1. SAFETY INFORMATION
The circuit under test must be de-energized and isolated before
connections are made except for voltage measurement.
Circuit connections must not be touched during a test.
After insulation tests, capacitive circuits must be allowed to be
discharged.
Test leads (including crocodile clips), must be in good order, clean and
have no broken or cracked insulation.
Do not push test button before all connection and preparation is done.
The instrument must only be used by suitably trained and competent
persons.
Warnings and Safety symbols:
Caution refer to this manual before using the meter.
Dangerous voltages.
Meter is protected throughout by double insulation or
reinforced insulation.
Comply with IEC1010-1
When servicing, use only specified replacement parts.

4. BEFORE OPERATION
4-1 How to connect test leads.
Connect the red test lead into the “ Hi” terminal and the black lead
into the “ Lo” terminal.
4-2 Battery Check & Replacement
a) . If battery power is not sufficient. LCD will display “
” .
Replacement of 8pcs new batteries, type 1.5V size “AA” is
required.
b) . Use a screw drive to unscrew the screw secured on battery
cover, Take out the used batteries and replace 8pcs new
batteries.
c) . Place back the battery cover and secure the screw.
4-3 Test Leads Check
Set the range select switch to the 40Ωrange. Connect the crocodile
clips with the test lead tips, Clip alligator clips with lead other. The
indicator should read <0.5Ω. When the leads are not connected the
display will read infinity indicated by “- -”. This will ensure that
test lead are under working condition.
5. AC VOLTAGE MEASUREMENTS
a). Set the range switch to 〜V position
b). Connect red test lead to “ Hi ” terminal and black test lead to “ Lo
“ terminal.
c). Connect test leads IN PARALLEL to the circuit being measured.
d). Read the voltage value on LCD.

6. LOW RESISTANCE (CONTINUITY) MEASUREMENTS
a). Set the range switch to Ω position.
b). Connect the red test lead to the HI terminal and black test lead to
the Lo terminal.
c). Connect the tips of the test leads to both ends of the circuit under
test and reading is displayed on the LCD.
d). When the impedance on circuit is below 4Ω. It will be indicated by
a continuous beeper.
e). Press the button to hold data.
f). Press again to release data hold operation.
WARNING
Max test voltage=12V, 200mA
Do not use this range to do diode test.
Do not proceed this test unless the ACV reading is zero.
7. INSULATION RESISTANCE MEASUREMENTS
a). Manual Testing Mode:
Set the selector switch to the test voltage required.
Connect the test lead, first to the instrument, and then the isolated
item under test.
Press the test button to activate the test voltage and the reading will
be displayed on the display and high voltage warning beeps will
sound.
When the test button is released the test voltage will be deactivated
and the test result will be hold automatically.
b). 3 Minutes Test Power Lock Mode:
Set the selector switch to the test voltage required.
Connect the test lead, first to the instrument, and then the isolated
item under test.

Press the Lock button to set the testing mode to 3 min Lock Mode
and “LOCK” symbol will be display on the LCD.
Press the TEST button once to begin the 3 min test period and
activate the test voltage. The reading will be shown on the LCD
display.
Press the TEST button again to deactivate the test voltage before 3
min and the reading will be hold automatically.
If the testing process is not interrupted within 3 min, the test voltage
will turn off automatically.
The analog display bar can indicate range up to 10GΩ, when the
reading is between 4G Ω to 10G Ω , the LCD will show
“-HI-“, when the resistance is higher than 10GΩ, the LCD will
show “-OL-“.
Note: The charge stored in the tester will be discharged
automatically when the testing process is finished.
WARNING
Do not proceed this test unless the ACV reading is Zero.
8. AUTO POWER OFF
The tester will turn itself off if there is no switch or button operations
after 30min.
Note: auto power off has a small power consumption and it is
recommended that the instrument is witched to OFF when not in
use. This is particularly important at the end of the working day ,
since no battery power is used in the OFF position.

