MINUTES OF THE MAIDEN SESSION OF THE FEDERATION OF SANGGUNIANG KABATAAN ON JANUARY
12,2019, HELD AT THE MUNICIPAL CONFERENCE ROOM, SOGOD SOUTHERN LEYTE AT 2:30 O’CLOCK IN
THE AFTERNOON.
I. National anthem:
The singing of the National Anthem was led by Hon. Tinambacan
II. Prayer:
To be led by Hon.Quino to be guided with the aid of the almighty.
III. Provincial Hymn:
To be play by the Sound System operated by Hon. Cahiles
IV. Call to Order
SK FEDERATION PRESIDENT HON.RHETT ANTHONY T. GABRONINO of Brgy. Zone III called
the meeting to order at 2:30 in the afternoon . Since the newly elected SK Federation
Secretary Hon. Bidon to take the minutes of the meeting.
V. Determination of Quorum
SK FEDERATION PRESIDENT HON.RHETT ANTHONY T. GABRONINO instructed Hon. BIDON to
take the roll call of the Sangguniang Kabataan Federation of Sogod.
Based on the 2001 SK KATIPUNAN NG KABATAAN AND SANGGUNIANG KABATAAN
CONSTITUTION AND BY-LAWS Article XIII Section 9.2.) For the Panlalawigan Pederasyon,
onethird (1/3) of the total number of members shall constitute the quorum. Since there are
26 members of the Municipality of Sogod one-third (1/3) of 25 is equal to 8.33 or at least 9
members have to be present to constitute a quorum in order to conduct official business.
Having eleven (11) members present, Hon. Bidon declared a quorum was established .
VI. New Business
1. Order of Update About Budget
Since the Calendar Year 2019 of the SK Annual Budget must be presented said Hon.
Gabronino relay to all his fellow Sk Chairpersons of their respected Barangays. And before
be submit shall be check first to Hon. Gabronino for review. Hon. Gabronino said that the
final submission of Finalization of the Budget is on last week of February 2019.
2. Schedule of Special Election at Brgy. Lum-an
Hon. Gabronino ordered all elected officers to conduct a special election at Brgy. Lum-an,
Ordered by MLGOO Ma’am Victoria Jessica Padolina to comply all vacancies position since
the Brgy. Lum-an not active or not participating in Youth Development of their respected
Brgy. Since Ma’am Padolina arranged schedule for election of Sk Official in Brgy. Lum-an.
Since that location is hard to communicate Hon. Gabronino task Hon. Tomon from Brgy.
Libas to inform all youth of brgy. Lum-an to gather since the Brgy.Lum-an is the nearest
Brgy. Of brgy. Lum-an. Hon. Gabronino said that the election will be conducted on last week
of January 2019.
3. Formulation of LYDC representative of Municipality of Sogod
Hon. Gabronino explained according to the Functions of the Local Youth Development
Office - The youth development office shall have the following functions:
(1) In accordance with Section 24 (d) of these rules, register and verify youth and youth-
serving organizations (Subject to the revitalized Youth Organizations’ Registration
Program (YORP) guidelines);
(2) Provide technical assistance to the LYDC of the concerned LGU in the formulation of the
LYDP;
(3) Facilitate the election of the LYDC representatives;
(4) Serve as secretariat to the LYDC;
(5) Conduct the mandatory and continuing training of SK officials and LYDC members, in
accordance with the programs jointly designed and implemented by the Commission and
the DILG. The local youth development officer and/or his or her staff shall apply for
accreditation from the Commission in order for them to conduct the mandatory and
continuing training programs of SK officials and LYDC members. In the absence of a
Youth Development Office in the province, city or municipality, the designated existing
personnel by the LCE shall apply for accreditation with the Commission in order for said
official to conduct the mandatory and continuing training programs of SK officials and
LYDC members.
(6) Provide technical, logistical and other support in the conduct of the mandatory and
continuing training programs, and to such other programs of the Commission and DILG;
(7) Coordinate with the Commission, with regard to the youth programs within their
jurisdiction; and
(8) Perform such other functions as may be prescribed by law, ordinance, or as the LCE, the
DILG or the Commission may require.
So Hon. Cahiles the SK FEDERATION VICE-PRESIDENT express his gratitude to
comply this responsibility. He said and Quoted “TANAN SK CHAIRMAN KAILANGAN
MAG YOUTH PROFILING OG MO PRESENT SILA SA MGA EXISTING
ORGANIZATION SA TAG-SA TAGSANG BRGY.” Also said Hon. Gabronino express his
suggestion that he will be approach also in School Organizations or other private
organizations that will be participated.
VII. Other Matters
To continue or update the SK Annual Budget 2019
To Present or to elect of selected different Organization to represent to the LYDC in
Municipality of Sogod
VIII. Adjournment
With no other matters to be discussed and upon the motion of SK BASAY President MARY GRACE
DELOS REYES, duly seconded by SK JIMALALUD President RICO GORDONCILLO, SK Federation
President SCOTT WAYNE HUSAIN adjourned the meeting at 5:45 PM.

review na sa SB kay naay deadline. Ge inform usab sila about sa mga priority nga budgetanan sumala sa
ge inform ni ma’am jeje.
February Last week or First week sa March paningkamutan nga mag special election na ang Lum-an.
Nagsabot na sad na tanan officer sa Fed. Moadto sa Lum-an inig election.
