Federalism is a form of government where a country is comprised of independent states with a separate central government. Under federalism, 80% of state income would fund development in that state while 20% goes to the central government. This could create more opportunities for progress in each region as states would have enhanced budgets to create their own projects. However, given the current level of corruption in Philippine politics, federalism may not be advisable and its disadvantages could outweigh advantages. While the concepts of federalism could boost development, amending local government codes to give regions more control over their budgets may be a better approach for the Philippines currently.

Charter Change: Federalism in the Philippines

What is federalism? How it would affect the lives of the Filipino people? Is it necessary
to be in an immediate implementation policy? How should we respond to this call of change in
our government?

Federalism is the type of government on which a sovereign country or nation is


comprised of an independent states and a separate central government. The ruling, creation,
implementation of the laws is enacted by the selected senators of a state whereby the central
government focuses on developing the nation defense of the country.

Through this, 80% of the total income of the state shall be used for the development of
their own state and the another twenty percent will go to the central government fund. Increasing
the budget for the economic development of the local provinces in accordance with their income.

It would create more opportunities for progress in the region having the capability to
create their own projects and programs with the enhanced financial budget. Also, the state
officials can optimize its usage because they are the one who are most knowledgeable about the
necessities of their own regions. With this, increased equal distribution of wealth could be
guarantee to alleviate the poverty incidence in their places.

However, given to our current type of government and in the situation analysis of our
Philippine politics, issues are hindering its advantages, whereas graft and corruption are so
rampant alongside with successive political dynasties that rule our regions.

If you are going to weigh in a weighing scale, it looks like its negative impacts outweighs
its advantages. Nevertheless, for the same reason of developing our nation, these concepts can be
extracted and the constitution allows it to amend some local government codes defining the
distribution of regional budgets to be in such a way they could earn for what they are working
for.

Currently, the national central government is the one who decides on how much to
allocate a budget on the regional levels depending on the projects and programs to be
implemented therein. Only the regional officials can decide depending on the allocation budget
given by the central government.
On times like this, in this heed of call upon us, we the citizens of this country must be
appropriately discern upon ourselves the necessities of our nation. For it is upon us, if we could
turn our country in its rightful path towards achieving success. That no one must be left behind in
aiming this goal. Through if we are left with a question: As I, a citizen of this country, how can I
contribute to the direction of our nation?
