This verse is a borned inheritance and some have married into ones family to have access. Read
the Book of Deuteronomy to have a better understanding for those who may NOT understand

Deuteronomy 28:12-13
12 The Lord will open to you His good treasure, the heavens, to give the rain to your land in its
season, and to bless all the work of your hand. You shall lend to many nations, but you shall not
borrow. 13 And the Lord will make you the head and not the tail; you shall be above only, and
not be beneath, if you heed the commandments of the Lord your God, which I command you
today, and are careful to observe them.
Mark 12:14–17, also in Matthew 22:16–21 (bold is my doing and in other passages)
And they came and said to him, “Teacher, we know that you are true and do not care about
anyone's opinion. For you are not swayed by appearances, but truly teach the way of God. Is it
lawful to pay taxes to Caesar, or not? Should we pay them, or should we not?” But, knowing
their hypocrisy, he said to them, “Why put me to the test? Bring me a denarius and let me look
at it.” And they brought one. And he said to them, “Whose likeness and inscription is this?”
They said to him, “Caesar's.” Jesus said to them, “Render to Caesar the things that are Caesar's,
and to God the things that are God's.” And they marveled at him.
Luke 6:34–36
And if you lend to those from whom you expect to receive, what credit is that to you? Even
sinners lend to sinners, to get back the same amount. But love your enemies, and do good, and
lend, expecting nothing in return, and your reward will be great, and you will be sons of the
Most High, for he is kind to the ungrateful and the evil. Be merciful, even as your Father is
merciful.
Matthew 5:23–26
So if you are offering your gift at the altar and there remember that your brother has something
against you, leave your gift there before the altar and go. First be reconciled to your brother,
and then come and offer your gift. Come to terms quickly with your accuser while you are going
with him to court, lest your accuser hand you over to the judge, and the judge to the guard, and
you be put in prison. Truly, I say to you, you will never get out until you have paid the last
penny.
Romans 13:1–8
Let every person be subject to the governing authorities. For there is no authority except from
God, and those that exist have been instituted by God. Therefore whoever resists the
authorities resists what God has appointed, and those who resist will incur judgment. For rulers
are not a terror to good conduct, but to bad. Would you have no fear of the one who is in
authority? Then do what is good, and you will receive his approval, for he is God's servant for
your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the
servant of God, an avenger who carries out God's wrath on the wrongdoer. Therefore one must
be in subjection, not only to avoid God's wrath but also for the sake of conscience. For because
of this you also pay taxes, for the authorities are ministers of God, attending to this very thing.
Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is
owed, respect to whom respect is owed, honor to whom honor is owed.
Owe no one anything, except to love each other, for the one who loves another has fulfilled
the law.
Here is the PURPOSE OF THE LAW OF MAN:
1 Timothy 1: 8–9a
Now we know that the law is good, if one uses it lawfully, understanding this, that the law is not
laid down for the just but for the lawless and disobedient, for the ungodly and sinners,
Hold them to their OATH Sayth the Lord:
Numbers 30:2
If a man vows a vow to the Lord, or swears an oath to bind himself by a pledge, he shall not
break his word. He shall do according to all that proceeds out of his mouth.
Never Make a Plea/Pledge or ALL WILL BE TAKEN FROM THE:
Proverbs 22:26–27
Be not one of those who give pledges, who put up security for debts. If you have nothing with
which to pay, why should your bed be taken from under you?
Proverbs 22:7
The rich rules over the poor,
and the borrower is the slave of the lender.
This is not a statement of how either is supposed to act, but a statement of reality. So long as
the lender has a claim against the borrower, the borrower is beholden to him.
Concerning commands to each, the borrower is under obligation to fulfill what he vowed to
repay (Numbers 30:2).
Here are the instructions for the lender:
Exo 22:25 — Exo 22:27
“If you lend money to any of my people with you who is poor, you shall not be like a
moneylender to him, and you shall not exact interest from him. If ever you take your neighbor's
cloak in pledge, you shall return it to him before the sun goes down, for that is his only
covering, and it is his cloak for his body; in what else shall he sleep? And if he cries to me, I will
hear, for I am compassionate."
