Founded in 1992 with funding from the MEDIA programme

and from the Centre national du cinéma et de l’image animée
(CNC), Europa Cinemas is the first film theatre network focusing
on European films.
Its objective is to provide operational and financial support to
cinemas that commit themselves to screen a significant number
of European non-national films, to offer events and initiatives as
well as promotional activities targeted at Young Audiences.
Thanks to the support of Eurimages and the French Ministry
of Foreign Affairs, the influence of Europa Cinemas extends to
Eastern European countries, to the Balkans and to Turkey.
Europa Cinemas also supports exhibition and distribution
of European films in Asia, Latin America and the southern
Mediterranean countries within the scope of Europa Cinemas
Mundus.

The mission of the Hungarian National Film Fund, in operation since

September 2011, is to contribute to the production of Hungarian
films or co-productions that provide art and entertainment for
moviegoers and bring significant success both domestically and on an
international level.
The Fund is a public institution governed by Hungarian law and its
activities are regulated according to the Motion Picture Act (II) of 2004.
The Fund operates through its departments, covering the diverse
functions of the Fund, including the funding system, Mafilm Studio,
Filmlab, Film Archive, Training and Innovation departments.
The Fund provides financial and professional support for script
development, pre-production and production of full-length (at least
70 min.) feature films, documentaries and animated movies for
theatrical release. Distributors can apply for non-refundable marketing
support for Hungarian releases of films supported by the Film Fund.
Diploma films are also supported, by providing financial and in-kind
support to universities specialized in film studies.
The Fund’s Incubator Program was launched in 2015 and offers low-
budget production funding as well as continuous professional help for
directors who wish to make their debut feature films.
The Fund functions through a continuous application system. A Board,
consisting of five Hungarian film professionals makes decisions for
support.
Besides providing financial support, the Fund also offers creative
cooperation, professional expertise and international industry contacts
for new Hungarian film productions.
The International Department, including HNFF World Sales, handles
festival and sales activity for Hungarian films. The representation of
Eurimages operates under the umbrella of the Fund.
The financing for the Fund is automatically derived from the tax
revenue earned by the no.6 National Lottery.
The Fund’s estimated budget for grants for 2018 is EUR 32 million.

Brief Presentation of the Hungarian Tax Relief

What productions can benefit?
• Films of all genres made for cinema release
• Feature films, series, documentaries and animations made for
televisions or other distribution platforms
• Porn and extreme violent films, commercials, reality shows and daily
soap operas and scripted realities are excluded

Cultural test
• Films applying for the incentive have to be submitted
to a cultural test
• Films must contain European content or cultural values and
additional points are granted if EU nationals are either making
or financing the movie (point system)
• 16 points has to be earned to pass

Registration of company and production

• Hungarian companies, registered with the National Film Office
(NFO) are eligible to apply
• Foreign companies should conclude coproduction or service
agreements with Hungarian registered company
• Production has to be registered at NFO
• Start of filming has to be reported to NFO

Who provides the financial support?

• Corporate-tax-paying domestic companies that may reduce their tax
payable and tax base by the financial support they provide (double
write-off) - a maximum of 7,5% incentive available
• The financial support is provided in the form of a cash refund (post-
financing)
• Film producing companies can request the support from the
collection account of the Hungarian National Film Fund (it may
charge a maximum administration fee equal to 2.5% of the subsidy
granted)

Eligible expenses
• All the direct film production costs are eligible except those
excluded by the film law; other costs are limited by the law (see
below)
• The producer is free to spend 20% of the budget outside Hungary
without suffering a reduction in the amount of the incentive. This
means that not only the spend made to Hungarian taxpayers will
qualify, but also some of the services provided by foreign taxpayers
- up to 20% of the total production budget (consequently 31,25% of
the Hungarian spend will be refunded)

Excluded or limited costs

• Part of copyright costs over 4% of the budget
• Travel costs are limited to trips from and to Hungary, stopover
possible
• P&A is limited up to 2% of the budget (but max 10m HUF)
• Cost of services delivered by non-Hungarian sub-contractors limited
up to 25% of eligible Hungarian spend.
• Producersʼ fee maximum up to 4%
• expenses, where date of the certificate of completion falls out of the
production period or it is issued later than 3 months from the end
date, are excluded
• any expenses settled by compensation (products or services) have
to be excluded
• any costs related to a film produced about an event, are limited to
the expenses incurred regarding the production, and not the event.
If costs cannot be separated, all expenses should be excluded

How much is the incentive?

• Up to 30% of the eligible production expense (Hungarian or not-
Hungarian)
• The non-Hungarian eligible spend is capped at 25% of the
Hungarian eligible spend

Collection account of the National Film Fund available for

national and foreign productions

The account was launched at the end of 2012 to make the

access to the rebate easier for both domestic and foreign film
productions. The National Film Fund as the account holder has
the right to collect supports of private and state-owned business
companies who benefit the same tax relief for their payment in the
account as those paying the support directly to the production.

The payment of the rebate from the account takes place on a first-
come, first-serve basis. Once the production company receives its
certificate from the Film Office on the final amount of production
costs incurred in Hungary, the production company may directly
file the certificate at the Film Fund which pays the amount of the
rebate indicated in the certificate within 5 working days. The Fund
withholds 2.5% of the amount of the rebate as administration fee.

European culture, cinema, television, music, literature, performing

arts, heritage and related areas will benefit from increased
support under the European Commission’s new Creative Europe
programme. With a budget of €1.46 billion over seven years – 9%
more than previous levels – the programme provides a boost
for the cultural and creative sectors, which are a major source of
jobs and growth. Creative Europe provides funding for at least
250 000 artists and cultural professionals, 2 000 cinemas, 800 films
and 4 500 book translations. It has also launched a new financial
guarantee facility enabling small cultural and creative businesses to
access up to €750 million in bank loans.
Creative Europe builds on the experience and success of the
Culture and MEDIA programmes, which have supported the cultural
and audiovisual sectors for more than 20 years. The new programme
includes a Culture sub-programme, supporting performing and
visual arts, heritage and other areas, and a MEDIA sub-programme,
which provides funding for the cinema and audiovisual sector. A
new cross-sectoral strand supports policy cooperation, transversal
measures and the new financial guarantee facility.
