Describe

San Agustin Sur is one of the twenty-one (21) barangays, which formed part of the City

of Tandag. The name San Agustin Sur is traditionally in honor with Saint Augustine, a patron

saint of the catholic religion.

San Agustin Sur was formally founded in 1963 by virtue of Republic Act 3590 otherwise

known as the Barrio Charter Act of 1963 together with other Barangays that formed part of the

Municipality of Tandag. The first and the founding Barangay Captain was HON. JOSE

ESTRADA who led the place up to 1964.

Hundred years had passed, Barangay San Agustin Sur originated from the name of an

island called “DAWIS” which means seashore. It covers Sitio San Agustin. As years passed,

people of Sitio Baybay and Dawis decided to make these two places into one barangay that made

the place as one of the biggest barangay occupying the land area in the entire municipality. Until

such time, the place was divided into two barangays, San Agustin Sur and San Agustin Norte.

The Presence of the “LINUNGAW” island facing the barangay ignited most of the people

to sit and relax at the seashore looking at the very clear water that flows in between the barangay

and Linungaw island.

Barangay San Agustin Sur is comprised of seven puroks namaely: Purok Tulay 1, Purok

Tulay 2 , which are named after the bridge situated near the area; Purok Kasamahan named after

the very strong camaraderie and unity of the people residing at the said place; Purok Kalipayan

named after witnessing that people living in the area are very sweet and friendly, Purok Million

and Purok Santan were named after the Million and Santan flowers. Purok Kalipayan had used

the itself relating to the reality that their area is being bounded with plenty of “NIPA” that

people utilize as their means of generating income.

It has been profound dream of the people to live in a self-reliant community that is very

responsive to the needs of the people. A community where everyone has the opportunity to take

active part in the development process.

Geographic

Barangay San Agustin Sur has a total land area of 756.82 hectares with seven (7) puroks

and it is located at the north, 0.7 kilometers away from the built-up center going to Municipality

of Cortes. It is bounded in the northwestern part of Barangay San Agustin Norte; on the west are

the Barangay Bioto and Barangay Awasian. On its Southeastern and Southwestern part are the

Barangays of Dagocdoc and Telaje respectively just across Tandag river. Its topography is

generally characterized with flat and some swamp areas in some puroks in the Baranagay.

Demographic info

The population of San Agustin Sur grew from 1,923 in 1990 to 5,485 in 2015, an increase

of 3,562 people. The census figures in 2015 denote a positive growth rate of 1.91%, or an

increase of 518 people, from the previous population of 4,967 in 2010. The latest statistics in

2019, 5.53% increase in population that added 275 residents in San Agustin Sur that totaled the

overall population to 5,243. San agustin sur have 7 purok respectively named as: Kasamahan

with a 176 household, 461 male and 384 female, Tulay – 1 that accumulated a household of 189,

413 male residents and 468 females, Tulay – 2 mounted up to 138 households, 314 male and 322

femlae residents, Kalipayan correspond to 243 household with 566 male and 610 female, Million

is consist of 180 household with 418 male and 461 female, Santan summate to 90 household

with 222 male and 173 female, and Kanipaan reckon 98 household with 214 male and 217

female. When calculated, the total number of households in San Agustin sur is 1,114 while the

male residents totaled up to 2,608 and 2,635 for the female. The overall population of San

Agustin Sur a.k.a Dawis is estimated to be 5,243 residents.

What community need was identified?

Improvement of footbridges in Purok Tulay – I, Tulay – II, and Kanipaan, San Agustin

Sur, Tandag city.

These footbridges are the only passage that the residents of the said purok have in order

to get across or ride their motorcycle. Without these footbridges, the residents will be trapped

and cannot go outside their houses as the space in these puroks in very narrow and have no way

to build a cement road as this puroks are located in a river8 where it can be reached by water.

From the report of the kagawads of the barangay, due to the heavy rain and the water from the

lake, it makes the footbridges weak and easily destroyed and hundreds of people use it along

with some motorcycle. So, it makes this as a priority and needs constant effort.

What is already being done to respond to the needs?

Bridges providing for both pedestrians and cyclists are often referred to as green bridges

and form an important part of a sustainable transport system. Footbridges are often situated to

allow pedestrians to cross water or railways in areas where there are no nearby roads.

For rural communities in the developing world, a footbridge may be a community's only

access to medical clinics, schools, businesses and markets. Simple suspension bridge designs

have been developed to be sustainable and easily constructed in such areas using only local

materials and labor.

