I. PREAMBLE
As a result of re-engineering its work and structures in order to become more efficient and
effective, in March of 1997, the Working Party 4 on Facilitation of International Trade
Procedures became the United Nations Centre for the facilitation of procedures and practices for
administration, commerce and transport (UN/CEFACT).
The United Nations through UN/CEFACT supports activities dedicated to improving the ability
of business, trade and administrative organisations, from developed, developing and transitional
economies, to exchange products and relevant services effectively. Its principal focus is to
facilitate international transactions, through the simplification and harmonisation of procedures
and information flows.*
Globalisation of the marketplace is taking place rapidly, with companies sourcing components in
one part of the world, assembling them in another part of the world and selling them in yet
another. The trend towards transacting business through electronic means is leading to more
physical goods flows with smaller and more frequent shipments of goods and commodities. This
globalisation of markets has resulted in the growing need for even more efficient and effective
information flows. The solution to achieving effective information flows across international
markets lies in the use of common procedures and processes based on the use of globally agreed
standards. Inherent in this approach is the need for precise mechanisms to define the data and
for common coding systems to represent specific data.
The “Harmonized Commodity Description and Coding System” (HS) has been adopted
by Customs administrations world-wide as the method for the classification of goods. It
provides accepted descriptions of products and groups of products that are most
commonly produced and traded.
The use of the HS in a more general environment and in particular, among all parties involved in
trade and transport, would facilitate and harmonise the exchange of information through a single
universal and coherent coding system. This also reflects the many developments that have taken
place in the fields of trade, transport and customs controls resulting from technological
developments such as the use of Information and Communication Technology (ICT) and the
changing political and economical environment. For this reason there is a growing need for the
use of one single way of identifying goods and commodities instead of the many descriptions
and codes presently in use throughout the world.
The UN/CEFACT work-program emphasises the need for developing recommendations, which
simplify and harmonise the current practices and procedures used in international transactions.
The purpose of the UN/CEFACT Codes Working Group (CDWG) is to secure the quality,
relevance and availability of code sets and code structures to support the objectives of
UN/CEFACT, including managing the maintenance of UN/ECE Recommendations related to
codes. Within this context, the CDWG prepared Recommendation 30 on the use of the HS as
developed by the World Customs Organisation for the general coding of goods and
commodities.

support the use of the” Harmonized Commodity Description and Coding System” as the single
method for the coding of goods and commodities:

III. EXPLANATORY TEXT
A. Definitions
EDI Electronic Data Interchange is the electronic transfer from computer application to
computer application of commercial or administrative transactions using an agreed
standard to structure the transaction or message data.
EDI message An approved, published, and maintained formal description of how to structure the data
required to perform a specific business function, in such a way as to allow for the transfer
and handling of this data by electronic means.
Electronic Commerce Transact business electronically. This includes the sharing of unstructured or structured
business information by any electronic means among suppliers, customers, governmental
bodies, service providers and other parties in order to conduct and execute transactions in
business, administrative and other activities.
Harmonization The alignment of national formalities, procedures, documents, information, and operations
to acceptable international commercial norms, practices and recommendations.
Intermodal Transport The movement of goods in one and the same loading unit in a door-to-door transport
chain in an integrated manner using successively more than one mode of transport without
handling of the goods themselves in changing modes.
Multimodal The carriage of goods and or equipment by at least two different modes of transport.
Procedure Steps to be followed in order to comply with a formality, including the timing, format and
transmission method for the submission of required information.

B. Harmonized System
B 1. Present usage.
Formalities, procedures and paperwork in international trade are generated by the need for
governments and trade operators to monitor and control the movement of goods, the transfer of
services and related financial flows. This is necessary in order to safeguard each party's legitimate
interests and fulfil the information requirements of their operational, planning and policy activities.
Proper unambiguous coding of the type of goods is an essential part of the present information
requirements especially wherever computer systems are used to support the monitoring and control.
The Harmonized Commodity Description and Coding System, popularly known as the Harmonized
System or the HS, developed by the World Customs Organization (WCO), fulfils this role. The HS
was implemented on 1 January 1988 (International Convention on the Harmonized Commodity
Description and Coding System). It is used as the basis for Customs tariffs and for compilation of
trade statistics all over the world.

B 2. Usage for multimodal transport
The increasing need to manage goods over the total chain from seller to buyer has led to a further
emphasis on multimodal transport operations. The need to have accurate and timely information is a
prerequisite for effective international planning. The usage of an unique unambiguous code set to
describe the commodities carried will lead to more effective and efficient processes and as such result
in less delays.
The management of goods in transit will also need proper identification for monitoring purposes. In
some countries it is already required that the HS code is included in transit declarations for customs
control purposes. Whilst intermodality is seen as a possibility to improve the overall efficiency of the
transport system, the integration needs to take place at various levels such as infrastructure,
operations and services. This should be supported by advanced information and communication
services. The use of an internationally accepted code set for these purposes will facilitate a simplified
business process.
Parties responsible for each stage of a trade transaction in a value chain are encouraged to use the
HS in close relation with other applicable UN Recommendations. These include:
• UN Recommendation 8 - Unique Identification Code Methodology - UNIC,
• UN Recommendation 16 - UN/LOCODE - Code for Ports and Other Locations,
• UN Recommendation 18 - Facilitation Measures related to International Trade Procedures,
• UN Recommendation 19 - Codes for Modes of Transport,
• UN Recommendation 21 - Codes for Types of Cargo, Packages and Packaging Materials.

