inclined to pursue one goal: that is to serve the many. Public Administration enables an
individual to manage and allocate resources, which is essential for governance. In the
context of Development, Public Administration’s ultimate goal, as like what Frank
Goodnow stated, is to pursue development of the Public Aspect of the Society.

Development Administration vs. Administration for Development:

administration and good governance that seeks to bring changes to how the country is

Role of Philippine Public Administration to achieve equity and national


development:

Public Administration is the primary medium for citizens to achieve their aspirations of

resources, which is the duty of every administrator. With that being said, achieving
national development could be achieved if administrators master the art of governing
objectively; whilst also keeping in mind that public welfare is the top priority. It is the
utmost duty of every administrator to ensure effective governance through the
appropriate and transparent allocations of these resources provided. The hindrances to
both politics and administration such as corruption, politicization of programs, spoils-
system and red-tape should be abolished, in order for Public Administration to
effectively fulfill its duty of bringing development in the society.
