1. State Level Police Recruitment Board, Andhra Pradesh (hereinafter referred to as

modifications with regard to any aspect of recruitment during the process of

3. Rules governing the Posts:-
a) This recruitment to the posts mentioned in the Police Department (post
code nos, 21, 22 and 23) is being made as per the provisions of the Andhra Pradesh
Police (Stipendiary Cadet Trainee) Rules issued by the Government of Andhra Pradesh
in G.O. Ms. No 315 Home (Pol.C) Department, dated 13-10-1999 and the amendments
thereon.
b) Recruitment to the posts mentioned in the Prisons and Correctional
Services Department (post code nos. 24 and 25) is being made as per the provisions of
Andhra Pradesh Jail Subordinate Service Rules issued by the Government of Andhra

(post code no.26) is being made as per the provisions of A.P. Fire Subordinate Service
Rules, 1992 issued by the Government of Andhra Pradesh in G.O. Ms. No. 568 Home
(Prisons-A) Department dated 24-11-1992 read_with G.O. Ms. No, 98 Home (Prisons-A)
Department dated 12-05-2008 and G.O. Ms. No. 110 G.A. (Ger.A) Dept, dated 28-02-2008
read with G.O. Ms. No. 216 G.A. (Ser.A) Dept, dated 17-04-2008 and further
amendments thereon.
4, Women Reservation : 33% % of vacancies in each category are reserved for
women for the Post code No. 21 and 20 % of vacancies in each category are reserved for
women for the Post code No. 22 under direct recruitment. In the event of non-availability
of eligible and suitable women candidates in a particular year, the vacancies reserved for
them shall not be carried forward to the subsequent year and shall be filled up by men
candidates of respective category. The reservation will be a horizontal reservation
following principle of sufficiency i, the reservation of women candidates shall be
adjusted proportionately in the respective category to which the women candidate
belongs, in relaxation of relevant rules relating to Andhra Pradesh State and Subordinate
Service Rules- 1996.
5. The rule of Special representation (reservation)
BC-E, SC, ST and Ex.Servicemen provided in Rule 22 of A.P. State & Subordinate
Service Rules, 1996 will be applicable except in the case of 75% vacancies in the
Scheduled Areas of Stipendiary Cadet Trainee Police Constables (Civil). As per the G.O.
Ms, No. 101 Home (Legal.l1) Dept, dt: 16.02.2009, 75% vacancies in the Scheduled Areas
.e., BC-A, BC-B, BC-C, BC-D,
of the State of Andhra Pradesh of Stipendiary Cadet Trainee Police Constables (Civil)
will be filled up with the candidates belonging to the Scheduled Tribes who are
domiciled in the Scheduled Areas of Srikakulam, Vizianagaram, Visakhapatnam, East
Godavari and West Godavari districts.
6. Reservation for Special Categories:-
The vacancies reserved for Special categories i.e, Meritorious Sports Personnel
(MSP); National Cadet Corps (NCC); Children of Police Personnel (CPP); Children of

of Prisons Department Personnel (CJP) as per details given in Para-20 below shall be
adjusted in horizontal manner on compartmentalized basi
., the reservation of Special
category candidates shall be adjusted proportionately in respective communal category
to which the candidate belongs.
Pertaining to Backward Classes (paras 7 & 8)
7. Relaxation in upper age limit (as given in para 11(B)(b)(1)()) and / or
reservation to ‘BC-E group’ or ‘any category in BC-E group’ will be subject to the
adjudication of the litigation pending before the Honourable Courts. However
relaxation in upper age limit (as given in para 11(B) (b)(1)(i)) and / or reservation to ‘BC-
E group’ is applicable to SI. No. 1 to 14 of BC-E group as per interim order on 25-03-2010
in Civil Appeal No(s). 2628-2637 of 2010 of Hon'ble Supreme Court of India. As per the
G.O. Ms. No. 23, Back Ward Class Welfare Dept, dt: 07.07.2007, the castes mentioned in
Sl. No. 15 are treated as ‘OC’ category.
8. CREAMY LAYER:
Candidates belonging to Backward Classes shall submit the Community Certificate to
claim age relaxation and the latest Certificate of Non Creamy Layer issued by the
competent authority of Andhra Pradesh State on or after the date of the notification, to
claim reservation. In case of failure to produce the Non Creamy Layer Certificate on the
day of verification of Certificates, the candidate’s candidature will be considered under
“Open Competition’, if otherwise eligible, and the status cannot be changed later, at the
candidate's will or choice, in any case.
9. SC/ST Reservation: The candidates belonging to Scheduled Castes and Scheduled
Tribes should submit the Community certificate issued by the competent authority of
AP. State on or after the date of the notification, to claim reservation and age relaxation.
10. The requisite educational qualification, age, physical standards, procedure to be
followed for selection etc are given below. The candidates must read the instructions
given in this notification as well as “instructions for filling the online application”
carefully in their own interest

