GENERAL PROGRAM INFORMATION
EMERGENCY/TRANSITIONAL HOUSING
HACPFC does not operate any Emergency Housing or Transitional Housing programs
and does not have immediate housing opportunities at this time.
CRIMINAL OFFENDER HOUSING
Benton Franklin Community Action Connections (CAC) operates an emergency housing
program for offenders who must apply while they are still incarcerated. For information
on that program, contact CAC Supportive Housing, 710 W. Court Street, Pasco, WA
99301 at (509) 545-4042.
SUBSIDIZED AND UNSUBSIDIZED HOUSING
All of HACPFC’s housing programs have wait lists. There are more than 300 families
waiting to be housed at any one time. It could be anywhere from 6 months to 2+ years
before housing is received after a completed application is placed on the list.
Each of HACPFC’s housing assistance programs, has its own waiting list. If an applicant
would like to apply for more than one housing program, they must complete a separate
application for each program. We suggest that applicants complete applications for any
and all programs currently accepting applications for which they may qualify.
HACPFC's jurisdiction includes the City of Pasco and all of Franklin County.
Applications may also be downloaded from our website at www.hacpfc.org. ALL pages
of the application must be completed and submitted – none may be discarded.
Applications are not considered accepted until all questions have been completed, all
signatures obtained, and all appropriate documentation received.
In addition, applicants may receive an application by mail and may submit an application
by mail; however, applications are not considered accepted until all questions have
been completed, all signatures obtained, and all appropriate documentation
received.
Applicants are required to contact the HACPFC administration office once every 6
months in order to keep their application active. This must be done in writing in
person or by U.S. Mail, e-mail, or fax. Applications with no record of contact during
the past 6 months may be dropped from the wait list without further notice.

PROGRAM DESCRIPTIONS
All programs have waitlists of 6 months to 2+ years.
Public Housing Program – subsidized housing (280 units – 1, 2, 3, 4, 5, 6 bedrooms)
Affordable Apartments - unsubsidized housing (44 units – 1 & 2 bedrooms)
Highland Park Apartments – unsubsidized housing (24 units – 2, 3 & 4 bedrooms)
Housing Choice Voucher (HCV) Rental Assistance Program (Section 8)
The HCV waiting list is currently closed.
HACPFC will not accept applications for the HCV (Section 8)
program until further notice.
GENERAL ELIGIBILITY REQUIREMENTS FOR MOST
HOUSING PROGRAMS ARE:
1. Income must not exceed the most current HUD published lower income limits for
our jurisdiction in effect at time of lease.
2. Submission and verification of eligible citizenship evidence must meet
requirements under 24 Code of Federal Regulations Part 200 Subpart G.
3. Restrictions on assistance for applicants who owe money to our Housing
Authority or another Housing Authority or landlord.
4. Restrictions on assistance to applicants who have been terminated from past
assistance due to program violations.
5. Restrictions on assistance to applicants who owe money to the Public Utility
District (PUD) and/or cannot open a PUD account in their name because of
outstanding debts.
6. Restrictions on assistance to applicants whose history includes criminal activity,
drug-related or otherwise, or activity that otherwise threatens the health, safety, or
right to peaceful enjoyment of HACPFC employees, residents, guests, or
neighbors.

In addition, HACPFC recognizes the following preferences.
1) Elderly/Disabled
2) Veteran Status
3) Working preference given to head of household who is or has been employed for
at least 90 days.
(To insure HACPFC does not discriminate on the basis of age or disability, we
give the benefit of this working preference to applicant households whose head or
sole member is disabled or age 62 or older, or is receiving a Social Security
disability, or Supplemental Security Income disability, or any other payments
based on the individual's inability to work.)
When applications are accepted for the HCV (Section 8) Waitlist, the following
preference is available to those applicants ONLY:
Person(s) who is/are otherwise eligible for assistance and where the Head of
Household, at the time they seek housing assistance, is/are employed and reside(s)
within the jurisdictions of the Housing Authority of the City of Pasco and Franklin
County and Kennewick Housing Authority.
We encourage you to apply in all jurisdictions in which you are willing to live in order
for you to be housed as quickly as possible. All housing authorities nationwide have wait
lists, so the sooner you apply, the sooner you can be served. Kennewick Housing
Authority (KHA) is located at 1915 W. 4th Place, Kennewick, WA (509) 586-8576. KHA
also serves Richland, WA.
There are several Privately Owned Section 8 Project-Based assisted apartments in our
area. These are not affiliated with HACPFC in any way and must be contacted directly
for program information and eligibility requirements. In Pasco, WA, you may contact:

Terrace (509) 547-6641, The Vineyards (509) 547-5338. In Connell, WA (also in
Franklin County) you may contact the Hillcrest Apartments at (509) 458-2726.