9. POWER TOOLS AND SMALL APPLIANCES
This test would also apply to other similar equipment that has a line
cord. For double insulated power tools, one leads of megohmmeter to
be connected to the housing. The other leads would be connected to
some metal part of the tool (e.g. chuck, blade).
Note: The switch of the device must be in the “ON” position and the
main power should be disconnected.
MOTORS
AC-Disconnect the motor from the line by disconnecting the wires at
the motor terminals or by opening the main switch. If the main switch is
used and the motor also has a starter then the starter must be
held, by some means, in the “ON” position. In the latter case, the
measured resistance will include the resistance of the motor, wire and
all other components between the motor and the main switch. If a
weakness is in dicated, the motor and other components should be
checked individually.
If the motor is disconnected at the motor terminals, connect one
megohmmeter lead to the grounded motor housing and the other lead
to one of the motor leads.
Disconnect the motor from the line. To test the brush rigging, field coils
and armature connect one megohmmeter lead to the grounded motor
housing and the other lead to the brush on the commutator. If the
resistance measurement indicates a weakness, raise the brushes off
the commutator and separately test the armature, field coils and brush

rigging by connecting one megohmmeter lead to each of them
individually, leaving the other connected to the grounded motor housing.
The above also applies to DC Generators.
CABLES
Disconnect the cable from power. Also disconnect opposite end to avoid
errors of any leakage from other equipment. Check each conductor to
ground and /or lead source by connecting one megohmmeter lead to a
ground and /or lead source and the other megohmmeter lead to each of
the conductors in turn. Check insulation resistance between conductors
by connecting megohmmeter leads to conductors in pairs.

10. DATALOGGING
10-1 Software:
1. PC Hardware requirements:
HDD 1.44MB disk, 486 PC or above, with COM1, COM2 commports.
EGA or higher monitor.
4M bytes or more memorysize.
2. PC Hardware setup :
Switch off all power related to your PC.
Connect the socket (female) of RS-232 cable to PC’s COM1 or
COM2 commport.
Switch on all power.
Connect the socket (Optical fiber) of RS-232 cable to INSTULATION
TESTER.
3. Software setup:
Before setting up software of INSULATE, start up windows 95/98
operating ststem.
Close all application.
Insert the INSTULATION TESTER disk into drive A or drive B.

Click “ Start ” menu, move mouse pointer to “ Run ”, then click this
button.
A “ Run ” window appears, then type A:\SETU.P or B:\SETUP and press “ OK ”.
Setup program will run automatically.

10-2 Unofficial Settings
1. Start up program :
Run the INSTULATION TESTER software
Click “Start” from Start menu, move mouse pointer to “ Programs ”,
then move pointer to “Tes” (default), move mouse pointer to
“ INSULATE ” then click.
Move mouse to available commport (COM1 , COM2) then click.
2. RS-232 Settings :
Baud rate : 9600 Parity : None
Data bits : 8 Stop bit :1

3. Time Setup:Move mouse pointer to Option and click, then move
mouse pointer to “ System Time Set ” and then click
this button to input the time of PC to the
INSULATION TESTER.
4. ID CODE :
Move mouse pointer to “ Option ”and click, then move mouse to
“ Memory ” and click this button.

In the “ LOGGER ” window, drag mouse to highlight the values of
“ ID CODE ”.
Input ID CODE values, and the click “ ID CODE ” button.
When “ PLEASE WAIT ” disappeared, setup of ID CODE is
completed.

5. Inner sampling time of INSULATE :
Move mouse pointer to “Option” then click . Then move mouse
pointer to “Memory” and click.
Drag mouse to highlight the values of “ SAMPLING ”.
Input “ SAMPLING ” values and then click “ SAMPLING ” button.
When “ PLEASE WAIT ” disappeared, setup of “ SAMPLING ” is completed.
10-3 The Operation of “ RECORD ” Button

1. To Clear “ Datalogging ” Memory
Press and hold the “RECORD”
button then turn the “Power” on.
Release the “ RECORD ” button
after LCD shows “ CLr ”.
2. To Trigger One by One Datalogging
Press “RECORD” button just for
one second and release.
The symbol of “RECORD” and the
number of record shows in LCD
from the following display.

3. To Trigger “ Continuous Datalogging ”
Press and hold “ RECORD ”
button for around 3 seconds the
retease it and LCD show the
symbol for “ RECORD ” and total
number.
The meter is recording.
4. To Stop Continuous Datalogging
Press “ RECORD ” button once
again means record has
stopped.
※ Data sampling time setup from PC.
※ 4000MΩ/250V/500V/1KV Enable, RECORD button when the testing.

