SUBJECT : Case Build-Up of PO3 Jeremias Pepito Awit who is
allegedly involved in illegal Drug Activies in Asturias,
Cebu

I. AUTHORITY:
1. Memo from DIR, CIDG dated June 5, 2017 re Case Build up on some PNP
Personnel and Local Gov’t Officials Involved in illegal Drug in Cebu.
2. Memo from Acting Regional Chief CIDG7 dated June 8, 2017 treating the
same subject as above.
II. MATTERS INVESTIGATED/PURPOSE:
3. Whether or not PO3 Jeremias P. Awit is involved in illegal drugs;
4. Whether or not PO3 Jeremias P. Awit has committed other violations of
Law.
III. FACTS OF THE CASE:
5. In the background investigation being conducted, PO3 Jeremias Pepito
Awit, Age: 55 years old, DOB: February 15, 1962, POB: Langub, Asturias, Cebu,
Present Address: Langub, Asturias, Cebu, Sex: Male, Civil Status: Married, Religion:
Roman Catholic, Blood Type: O, Build: Medium, Height: 168 cm, Weight: 76 kgs, and
Complexion: Fair, is currently assigned at Asturias PS, CPPO, PRO7.
6. He finished his Grade School at Langub Elementary School, Brgy. Langub,
Asturias, Cebu in 1975; Secondary at Jaime Moncado Academy. Brgy. Poblacion,
Asturia, Cebu in 1984 and earned his degree at Northern Cebu College (NCC), Bogo
City, Cebu in 2002.
7. PO3 Jeremias P. Awit joined the police service in 1990 and was assigned to
different units such as: PRO7, CPPO, ASTURIAS PS in February 17, 1994 to August
05, 2007; PRO7, CPPO, BOGO CPS in August 06, 2007 to August 02, 2010; PRO7,
CPPO, TUBURAN PS in August 03, 2010 to July 09, 2013; PRO7, RHQ, RPHAU in
July 10, 2013 to August 31, 2013; PRO7, MCPO, CPSC MCPO in September 01, 2013
to February 16, 2016; PRO7, MCPO, POL STN 1 in February 17, 2016 to March 07,
2016; PRO7, MCPO, MOBILE PATL UNIT in March 08, 2016 to January 30, 2017;and
PRO7, CPPO, HQS CEBU in January 31, 2017 waiting for assignment and currently
assigned to Asturias PS serving his remaining months as member of the PNP before his
compulsory retirement this coming February 15, 2018. (See Tab “A” for the Letter
Request and Tab “B” for the PDS)
8. The parents of PO3 Awit are Melquides T. Awit (deceased), a retired
police officer and Corazon B. Pepito (deceased), a plain housewife, both residing in
Langub, Asturias, Cebu. He has nine (9) siblings namely: Arturo P. Awit, a Mechanical
Engineer aresident of Brgy. Taloot, Argao, Cebu; Baltazar P. Awit, a Carpenter and a
resident of Pardo, Cebu City; Christopher P. Awit, a Farmer and a resident of Brgy.
Langub, Asturias, Cebu; Eliakim P. Awit, a retired police officer and a resident of Brgy.
Langub, Asturias, Cebu; Samuel P. Awit, a retired police officer and a resident of Iloilo
City; Prospero P. Awit, jobless and a resident of Brgy. Langub, Asturias, Cebu; Anita P.
Awit, a Barangay Healht Worker and a resident of Brgy. Langub, Asturias, Cebu SPO4
Elsa A. Albuera, a member of the PNP and a resident of Argao, Cebu and Daniel P.
Awit, a CAFGU and a resident of Brgy. Kansi, Tuburan, Cebu. He is married to Virginia
Tio Awit and they have four (4) children namely: Viviene Therese T. Awit, 10 years old
and Kimberly Tio Awit, 7 years old, both studying in Langub Elementary School, Mary
Grace T. Awit, 5 years old and Fritz Anthony T. Awit, 4 years old.
9. His current assets include a Twenty Five Thousand Pesos (Php25,000.00
worth of clothing and Thirty Thousand Pesos (Php30,000.00) worth of appliances with a
total of Fifty Five Thousand Pesos (Php55,000.00) and a total liabilities of One Hundred
Forty Nine Thousand One Hundred Thirty Eight Pesos and Eighty One Centavos
derived from his Salary Loan from different financial institutions such as: AFSLAI with
an outstanding balance of Php86,936.00, PSMBFI with an outstanding balance of
Php26,202.81 and KATIPUNAN BANK with an outstanding balance of Php60,000.00.

10. PO3 Awit derived his living from his salary with the PNP and has no
business interest and/or financial connections. He has a relative in the government
service in the person of SPO4 Elsa Awit Albuera (Sister) a WCPD PNCO of ALEGRIA
PS, CPPO, Alegria, Cebu.
11. A letter dated July 7, 2017 was sent to Mrs. ALITA C PULGA, Acting
Regional Director, Land Transportation Office 7 in Cebu City requesting the list of
vehicles registered under the name of the above-named PNCO. In her reply letter dated
July 11, 2017, she issued a Motor Vehicle Verification that PO3 Awit owned one (1) unit
Honda TMX 155 Motorcycle with Side Car (FOR-HIRE) with plate number 3197-GW,
which last registration transaction record was on August 22, 2014 and one (1) unit
Honda TMX 155 Motorcycle (Private) with plate number 1475-SO, which last
registration transaction record was on July 30, 2015. (See Tab “E” for the Letter
Request and Tab “F” for the Motor Vehicle Verification).