Eligibility Conditions:
(i) For the posts mentioned against Post Code Nos. 21 and 22 Men & Women are
eligible.
(ii) For the post mentioned against Post Code No. 23, 24 & 26 Men only
eligible.
(iii) For the post mentioned against Post Code No. 25 Women only eligible.
Age Limit:
a) General Rule
1) For the post code Nos. 21, 22 and 23:

A person who is a local to Andhra Pradesh State and also
working in Andhra Pradesh Police Department as on the date
of notification, has been on duty as Home Guard for a
minimum duration of 360 days within a period of two years
and who is still continuing his service as Home Guard, must
have attained the age of 18 years and must not have attained
the age of 30 years as on 1* July, 2018 i.e, must have been born
not earlier than 2 July, 1988 and not later than 1* July, 2000.
All other candidates must have attained the age of 18 years and
must not have attained the age of 22 years as on 1* July, 2018
ie, must have been born not earlier than 2 July, 1996 and not
later than 1* July, 2000,
2) For the post code no, 24, 25 & 26: Must have attained the age of 18 years
and must not have attained the age of 30 years as on 1* July, 2018 ie,, must
have been born not earlier than 2 July, 1988 and not later than 1* July,
2000.
b) Age Relaxation:-
The upper age limit prescribed in para 11 (B) (a) above will be relaxed as
under:
(@ Upto a maximum of five years if a candidate belongs to a Backward
Class or a Scheduled Caste or a Scheduled Tribe.
Gi) Length of regular service limited upto a maximum of five years if a
candidate is an employee of A.P. State Government (Employees of

Municipalities, Local bodies etc. are not entitled for age relaxation).
(iii) Three years in addition to the length of service rendered in the
Army, Naval or Air Force of the Union for the candidates who
served in the Army, Naval or Air Force of the Union.
(iv) Three years in addition to the length of service rendered as a whole
time Cadet Corps Instructor in NCC provided the candidate
rendered a minimum service of 6 months as a whole time Cadet
Corps Instructor in NCC.
(v) Upto a maximum of three years if a candidate is a retrenched
temporary employee in the State Census Department with a
minimum service of 6 months during 1991,
(vi) In the case of a widow, a divorced woman or a woman judicially
separated from her husband, and who is not remarried,
a) The candidate if she is an SC or ST, must have attained the
age of 18 years and must not have attained the age of 40 years
on 15 July, 2018 i.c., she must have been born not earlier than
2% July, 1978 and not later than 1+ July, 2000;
b) In the case of all other categories other than SC & ST, the
candidate must have attained the age of 18 years and must
not have attained the age of 35 years as on 1* July, 2018 i.e.,
she must have been born not earlier than 2! July, 1983 and
not later than 1* July, 2000.
NOTE: A candidate claiming age relaxation by virtue of being either a
widow or a divorcee or a woman judicially separated should
produce the following documentary evidence.
(i) In case of widow, death certificate of her husband together
with the affidavit that she has not re-married since.
(ii) In case of divorced women and women judicially separated
from their husband, a certified copy of the judgment/decree of
the appropriate court to prove the fact of divorce or the judicial

have not re-married since.
Save as provided above, the age limits prescribed can in no case be relaxed.
NOTE: - The date of birth accepted by the SLPIB, AP 1s that entered in the Secondary
School Certificate or Matriculation or an equivalent examination certificate. No other
document relating to age like horoscopes, affidavits, birth extracts from Municipal
Corporation, service records and the like will be accepted.
12) Minimum Educational Qualification
For post codes: 21, 22, 23 and 26: ~
The candidate must hold, as on 1* July, 2018, Intermediate or its equivalent
examination recognised by the State Government. In the case of a candidate belonging to
Scheduled Castes or Scheduled Tribes, as on 1* July, 2018, he/she must have passed SSC
or its equivalent examination recognised by the State Government and should have
studied Intermediate and appeared for the Intermediate Examinations in both the 1*
year and 2 year.
Note: The candidates who possess higher qualification than the prescribed one will
also be considered for selection on par with the candidates who possess the prescribed
qualification.

examination recognised by the State Government.

