The Philippine EIS System
(PD 1586) Implementation
❑Anchored on the principle that Environmental
Impact Assessment is used to enhance planning
and decision making process
❑An Environmental Compliance Certificate (ECC)
is pre-requisite of all subsequent government
approvals as agreed upon by 29 government
agencies through a Memorandum of Agreement
(MOA) entered into in 1992
❑The ECC serves also as a guidance document
to other agencies and the LGU
❑The issuance of an ECC or Certificate of Non-
Coverage does not exempt the proponent from
securing other government permits