From January to December of 2019, the barangay launched a project called pathway

construction that concerns the improvement and repairing of the footbridges in some purok of

San Agustin Sur. They have successfully conducted the project and major improvements and

repairs were made to the footbridges that made the flow of transportation easily in the narrow

spaces in those puroks. The budget and cost of this project accumulated up to 100,000 pesos.

This was suggested and agreed by the barangay officials after having their assessment

and investigation to the community of barangay San Agustin Sur. They have a high result from

their assessment saying that the footbridge being unstable and dangerous to walk on needs to be

repaired as many reports of accidents like people falling in the river because of the footbridge

that’s becoming slimmer and some are already decaying.

With the budget of 100,000, they used the funds thoroughly to have quality equipment to

use and gave fair payment for the labor.

This project is not only planned to repair the footbridges but to also improve and modify

its structure, stability, and endurance. They made the cement that supports the footbridges much

thicker than before so that it can keep the footbridge steady even if there are vehicles who uses it.

They used laminated timber that can be used in both heavy and lightweight traffic to endure

heavy weights and also this wood wouldn’t decay fast even if it is exposed in water for a long

moment of time and again exposed to heat as it can trigger a chemical reaction to the wood but

still this timber is durable enough to handle such circumstance.

This project was made to ensure that these puroks that needs safe and reliable footbridges

have the equality they deserve from those puroks who have cement roads and wide spaces. This

project helps those puroks to have a footbridge with the same quality and performance similar to

a cement road. Given that these puroks are prone to accidents and disasters because of the

geographic location that is near a river, when the water rise above the footbridge in time of high

tide and full moons, the footbridge is nowhere to be seen as it is under deep water now. So they

also included in this project that they must have an action that can solve that problem. They

heightened the footbridge that not reachable by the river water.

This project was immediately acted upon signing because of the cooperation of the

Barangay officials and the residents.

What resources are available to locally help meet the need (s)?

Barangay sang Agustin Sur’s funds – money is the primary variable of a community to supply

or suffice the needs of the community. The funds of Barangay San Agustin Sur is the backbone

of this community as it supports every individual and groups of the society. This money is used

to buy the materials, equipment, payment, and transportation. To make the improvement of the

footbridges, this money is required to have quality materials and equipment for the cast of the

project.

Workers – to fully execute the project pathway construction, it will require a lot of manpower

for the swiftness of the job. “Many hands, less time” said the Barangay Capt.Vicente Jade

Pimentel. This also gives the resident an opportunity of employment to have a source of income.

Timber – one of the residents of Barangay San Agustin Sur named, Dodong Fernandez, have

Bansuhan where they get the supply of wood and timber they need to repair and reconstruct the

damaged footbridges.

Equipment – there is a construction shop near kasamahan Purok Tulay – I where they get all the

equipment, they use in implementing the project pathway construction.

What opportunities for a project you identify?

The project Pathway Construction is planned and implemented to help the residents

living in tight and narrow spaces to have a decent and proper passageway to have access to

different places. These footbridges serve as the purok’s road and at the same time their bridge to

get across the river below them in case of high tides. This footbridge has been helping the

residents in their daily lives and to lose it can lead to a major economical down rate.

This project helps regain the strong and steady structure of the footbridges. This will

benefit everyone residing in those puroks for their safety primarily. Having such dangerous and

unstable footbridges could lead into an accident. Even though there are footbridges in those

puroks, still the spaces in those puroks are still tight and slim and having such critical footbridges

could worsen the situation. Lots of cases and complaints were reported to the Barangay saying

that the footbridges are already weak and not safe to walk on. So, for the safety of the residents,

project Pathway Construction arose.

These footbridges aren’t only for travelling but can also be economically used. This

footbridges grant passage to everyone and its essential for those people in those puroks to have a

trusty footbridge for them to have a clear and safe travels when marketing and returning to their

homes and also for their business to be accessible to the people they surely need to provide a

space or passage way for their costumers to avail to their business.

What project did you select? Why did you select this project?

 Project Pathway Construction

We, the researchers, personally chose this project because as we investigated through the

documents of the barangay containing all of their projects from the past few years up to present,

this project got our attention. We chose this project because of the fact that it is not that major of

a project because it is only for those puroks who have footbridges as their means of

transportation. This is also a sign that the Barangay San Agustin Sur doesn’t leave any issue or

need in their barangay unattended even if it only concerns few. The officials take everything

seriously in every dimensions of Barangay San Agustin Sur.

We took this project for our assessment because this is very uncommon for every barangay in

Tandag city. We have major needs like medication and education, intervention and precautions,

but we chose this project so that we can also pay attention to minor needs that actually is major

but only taken for granted because if the type of their needs and there are only selected

beneficiaries.