¢) Candidates who have the following ailments or defects will not be considered
for recruitment to any post specified in this rule
i) Physically handicapped
ii) Knocking-knees, pigeon chest, flat foot, Vericose veins, Hammer
toes, fractured limbs, decayed teeth, stammering, hard of hearing.
and abnormal psychological behaviour
NOTE : In order to prevent disappointment, candidates are advised to have themselves
examined by a Civil Surgeon before applying for the examination to ensure that they
meet the prescribed Physical and Medical Standards.
14. Fee Structure
a) Candidates with local candidature of Andhra Pradesh belonging to OCs
and BCs applying for the Posts of PCs (Civil) or equivalent viz., SCT PC
(Civil/ AR/ APSP) and Warder (Men), Warder (Women) in Prisons & Correctional
Services Department and Firemen in A.P. Fire & Emergency Services Department
have to pay a fee of Rs.300/- towards processing of application, PMT/PET,
written examinations etc. Local candidates of Andhra Pradesh belonging to SCs
and ST's have to pay only Rs.150/-.

1Step: Candidate has to visit SLPRB Website www.slprb.ap.gov.in to pay
prescribed Registration Fee by providing his / her Basic personal details like
y and SSC
Hall Ticket Number or its equivalent through Credit Card, Debit Card, Net
Name, Father's Name, Date of Birth, Mobile Number, Communi
Banking or any other mode made available on the SLPRB Website.
Alternatively, the candidate may also visit any of the MeeSeva (e-Seva) / AP
Online Centres to pay the prescribed fee by providing above details and
amount should be credited in favour of Chairman, State Level Police
Recruitment Board, Andhra Pradesh, by quoting Notification Rc.No.
215/R&T/Rect.2/2018,
I Step: After making the Payment, Candidate has to visit the website
www.slprb.ap.gov.in to submit the Online Application Form. Even after
making payment of fee, if the candidate fails to press submit the Online
Application Form, such cases shall be rejected without giving any notice and
fee once paid will not be refunded in any case.
UI Step: Candidates who are declared qualified in Preliminary Written Test
have to again visit the website www.slprb.ap.gov.in for uploading the Part-II
Application along with the original scanned copies of Certificates /
Documents.
15. Those who intend to apply for more than one category of posts need to submit
only one application form.
16. Applications submitted after 05.00 PM_on 07.12.2018 will not be accepted.
Incomplete applications will not be entertained.
17. CANDIDATES SHOULD ENSURE THEIR ELIGIBILITY FOR THE
EXAMINATION: The candidates applying for the examination should ensure that
they fulfil all eligibil
conditions for admission to the examination. Their admission

prescribed eligibility conditions.
Mere issue of Admit card/Hall ticket to the candidate will not imply that
his/her candidature has been finally cleared by the Board.
The board will take up verification of eligibility conditions with reference to
original documents only after the candidate is finally qualified.
18. Selection Procedure/Scheme: - The Selection Procedure /Scheme of the Exam will
be as follows:
A) Preliminary Written Test; (Post Code Nos: 21, 22, 23, 24, 25 & 26)
Candidates shall be required to appear for the Preliminary Written Test in one
paper (three hours duration) for 200 marks (200 Questions), The syllabus for
Preliminary Written Test is given in Annexure-II (enclosed).

1) The minimum marks to be secured by the candidates in order to qualify in the
Preliminary Written Test in the paper is 40% for OCs; 35% for BCs; and 30% for
SCs/STs/Ex-Servicemen,
2) Questions in written examination will be objective in nature and will be set in
English, Telugu and Urdu languages. Candidates have to answer the questions on an
OMR answer sheet using Blue / Black Ball Point pen only. For this purpose candidates
should bring Blue / Black Ball Point pens along with them.
3) Marks obtained in Preliminary Written Test will have no relevance in the Final
selection which will be based on the marks obtained in Final Examination only.
Intimation Letter :- The candidates who qualifies in the Preliminary Written Test
will be informed the dates for downloading the Intimation letter through the website
sIprb.ap.gov.in for appearing in the Physical Measurements Test (PM1)/
Physical Efficiency Test (PET) with details of Venue, Date and Time.

