Introduction
Background of the Study
The core goal of waste policy is to reduce the negative impacts of waste on health and the
environment.
a) To ensure the protection of public health and environment;
b) To ensure that solid waste is properly sorted, collected, processed, stored, handled and
disposed of by formulating and following best environmental practices in municipal
waste management, excluding incineration;
c) To ensure the effectiveness of the implemented policy regarding the waste
management
d) To prevent erosion and drainage obstruction
e) Environmentally safeguarding by preventing the burning or incineration of waste such as
plastics, rubber, cardboard, batteries and much more that may cause health
complication and pollution.
The effects of improper waste disposal, segregation and burning impacts not only the
environment, such as air pollution, water pollution and climate, but also soil erosion and
human health. It also affects animals and marine life who consumes Styrofoam’s and
such. In addition, improper waste disposal can gradually destroy our planet by creating
more holes in our ozone layer which protects us from the harmful ultraviolet light.
The dimension of this research refers to the aspect of determining the efficacy of policy
implementation. This study also analyses the obstacles in the implementation of
management policy in Barangay Labangal and to find the cause of unsuccessful waste
management in Barangay Labangal.
Recipient and Beneficiaries
Our target group is intended for the locals of Barangay Labangal who are exercising the
improper waste disposal and burning of waste.
Locals of Barangay Labangal. The locals will become more aware of the proper waste
disposal and preventing the burning of waste.
Barangay Officials. It will reduce their problems regarding the improper waste disposal
and burning of waste.
Health of the locals. The implementation of the waste management policy can help to
prevent possible complications to their health. To avoid the infestation of pest that can
lead to different sickness such as dengue fever and typhoid to the locals. And to prevent
different diseases that the locals can get to the smoke and ashes due to the burning of
waste. It can increase the risk of heart disease cause rashes, nausea and headaches.
Environment. To prevent air pollution, water pollution and land pollution. Following the
implemented policy regarding waste management and burning of waste, it will help to
reduce the waste and production of ashes due to burning and incineration to save our
earth.
Flood Control and Sewerage. To prevent clogging of sewerage and soil erosion.
Students. Enhancing our awareness of ethical issues, growing as a critical and
independent thinker, and to build confidence and the ability to work.
4.1 Research Locale
This study will be conducted at Notre Dame of Dadiangas University located at
Marist Avenue, General Santos City. It is a university in General Santos City, Philippines.
It is a Catholic institution run by the Marist Brothers or FMS .It offers undergraduate and
graduate courses as well as elementary and basic education.
Notre Dame of Dadiangas University is composed of 4 buildings composed of 4 buildings
namely Leonard Sonza (LS) , Henry Ruiz Building (HR), Michael O’Keefee (MO) , Reynold
La Flamme (LS) and has laboratories like computer laboratory, science laboratory, and
HRM laboratory.

The researchers conducted a survey at Barangay Labangal, General Santos City. It
is a coastal community along Sarangani Bay. Labangal derived its name from a tree
known to the Blaan’s as “LABNGAL”. This tree serves as a shade to the natives and
workers during noontime and it is commonly used as firewood of the bakeries.
The first occupants of the place are mostly Blaans, Muslims and Tagabilis.
The researchers interviewed the Barangay Kagawad Renaldo Clapiz regarding the
problems that is present in their Barangay. The Barangay Kagawad gives us information
on their major problems such as burning or incinerating waste and improper disposal of
waste.
Course of Action
The researcher will take an action of the following:
To strengthen the policy of sanctions that will be given to the locals that will not abide
to the policy.
To ensure that the locals will abide to the implemented policy
To give a seminar to the locals in order for them to be educated and be aware on the
consequences of their actions towards the disposal of waste .To demonstrate to them how to
properly segregate their waste and conduct a workshop where people can recycle their waste
and become resourceful. For example, the straw. The straws can be recycled and make it into a
new product such as straw pouches, wallets, phone cases, lanterns, pillows and curtains.
Another example is the plastic bottles. The workshop will also teach the locals to reuse the
plastic bottles and make it from trash to cash. One good example is it can be used as a flower
pot and sell them. During events of Festivals in their area, the locals can have a competition on
their innovation of plastics where they can create a gowns or tuxedo out of the waste.
And for the kids the barangay officials would create a public trash bins that as a ring in every
corner of the street within the barangay so that the kids will be motivate to play using their
waste and trash. And at the same time the kids can help to minimize the waste and also it can
help themselves to become discipline.
The barangay officials would also provide a signage in every corner of the street in their area so
that the people would always be remind and be aware of the problem. It is not just a reminder
but also the locals would really take it seriously because this is their responsibility to take good
care of their place and besides they are the ones who will benefit from it. It is not just a
common signage because it will provide education for them to become motivated. For example
creating a tagline that incorporate the kids, the youth, the millennial and adults at the same
time they can relate to it.
The barangay officials would also conduct a once a month general cleaning in their
barangay so the people would maintain the cleanliness of their barangay and also it
would also help the locals to really do their duty in the community. The barangay would
also create a competition of most cleanness street in barangay labangal so that the
people would become excited about the prizes at the same time in cleaning their area
as a whole.
