National Highway Authority (NHA) Balochistan-North Region invites sealed bids


from eligible bidders who can prove their eligibility and qualification as mentioned in the
Bidding Documents for the following Maintenance Works for F.Y. 2017-18 & 2018-19 in
Balochistan North Region. Brief description of the contracts and requirement is as

2. Bidding documents for above mentioned works containing detailed


terms and conditions, method of procurement “Single Stage Two Envelopes”
procedure, bid security , bid validity, opening of bid, evaluation criteria,
clarification / rejection of bids, performance security etc. will be available on
NHA website for downloading free of cost. Bidders are required to be registered
with Pakistan Engineering Council in category C-5 or above with CE-01, CE-10 &
CE-02 code additional for S#1&2 and having valid PEC certificate.

3. Tender documents can be downloaded from NHA website www.nha.gov.pk.


The Bid security @3% (in shape of Pay order) of Engineer’s Estimate as
mentioned in bidding documents must accompany with “Technical Bid”.
Photocopy of Bid Security or none submission with Technical Bid may lead to
disqualification / non responsive bid. Bidders are required to submit their bids
strictly in accordance to conditions of bidding documents.
4. Audit reports of the last 03 years should be in line with auditing standards
and must be prepared from Chartered accountant duly register with ICAP. The
required standard for audit report is incorporate in bidding documents.

5. Non compliance of Instructions to Bidders will lead to disqualification /


none responsiveness of bid at the time of opening. One set of complete bidding
documents placed in sequence as mentioned in bidding documents, numbered
duly filled, signed and stamped by authorized representative must be attached
with Financial Bid.

6. Proposals must be prepared in hard book binding to deny the


possibility of addition or removal of page(s) Spiral binding or shortcoming of any
of the requirements as mentioned in Bidding Documents will lead to non-
responsiveness of bids.

7. Bids will be received in the office of Director (Maintenance) NHA,


Quetta on 20th October, 2020 till 1100 hours. Envelope containing ‘Technical
Bid’ will be opened on the same day at 11300 hours in presence of bidder’s
authorized representatives. Tender documents sent by courier will not be
acceptable. Bidders can apply for as many works as they can but will be awarded
only two works on the basis of lowest bid, if the financial capacity as per audit
report allows.

8. The firms providing unsubstantiated, incorrect, incomplete


information are liable to disqualification and legal action. NHA reserves the right
to reject all bids as per the PPRA Rule No.33 (1).
