SUBJECT: CLARIFYING THE REQUIREMENTS STATED UNDER SECTION 14, RULE
XIX OF DEPARTMENT ADMINISTRATIVE ORDER NO. 2000-81 (DAO No.
2000 – 81)

Section 14, Rule XIX of DAO No. 2000-81 provides that permits issued by the Bureau will generally
contain source-specific monitoring and reporting requirements for air pollutant concentrations at the point of
emission, for determination of compliance with the requirements of Rule XXV.
In this regard, this Office requires all EMB Regional Offices to correct all sample results to the standard
operating conditions following the herein equipment specific Oxygen (O2) correction factors and formula to
measure the concentration of air pollutants accurately at the point of emission and avoid dilution.

The Regional Office shall not apply the herein conditions on the use of correction factors for the sources
with valid Permit to Operate (PTO) existing before the effectivity of this Circular, provided these correction
factors apply upon the renewal of the PTO of the existing source.
This Circular shall take effect immediately.