Written Test has to undergo Physical Measurements Test and should meet the following
requirements:-

b) Chest: Must not be less than 86.3 cms round the chest on full
inspiration with a minimum expansion of 5 cms.

NOTE : Provided that the candidates belonging to Scheduled Tribes and Aboriginal
Tribes in the Agency areas of Srikakulam, Vizianagaram, Visakhapatnam, East
Godavari and West Godavari districts should meet the following requirements:-

C) Physical Efficiency Test (PET): Candidate who qualifies in the above Physical
Measurement Tests will be required to undergo the following tests and be qualified as
specified below:
(i) Post Code Nos. 21, 24, 25 and 26: Men & Women Candidates must qualify in
1600 Meters run (1 Mile Run) and one out of remaining two events as detailed
below:

Candidates who qualify in the above shall be required to appear for the final

Candidates who qualify in the above shall be required to appear for the final
written examination in one paper (three hours duration) for 100 marks (200 questions).

19. Reservation fo local candidates (Post Code Nos. 21, 22 and 26): Reservation to
local candidates is applicable as provided in the Rules and as amended from time to time
as in force on the date of notification. The candidates claiming reservation as local
candidates should enclose the required Study certificates (from VII class to X class (or)
from IV class to X class, in case he/she is not studied from VII class to X class in one
particular district). Residence Certificate in the proforma only should be enclosed for
those candidates who have not studied in any Educational Institutions.

Regulation of Direct Recruitment) Order, 1975, in paragraph 7, after sub-paragraph (2)
and before the Explanation, the following sub-paragraph shall be inserted, namely:~
“@) Notwithstanding anything contained in sub-paragraph (1) or (2),
candidates who migrate to any part of the State of Andhra Pradesh from
the State of Telangana within a period of five years from the 2! day of
June, 2014 shall be regarded as the local candidate in the State of Andhra
Pradesh at the place of his residence and be treated at par with the local
candidates residing in that area, in accordance with such guidelines as may
be issued
y the Government of Andhra Pradesh for the purpose of
employment.”
3. Modalities for the same are under consideration with Government of Andhra
Pradesh and orders are expected shortly. Candidates who are covered by this order will
be required to submit necessary certificate as_per the instructions given _by the
Government of Andhra Pradesh at the time of appearing for Physical Measurement Test
and Physical Efficiency Test (Only those candidates who qualify for Preliminary Written
Test).
Definition of local candidate:
(i) “Local Candidate” means a candidate for direct recruitment to any post in relation to
that Local area where he/she has studied in Educational Institution(s) for not less than
four consecutive academic years prior to and including the year in which he/she
appeared for SSC or its equivalent examination. If however, he/she has not studied in

(iii) If the claim for local candidature is based on study, the candidate is required to
produce a certificate from the Educational Institution (s) where he /she has studied
during the said 4 years period i.e., from VII class to X class (or) 7 years period i.e,, from
TV class to X class, in case he/she is not studied from VII class to X class in one particular
district in Annexure-III (A), If, however, it is based on residence, a certificate should be
submitted as prescribed in Annexure-IIT (B) obtained from an officer of the Revenue
Department not below the rank of a Mandal Revenue Officer in independent charge of a
Mandal.
(iv) If, however, a candidate has resided in more than one Mandal during the relevant
four/seven years period but within the same District separate certificates from the
Mandal Revenue Officers exercising jurisdiction has to be obtained in respect of different
areas.
Note: a) Single certificate, whether of study or residence would suffice for enabling the
candidate to apply as a “Local Candidate”
b) Residence certificate will not be accepted, if a candidate has studied in any
educational institution upto SSC or equivalent examination. Such candidates have to
produce study certificates only invariably. The candidates, who acquired Degree from
Open Universities without studying SSC/Matriculation or equivalent in educational
institutions, have to submit residence certificate only.
20. Special Representation for Special Categories:
a) Percentage of Quotas in the following Special Categories will be applicable
only to a person who is local to State of Andhra Pradesh.

