-abled people is enhanced by the work of technology keeping them not neglected
from
society.
In case of countries like India the internet facilities, digital literacy and information treasure
are not so good, the need of a public library can fulfil learning resources and stable
infrastructure as a backbone to the developing society.
A public library impacts on the short term in the form of providing learning resources
increasing the reading culture and giving guidance to attain the need of increasing
employment opportunities. In the case of long term scenario, it helps in the betterment of
economic, political and social well being of the country.
