TITLE VIII THE PRESIDENT OF THE REPUBLIC

Article 58. The President of the Republic shall be elected by absolute majority of votes by the Assembly and by the
special Representatives, convened in chamber assembles. His term of office shall be four years, and may be reelected.
Article 59. The President of the Republic shall have the right to initiate the introduction of bills equally with the
members of the Assembly, and promulgate the laws when duly voted and approved by the latter, and shall see to it that
the same are duly executed.
Article 60. The power to execute the laws shall extend to all cases conducive to the preservation of internal public
order and to the external security of the State.

ARTICLE XV
The government of each country will, for the term of ten years, accord to the merchant vessels of the other
country the same treatment in respect of all port charges, including entrance and clearance dues, light dues,
and tonnage duties, as it accords to its own merchant vessels, not engaged in the coast wide trade.
This article may at any time be terminated on six months’ notice given by their Government to the other.
ARTICLE XVI
It is understood that any obligations assumed in this treaty by the United States with respect to Cuba are
limited to the time of its occupancy thereof; but it will upon the termination of such occupancy, advice any
Government established in the island to assume the same obligations.