in Rule 2 (19) of A.P. State and Subordinate Service Rules, 1996 and who
possess the necessary certificate issued by the competent authority as on the
date of notification will come under this special category. This special category
is sub-divided as below:

have, either retired or died, will come under this special category.
Note: Children of police personnel who were compulsorily retired or removed or
dismissed from service will not be considered for quota under ‘Children of Police
Personnel’ (CPP)
v) CDI- Children of Police Personnel of A.P. Police Department who
(a) died or (b) were incapacitated and were retired on medical invalidation due to
violent action of the extremists/criminals/ anti-social elements or due to violence
while on duty.
vi) CIP - Children of Jail/Prison Personnel upto the rank of Jailor in
service in A.P. Prisons and Correctional Services Department as well as Children
of Prison Personnel upto the rank of Jailor, who after serving in the A.P. Prisons
and Correctional Services Dept. have, either retired or died, will come under this
special category.
Note:
i) Candidates who claim reservation/quota under Home Guard, CPP, CDI or
CIP should satisfy the above conditions and submit the certificate as per annexure IV, V,
VIand VII respectively. The certificate(s) pertaining to Home Guard, CPP or CJP should
be obtained on or after the date of notification i.e. 12-11-2018 from the competent
authority. The certificate obtained before the date of notification is not valid and will not
be entertained.
ii) Candidates who claim reservation / quota under Meritorious Sports
Person should satisfy the above conditions and submit the certificate issued by the
authority and in the form prescribed in G.O. Ms No. 115 General Administration
(Ser.A) Dept. dated 21-02-1977 as per Annexures- VITL IX, X and XI.

submit the necessary certificate.
21. Recruitment to all the posts shall be made as per the provisions of “The Andhra
Pradesh Public Employment (Organisation of Local cadres and regulation of direct
recruitment) Order, 1975” and further amendments thereon. The Andhra Pradesh Public
Employment (Organisation of Local Cadres and Regulation of Direct Recruitment)
Order, 1975 will apply to the special categories also.
22, Candidates who claim reservation as Ex-Servicemen should satisfy the conditions
mentioned in Rule 2 (16) of A.P. State and Subordinate Service Rules and having the
necessary certificate from the competent authority.
23. The selection of the candidates will be provisional and subject to verification of
the original certificates, antecedents and medical examination.
24, Antecedents verification: No person shall be eligible for appointment to any
service by direct recruitment unless he satisfies the selection authority as well as the
appointing authority that his character and antecedents are such as to qualify him for
such service.
25. Disqualification for appointment: The candidates falling under the following
categories shall be disqualified for selection/appointment, under the rules.
(i Suppression of material facts (either in the application form or in the attestation
form).
(i) If the candidate himself or through his relatives or friends or any other has
canvassed or endeavoured to enlist extraneous support whether from official
or non-official sources for his candidature.
(iii) A person (a) who has entered into or contracted a marriage with a person
having a spouse living, or (b) who, having a spouse living, has entered into or
contracted a marriage with any other person. Provided that the State
Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person, exempt any person from the
operation of this rule.

Government or from the service of any Central or State Government
undertaking or local body or other authority.
(v) A person who has been convicted for any offence in any court of law.

26. _ In the event of any information being found false or incorrect or ineligibility being
detected at any time even after appointment, he / she will be discharged from service
forthwith by the appointing authority without giving any notice.
27. | Suppression of material facts or withholding any factual information in the
attestation form (which would be supplied to the candidates who will be
provisionally selected) will disqualify the candidate from being considered for
appointment. In the event of any information being found false or incorrect or
ineligibility being detected at any time even after appointment, he / she will be
discharged from service forthwith by the appointing authority without giving any
notice.
28. Stipend and Allowance: During the period of institutional training (for post code
nos. 21, 22, 23, 24, 25 é& 26) (regular as well as extended) candidates shall be eligible for
stipend as fixed by the Government from time to time. On successful completion of
training, they will be appointed in the regular time scale of pay as mentioned under para
29 below.
29. Scale of pay: (a) For Post Code Nos. 21, 22, 23 & 26 : Rs. 16,400 -- 49,870/-
(b) For Post Code Nos. 24 & 25 : Rs. 16,400 — 49,870/-
30. The employees who are appointed on or after 01-09-2004 are covered by the
Contributory Pension Scheme. The existing Pension Scheme as per A.P. Revised Pension
Rules, 1980 will not be applicable to them.