C. General Considerations
C 1. Information Technology
The development of new technologies and telecommunications infrastructures, such as those offered
by Electronic Commerce and the World Wide Web creates the possibilities of using low cost
methods to receive and disseminate information.
The growth in the number of parties using the Internet for commercial or private purposes will have
significant impact on the level of goods being moved across international boundaries.
Despite increased numbers of consignments and goods, unnecessary delays because of incorrect or
insufficient information related to the clearance and handling of the goods, must be avoided. This can
best be done through the application of Information Technology solutions. EDI is one of the tools
that are used to handle the information efficiently and effectively. Standards such as UN/EDIFACT
do use and are dependent on the various international codes such as the HS. This also extends to
business transactions using electronic forms and / or the Internet. Both solutions may be EDI based
and do offer cost effective alternatives to exchange required information.
C 2. Simplification
Traditionally authorities considered physical examination as the basic way of controlling the flow of
goods. This way of working fulfilled the requirements of the authorities as movements of goods
could indeed be physically checked, as they were present and identifiable. Currently in some areas of
trade the physical presence can in many cases not be established so easily and even if it can be
established, the identification of the specific goods is not always possible without extensive delays.
The introduction of computerised audit based controls involving all parties dealing with importation,
production, storage and exportation will facilitate the control and simplify the procedures. The
availability of unique coding of the goods will facilitate the exchange of information between
exporting and importing countries.
Simplified procedures are the result of open, secure and effective administrative processes.
By recommending its general usage for identification of goods throughout this chain the need to use
proprietary standards for this purpose diminishes. The acceptance of the HS, even in a limited way
(for example, codes based on 4 digit HS headings instead of 6 digit HS-subheadings), will facilitate
identification of goods to a great extent, compared to the very generic descriptions currently used.

Whenever the respective parties in the transport chain are able to ascertain the 6-digit HS code, it is
strongly recommended that this 6 digit code should be used and communicated to effect efficient,
timely and reliable information exchange with all parties in the chain including Custom authorities.
For a concise list of codes and the appropriate headings reference should be made to Annex 4.
In this annex a number of entrees are included dealing with goods most commonly carried together
with a general short description such as those used on the respective shipping documents.
The categories in which the goods described have been classified are based on the rules for the
general interpretation of the HS. Under those circumstances where the goods description needs
additional interpretation, the nearest higher category number has been chosen sometimes subdivided
through the use of the sixth digit to take into account specific transport related requirements such as
refrigerated cargo or the specific name of the goods carried. To ensure effective use it is advised
where possible to provide the code for the main cargo item especially in those cases where more than
one code is applicable e.g. when transported in containers or trucks.
C 4. Need for co-ordination and concert with the WCO (World Customs Organisation) and
national Customs administrations
The national Customs administrations are primarily responsible for application of the HS for
Customs tariffs and trade statistics. Implementation of the HS for the general coding of goods,
especially for non-tariff purposes, should therefore be with the co-operation and technical support of
national Customs authorities.
Any local problems arising out of such application should be examined in consultation with the
Customs authorities and, if necessary, brought to the notice of the WCO for resolution.
In principle the maintenance requests to the WCO should be forwarded through the national
Customs authorities to ensure proper co-ordination. In some occasions other international
organisations representing modes of transport or specific groups of users will upon request co-
operate directly with the WCO to ensure efficient maintenance.
Good co-ordination and co-operation between the WCO and the commercial users of the HS will
lead to uniform and generally accepted use of the codes. A more general usage of the code-set will
require that a regular maintenance, dissemination and publication process is in place.

Annex 3. The Importance of the HS
General Information
The HS comprises about 5,000 commodity groups, each identified by a six digit code, and is supported by
well-defined rules to achieve uniform classification (General Interpretative Rules of GIR’s). The commodity
groups are arranged in a legal and logical structure, containing Sections (21), Chapters (97), headings and
subheadings.
The HS contributes to the harmonization of Customs and trade procedures, and the non-documentary trade
data interchange in connection with such procedures, thus reducing the costs related to international trade. It
is also extensively used by governments, international organizations and the private sector for many other
purposes such as internal taxes, trade policies, monitoring of controlled goods, rules of origin, freight tariffs,
transport statistics, price monitoring, quota controls, compilation of national accounts, and economic research
and analysis. The HS is thus a universal economic language and code for goods, and an indispensable tool for
international trade.
The HS is governed by “The International Convention on the Harmonized Commodity Description and Coding
System”. The official interpretation of the HS is given in the Explanatory Notes (4 volumes in English and
French) published by the WCO. The Explanatory Notes are also available on CD-ROM, as part of a
commodity database giving the HS classification of more than 200,000 commodities actually traded
internationally.
The maintenance of the HS is a WCO priority. This activity includes measures to secure uniform
interpretation of the HS and its periodic updating in light of developments in technology and changes in trade
patterns. The WCO manages this process through the Harmonized System Committee (representing the
Contracting Parties to the HS Convention), which examines policy matters, takes decisions on classification
questions, settles disputes and prepares amendments to the Explanatory Notes.
The HS Committee also prepares amendments updating the HS every 4 – 6 years, which take into account the
developments in technology, the needs of the users and the changes in international trade patterns. WCO
Council may recommend such amendments to the Contracting Parties, which may notify the Secretary General
of WCO of an objection to one or more of the recommended amendments within a period of six months
following the date of notification by the Secretary General. Amendments thus approved normally enter into
force on the first of January of the third year following the date of notification by the Secretary General.
Decisions concerning the interpretation and application of the Harmonized System, such as classification
decisions and amendments to the Explanatory Notes or to the Compendium of Classification Opinions, become
effective two months after the approval by the HS Committee. These are reflected in the amending
supplements of the relevant WCO publications.

Note 1 It is strongly recommended to use, whenever available, the applicable 6 digit HS code. However if
a more generic code needs to be considered, the first 4 digits of the HS code may be used. To
