The Windows Security page is also blank except for "security at a glance". Running sfc /scannow and downloading registry and batch files to reset Windows Update did not resolve the issues. An in-place upgrade is recommended to repair Windows components and install pending updates.

just keeps spinning and "checking", and I cannot access advanced options. The Windows Security
page just says "security at a glance" and the rest is blank.

We shall perform some steps to investigate and fix the update issue.

Please follow the below-


 
Step 1 
Press the Windows logo + R on the keyboard. 
Type services.msc and ok to open services console. 
Scroll and look for Windows update ((not Windows Update Medic Service)
Right-click on windows update select Stop. 
Look for Background Intelligent Transfer Service, right-click on it and select Stop.
 
Step 2 
Press Windows logo + E on the keyboard to open File Explorer. 
Navigate to C:\Windows\SoftwareDistribution\Download. 
Press Windows logo + E to open File Explorer.
On the left pane, click on This PC/Computer.
On the right, click on Local Disk (C:).
Click on Windows.
Click on SoftwareDistribution.
Click on Downloads.
Delete everything under this download folder.
 
Step 3 
Press the Windows logo + R on the keyboard. 
Type services.msc and ok to open services console. 
Scroll and look for Windows update (not Windows Update Medic Service).
Right-click on windows update select Start. 
Look for Background Intelligent Transfer Service, right-click on it and select Start.

Let me know once you have completed the above steps.

Let's check if there is any system file corruption which is causing the problem-

Press the Windows logo + X on the keyboard.


You will see a menu on the left.
Click on Command Prompt (Admin) or Windows PowerShell (Admin).
Type the below command and hit enter:

sfc /scannow

NOTE: There is space between sfc and / .

Help me with the result you see.


 Ive done this as well as DISM, but I will do it again.

Do you recall the result of the sfc scan?


 PS C:\Windows\system32> sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.


Verification 100% complete.

Windows Resource Protection did not find any integrity violations.


 That is the one i just did
 Not the old one.

 I just tried to open Advanced Options of Windows Update and see if Windows Security is working
and neither has changed.

Now, we shall perform an In-Place Upgrade to fix the update and installed the pending updates for you.

Firstly, make sure no external devices are connected, like - External hard drive; USB flash drive, or Game
controller. (Other than keyboard and mouse)

Please download and run the Microsoft Media Creation Tool to perform the In-Place Upgrade - 

https://www.microsoft.com/en-in/software-download/windows10

(Click on Download Tool Now )


 
NOTE: Remember to select the "Upgrade this PC" option and "Keep my files and apps" option to avoid
any loss of data. These options will show up as the process progresses.

"Keep my files and apps" will show up almost at the end of the process (By default it should be check-
marked), but make sure it is check marked or else do not proceed with Install.

Please be informed that the In-Place Upgrade process steps take a bit of a long time as it fixes the
windows components and also performs a real-time update and it also depends on the speed of your
internet.

This process won't impact your data or programs.

The only changes you might see is, it might change the background screen theme.
 And im assuming this is reinstalling Windows, what if this occurs again?

Don't worry! :)

It's more of a repair of windows components and installing the pending and failed updates. The defender
issue would also get fixed with this.

As it is repaired you won't have the same issue.

 Im back
 I have a couple of popups under the name RunDLL
 There was a problem starting winscomrssrv.dll and StartupCheckLibrary.dll - Operation did not
complete successfully because the file contains a virus or potentially unwanted software.
 However, I can now check for updates, access Windows Security and Advanced Options for
Windows Update

- Click Windows (Start), type snipping tool and open it. 
- On the snipping tool screen, click on NEW. 
- And take the required screenshot. 
- Click on File on the top of the snipping tool screen and save the screenshot to a location.