This project concerns us in a way that some of us, the researchers, live in the said puroks that

have footbridges and by experience it is really alarming that it needs immediate action. Safety,

economy and also education and daily lives are affected by this issue or the need of better and

improved footbridges.

What challenges to implementation of this project did you identify? How does the project

plan take challenges into account?

According to Barangay Captain Vicente Jade Pimentel, that in this project, it was

supposed to be easy but the only thing that set backed their project is their access to the

footbridges and of course funds, in his words. He said that once they started to plan about the

project, they first needed to find an alternative route for the residents because they will have to

remove and reconstruct the footbridges. Also, the narrow space in those purok really gave them a

hard time delivering materials, using their equipment, and in labor.

Barangay Captain said that it took them months to finish just one footbridge in a purok.

The alternative route they planned was not effective because some complained that they have to

turn to the next purok in order to get home or to get to the main road.

The labor workers had a hard time moving due to many people trying to get across and

not to mention the equipment and gear they used occupies too much space.

Also, one challenge that Sir Vicente stressed out is the river. It is hard to work in a river

because of the high tide. They have limited time to work in that project only when it low tide

where the river side can’t be reached by the waters.

“Even if we work fast, the river water is our time end” said Barangay Captain Vicente.

It’s also hard to move in those mud and to transfer materials such as the timber used is very

heavy that it requires many men also on the river.

The workers couldn’t do anything about the problem that the project encountered. They

can’t do anything about the narrow passage ways of the purok so they just handled the problem

with care and patience.

The problem with the water of the river couldn’t also be helped but they doubled their

working time in the scheduled time where the river is one low tide.

The problem with the shortage of the funds was handled by the officials or the engineers

by buying low prized materials but with a high and good quality.

How will be the benefiting community be involved in the project?

The benefiting community or puroks in this case, have a major involvement in this

project but not in the sense that they will participate in the working process. The Barangay

Captain of san Agustin Sur stated that the implementation of this project was easy because of the

cooperation of both parties, the officials and residents.

First, the involvement of the residents in the assessment and investigation made by the

officials in Barangay San Agustin Sur. They fully participated and honestly gave their insights

and complaints about the current needs and issues that their purok have been suffering from.

Without the authentic response of the affected residents or the benefiting purok, the

officials won’t have a holistic view about the needs of the community, their voice was heard that

made the officials act accordingly.

Another major involvement of the residents is their patience. The project was benefiting

but the process was nearly havoc and messy. Loud equipment of the laborer morning till night

and they don’t have an easy route leading to the main road because the footbridge that leads to

the main road is being reconstructed and it took time. The residents have to endure the working

process of the project even it took some time.

If the residents didn’t have that much patience that they showed, probably the project

wouldn’t be finished or it would take much more time than it did.

Their patience with the project is a major key into making that project into reality.

Describe the viability of the project and how it may be maintained the benefiting

beneficiary?

In this project, the barangay suffices the funding needs of the project that would support

and strengthen the development and maintain the current condition of the footbridges. They have

a specific funding that should be only used for a specific project to maintain its development.

This money can be used to help this project to develop or hopefully to have more projects that

are related to the project Pathway Construction. These funds are used to provide the maintenance

and materials needed to preserve the product of the project which is the improvement and repair

of the footbridges.

If these projects get all the funds and effort it needs to be fulfilled and preserved, the

viability of this project is very much ensured to happen.

This project is also concerning hundreds of residents living in the said puroks so it will be

the duty of the barangay to help and give the needs of these people and by keeping and

continuing this project is their way to give the help and necessity those people needs.

The current project will be able to continue giving advantages to the residents of

Barangay San Agustin Sur by improving the safety condition, transportation flow, economical

rate of the said barangay.

Also, the incident rate of people falling in the river will decrease if the stability of the

footbridge will be modified.

Recommendations

We, the researchers, recommend that the current project consider the following

suggestions:

Instead of improving the condition of the footbridges, we ought to think that making the

passage ways into a concrete road is very much effective and safe for the people residing in the

riversides and by making the roads concrete, they wouldn’t need to keep maintaining the

footbridge.

Widening the narrow alley ways in the said puroks could make the access to the puroks

swiftly and the traffic would lighten. Also, when the time comes that another project needs to be

implemented in those areas, it would be immediately done having the space widened and the

mobilization of the workers or laborers is comfortable.

One purpose of the project is to ensure the safety of the residents transporting in those

areas and having street lights in dim lighted areas could improve the lighting so the footbridges

and other passages could be visible.

The Donasco village’s exit road is still unfinished and have massive and many rocks that

makes the route hard to access. Finishing the cementation of the exit road in Donasco village

could also help the condition of the transportation or the residents.
