Building Permit process.
What is Building Permit?
Definition:
A Building Permit is a statutory
permission or licence to build.
Issuing Authority:
The Building Permit is issued by the
local Municipality or similar competent
Civic authority
Validity:
Upon issue, the Building Permit is
usually valid for one calendar year.
The validity may be extended
thereafter at the discretion of the
issuing authority.
Why it is required?
a) To regulate all construction as per
Municipal bye laws.
b) To ensure growth of the city/ town in
accordance with Master Plan/ other Govt.
policy instrument.
c) To ensure proposed development is
Typical Building Permit Certificate consistent with the availability of Building
Utilities.

Demolition
A Demolition Permit is required to demolish an existing structure
Maintenance
A Maintenance Permit (Ruksha Sayana in Arabic) is required to
carry out renovation, minor interior remodeling and
maintenance of an existing building.
Electrical / Water Connection upgradation
Requires processing an application in Kahra Maa. An analysis of
existing loads and justification for additional load needs to be
provided

The process can be broadly divided into the following major stages:
Stage 1:
Collection of required documents

Planning Approval
DC-I Approval
Stage 2:
Processing the Application and obtaining approval from the following Utilities Departments :

Q-Tel for Telephones
PWA – Roads Dept. for Road affairs

PWA – Drainage Dept. for Drainage

Certificate (Sanad Mulkiya
in Arabic) bearing original
attestation.
2. Letter of Authorization to QDC.
3. Owner’s address & contact

Stage 2 - Utilities Approval :
1. DC-I approval with additional Site Plan Copy.
2. Building Services Drawings- discipline wise
3. Following forms duly signed by the Client and Consultant:
• Insulation Form
• Substation Undertaking Form
• Acceptance of Terms & Conditions for Kahra Maa connection.
• Other forms, as required.
Stage 3 – DC-II Approval:
1. DC-I & Utilities Department approved drawings
2. DC-II drawings with nominal or no variation from DC-I approved drawings. DC-II drawings are detailed
Architectural drawings fully coordinated with Structure and Building Services.
3. Design Undertaking by Consultant
Stage 4 – Building Permit:
1. DC-II approved drawings
2. Structure drawings stamped and signed by Consultant.
3. Supervision Undertaking by Consultant supervising the Project
4. Contractor’s undertaking with Contractor C.R. copy
5. Client Undertaking
6. Building Permit Fees as advised by Municipality

Building Permit Process –
What is outside QDC responsibility
1. Obtaining attestation on original land deed (Sanad Mulkiya).
2. Payment of any statutory fees
3. Firm written commitment on Building Permit approval dates
4. Provision of “Supervision Undertaking” for projects unless Supervision
Agreement is already signed by QDC.
5. Provision of “Design Undertaking” for any Structure not designed by
QDC.
6. To issue “Approved for Construction” drawings to Client / contractor
unless statutory approval process is complete.
7. Obtaining Environmental clearance from SCENR.