10-4 Download Datalogger ( INSULATION TESTER PC )
1. Move mouse pointer to “Option” then click. Move mouse pointer to
“Memory” then click to read recorded data in memory (EEPROM).
As above, the total memorysize is 32K, 30.6K remained. The inner
time of INSULATION TESTER is 99-11-09—09:50:40.

2. Move mouse pointer to “ TIME OF RECORDING ” then cllick this
button. There comes a list to show the recording time of each set.
3. Move mouse pointer to the list. Choose a set then click if willing to
read. There shows numbers of which set.

4. For further details of the chosen set , move mouse pointer to
“SHOW DATA” and then click this button.
File :To save data recorded in HDD applying for other applications
such as EXCEL, WORD. For example, P.26.
a). Move mouse pointer to “ Save ” then click this button.
b). There comes up a dialog box. Input the name of the file if
willing to save as.
c). Click “ OK ”

10-5 Data Invert
1. Save data by RS-232 communication port in PC.
Open INSULATION TESTER software, cleck if INSULATION
TESTER connected with PC well. If not connected, the “ NO COM ”
signal will display, please be sure RS-232 cable line is connected
with COM1 or COM2. After connection, there will be reading and
COM1 or COM2 showed on the screen.
Move mouse pointer to “ File ” and click then move mouse pointer to
“ Save As ” then click this button you can find the “ open file ” dialog
box, please change to new file name : *.xls from original file *.dat
then press enter. For example : test.xls

In “ File Name ”, the file name C:\…..\INSULATE\TEST.XLS will
display the key-in file name.
Move mouse pointer to “ File ” and click. Move mouse pointer to
“ Start Recording ”, then click this button. The “ Recording ” signal
and No.s of PC record will display from 1 up to end.

If willing to end this record, please move mouse pointer to “ File ”
and click. Move mouse pointer to “ Stop Recording ”, then click this
button. The “ Recording ” signal will disappear.
2. Apply for Excel :
Open Microsoft EXCEL, go to “open file”, from the searching function.
a). Find the EXCEL type. For example, test.xls. Select test.xls
then click “open” button.

b). From the “ Files of type ”, click the pull down pointer, then choose
“All Files ”, select sample.dat then click “open” button.
c). The “ Test Import Wizard ” then appears, click finish button, the
selected data will show in excel type.

10-6 Communicating Operation
1. Switch off all power related to your PC.
2. Connect the socket (female) of RS-232 cable to PC’s COM1 or
COM2 commport.
3. Switch on all power.
4. Connect the socket (Optical fiber) of RS-232 cable to INSULATION
TESTER.
5. Run the INSULATION TESTER software
Click “ Start ” from Start menu, move mouse pointer to “ Programs ”,
then move pointer to “ Tes” (default), move mouse pointer to
“INSULATE ” then click.
6. Move mouse to available commport (COM1 , COM2) then click.

7. Main tableau
Time Setup:Move mouse pointer to “ Option ” and click. Move
mouse pointer to “ System Time Set ” then click to input the time of
PC to the INSULATION TESTER.

PC SAMPLING:(Default : 2 seconds). Change the sampling
time of PC. Move mouse pointer to “ Option ” and click. Move
mouse pointer to “Sampling”, then click.
There shows a dialog box “ Input Sampling Time “. Input the willing
seconds the click “ OK ” to complete this setting.

Save data in HDD:
a). Move mouse pointer to “ File ” and click. Move mouse pointer to
“ Save As ” then click this button.
There shows a dialog box to open file. Input a file name then press “ OK ”.

b). Move mouse pointer to “ File ” and click. Move mouse pointer to
“ Start Recording ”, then click this button. The “ Recording ”
meanwhile from 1 up to end also will show the Numbers of PC
recording.

c). If willing to end this recording, please move mouse pointer to
“ File ” and click. Move mouse pointer to “ Stop Recording ”, then
click this button. The “RECORDING” signal will disappear.
d). Move mouse point to “ File ” and click. Move mouse pointer to
“Open File”, then click this button. There comes a dialog box to
open file. Input the saved file name to read.
Move mouse pointer to “ File ” and click. Move mouse pointer to
“ Memory ”, then click this button to read memory (EEPROM).