12. On July 7, 2017, a letter was sent to Atty. Manolo D RUBI, Registry of
Deeds of the Cebu Province requesting for Transfer Certificate of Titles or Land Titles of
the subject PNCO. He furnished the requesting party of the Indorsement Letter dated
July 11, 2017 which referred to Hon. Renato D. Bermejo, LRA Administrator since
general name search has been disabled in the Registry’s database, pursuant to LRA
Circular No. 19-2012. (See Tab “G” for the Letter Requests and Tab “H” for the
Reply).
13. On July 7, 2017, a letter request was sent to Dir. Asteria C. Caberte,
Regional Director, Department of Trade and Industry Office 7, Cebu City requesting for
Business Records registered under the name of the subject PNCO. The result of the
verification is yet to be released. (See Tab “I” for the Letter Request and Tab “J” for
the reply).
14. A letter dated July 10, 2017 was sent to Mr. Alnazib A. Decampong, Alien
Control Officer, Cebu District Office VII, Bureau of Immigration and Deportation
requesting for a copy of travel records under the name of the subject PNCO. The result
of the verification is yet to be released. (See Tab “K” for the Letter Request and Tab
“L” for the reply).
15. On July 14, 2017, a letter request was sent to the Regional Director of
Securities and Exchange Commission in V. Rama Ave., Guadalupe, Cebu City
requesting whether or not the subject PNCO is a member to an associations,
partnerships or corporations that operates in the Philippines. The result of the
verification is yet to be released. (See Tab “M” for the Letter Request and Tab “N” for
the reply).
16. A letter dated July 21, 2017, was sent to the Regional Director of the NBI
Central Visayas Regional Office requesting verification on whether or not the subject
PNCO has Criminal Record or Case Pending. The result of the verification is yet to be
released. (See Tab “O” for the Letter Request and Tab “P” for the reply).
17. On June 23, 2017, a letter was sent to the Regional Director of National
Intelligence Coordinating Agency in Cebu City requesting record verification whether or
not the subject PNCO have derogatory records on illegal drug activities. The result of
the verification is yet to be released. (See Tab “Q” for the Letter Request and Tab “R”
for the reply).
18. A letter dated June 23, 2017, was sent to the Chief RID, PRO7, Camp
Sergio Osmena Sr., Cebu City requesting record check whether or not the subject
PNCO have derogatory records on illegal drug activities. The result of the verification is
yet to be released. (See Tab “S” for the Letter Request and Tab “T” for the reply).
19. On July 28, 2017, a letter was sent to the Regional Chief, RIU 7, Camp
Sergio, Osmena Sr., Cebu City requesting record check whether or not the subject
PNCO have derogatory records on illegal drug activities in Asturias, Cebu and nearby
Municipalities. In his reply dated August 7, 2017, PO3 Awit is a native of Asturias, Cebu
and that based on previous validation, said Police Officer was allegedly involved in
illegal drugs as a protector of illegal drug personality in the said area. However, at
present, their unit has not obtained information nor monitored activity of said PNCO on
illegal drugs. (See Tab “U” for the Letter Request and Tab “V” for the reply).
20. During casing surveillance and neighborhood checked of PO3 Awit, in an
interview of Brgy Chairman Priscilo E Tuburan Jr of Brgy Langub, Asturias, Cebu where
PO3 Jeremias Pepito Awit is presently residing who refused to reduce his statement in
writing, disclosed that he then receiving reports prior to President Duterte’s
Administration that subject policeman is protecting illegal drug personalities in Asturias,
Cebu yet unconfirmed up to this date. Accordingly, he further averred that as to the
lifestyle of subject policeman, he observed no unquestionable current neighborhood
status as his family is living in a simple and unfinished house which owned by his
spouse parents. Further, revealed from other sources which refuse to divulge their
identity and reduce their statement into writing, that allegedly the subject PNCO has a
longtime feud with his neighbor who is a retired PNP Officer who frequently made a
letter complaint every time there is a new PNP Chief installed, that the subject PNCO is
a protector of illegal drugs, illegal gambling, illegal logging and a womanizer. On the
other hand, it was also revealed that the subject PNCO is frequently seen betting in a
cockpit arena during his leisure time. (See Tab “W” for the picture of the house).
IV. DISCUSSION/ CONCLUSION:
21. The collated pieces of information are the results of the meticulous
coordination with other government agencies and discreet investigation conducted by
this Office. As to the involvement of subject PNCO in illegal drugs as drug protector,
there is no solid evidence in so far of his involvement in illegal drugs despite efforts to
locate witnesses that who may execute affidavit to support any involvement of the
subject PNCO on illegal drug activities. Further, during the conduct of neighborhood
checked, this IOC could not find anybody who could implicate PO3 Awit in illegal drug
activities.
V. RECOMMENDATION:
22. For failure to declare in his SALN a Honda TMX motorcycle with sidecar
(For Hire) and Honda TMX motorcycle (Private) both registered under the name of PO3
Jeremias Pepito Awit, it is recommended that criminal cases for Perjury in Violation of
Article 183, RPC and Violation of Section 60, RA 7160 and Administrative case for
Dis-honesty, be filed against the aforenamed Police Officer.
