Maintenance Cost Working Group Preface
The CRJ Maintenance Cost Working Group (MCWG) has been in operation since
October 1997. The group consists of representatives from Operators and
associated Bombardier departments such as Maintenance Engineering, In-Service
Engineering, Supplier Liaison, Spares, and Warranty, and selected Bombardier
suppliers. It is the MCWG’s intention in this, and future ISARs, to publish
information on ways to help reduce the cost of operating the aircraft.
Specific cost reduction issues contributed by Maintenance Engineering
are identified with a “$” symbol preceding the subject title.

ISAR Distribution Verification - CRJ & Dash 8 Operators
This is an opportunity for you to help us, and us to help you, in regard to the timely and accurate
hardcopy distribution of ISARs.
Currently, we maintain a distribution list which often shows multiple addresses for individual
Operators. Sometimes we have whole ISAR mailing packages returned because something wasn’t
right in the address (e.g., one particular package reached an Operator’s Director of Maintenance,
while the package for the Director of Operations, at a different address, failed to reach its destination
and was returned all the way to Toronto). We have to simplify and improve this process.
Ideally, we should forward hardcopy ISARs to ONE (1) point of contact for each Operator. As most
will have a well established and effective internal distribution process for technical documentation, it
only makes sense for us to let your people do what they do best. Typically, this point of contact will
be the Technical Librarian - or perhaps the Director of Maintenance.

The following table shows how we intend to distribute ISARs in future. We would ask one key
individual representing each Operator to please check this information carefully - your single
mailing address, single contact point, and quantity of ISARs required (note that this is a total for
all Operator departments). Either copy and mark up the entry for your operation and fax it back to
me, or send me an e-mail to let us know what needs to be fixed. Even if the distribution information
is complete and correct, I’d still like to hear from you!

Subject: ESSO UNIVIS J13 Hydraulic Fluid
Reference: Transport Canada Airworthiness Notice No. B051 Edition 1, 26 January 2000
The referenced Airworthiness Notice was issued to advise aircraft Operators and maintainers to
ensure that UNIVIS J13 hydraulic fluid that they have in stock, and intended for use on aircraft,
meets the appropriate specification. This problem has arisen due to two versions of J13 being
available, one of which does not meet the MIL-H-5606A specification.
Note: MIL-H-5606A hydraulic fluid is used only in CRJ landing gear shock struts and the
ADG stow pump.
Imperial Oil Canada Ltd. confirmed that the changes in the formulation of ESSO UNIVIS J13
hydraulic fluid manufactured in Canada resulted in the fluid no longer meeting MIL-H-5606A (i.e.,
the formulation does not meet the low temperature viscometrics required for aviation application).
Several Operators have inadvertently purchased and/or used the incorrect product, as both are
packaged in black plastic bottles. Operators are urged to carefully read the labels of any product they
have in stock. Both front labels identify the product as “ESSO UNIVS J13 HYDRAULIC FLUID”,
however, the significant differences are to be found on the back label. The following is a

identifying or mixing aircraft fluids.

Subject: $- Galley Exhaust Fan Filters
Failure of the galley and lavatory fans is considered a high maintenance cost issue. A contributing
cause for failure of these fans is dirt contamination.
Operators may not be aware of two “mesh screen” type filters located in the galley on aircraft with
provision for ovens (i.e., European configuration). The two mesh screen filters are approximately 35
mm in diameter. One filter is located behind the ovens (or storage box), while the other is located in
the small upper middle galley storage compartment (the ducting is visible with the door open). The
filters are installed recessed at the intake of the ducting; they are not easily noticed when looking into
the oven and storage compartments.
Operators should be aware that, even though their aircraft may not have ovens installed, the mesh
screen filters may be installed. As the galley fan operates at 50 cfm, it does not take long for the
filters to become clogged, causing fan overheat.
It is recommended that Operators verify their aircraft configuration and, if necessary, inspect and
clean these filters at the earliest opportunity.
In an effort to reduce maintenance costs, Bombardier is working on a filtration system for the
lavatory and galley fans to be incorporated on both the European and North American configurations.
At present, the lavatory exhaust fan has no filtering.
In addition, Technofan (the manufacturer of lavatory, galley, cockpit display cooling, and ARINC
cooling fans) has proposed a new, improved version of the galley/lavatory fans. This new version
incorporates several improvements over the previous version, including a thermal switch to cut the
power to the fan in the event of an overheat. This will save considerable repair costs for Operators.
The fan will require removal to reset the thermal switch, and cleaning should be accomplished as
required.

Subject: Wiring Integrity Checks
The CRJ Technical Help Desk (THD) often asks Operators to check the integrity of the wires when
aircraft wiring is suspected to be causing a system problem on the aircraft.
Recently, while troubleshooting a problem, the THD discovered that there was a misinterpretation of
the method used to properly verify wire integrity.
While wiring verifications are considered standard practice in the aviation industry, the following
methods are suggested to isolate wiring problems:

Subject: Horizontal Stabilizer Trim Actuator
Reference: Aviac Vendor Service Bulletin (VSB) 8396-27-02
In order to improve the reliability of the Horizontal Stabilizer Trim Control System (HSTCS) on the
CRJ 100/200, the vendor (Aviac Technologies), has designed several improvements for the
Horizontal Stabilizer Trim Actuator (HSTA). These improvements are offered in the Aviac VSB
8396-27-02. The VSB is intended to correct the major causes for removal of the HSTA.
Aviac VSB 8396-27-02 received DGAC approval on April 27, 2000. As of this date, the HSTA VSB
will be incorporated on all HSTAs returned for repair at approved repair stations. The HSTA part
number will not be affected. VSB incorporation will be identified with “Amdt A” on the
manufacturer’s identification label.

Bombardier will cover the labour and parts cost for installation of the modification. Operators will be
responsible for any required repairs. For HSTAs returned to repair shops on a campaign basis, or
NFF (No Fault Found), there will be a minimum charge of $2,210.00 US for assembly and testing.
Aviac has reserved twelve HSTA units, available for rental or standard exchange. Commercial
information for these units is detailed in the VSB. For Operators who wish to upgrade on a campaign
basis, it is recommended that spare HSTA units be used to facilitate the upgrade.
In an effort to investigate all possible causes for HSTA and MCU (Motor Control Unit)
discrepancies, Operators are requested (prior to removing the suspected unit from the aircraft) to note
the Maintenance Diagnostic codes from the MDC (Maintenance Diagnostic Computer) for the
HSTCS. MDC HSTCS binary or hexadecimal codes should be included with the unit upon return to
Aviac or SFIM, along with as much detail about the event as possible. This will aid in identifying if
the fault was due to a “timing” or “communication” error between the subcomponents of the HSTCS.
This data can also be downloaded from the aircraft onto disk and/or e-mailed to the repair station.
These fault codes are used by Aviac to conduct a more thorough investigation of the units.
Additionally, if the MCU and HSTA are removed as a pair, the serial number of the other unit
removed should be noted on each removal tag.
Aircraft manufacturers and suppliers track the Mean Time Between Failures (MTBF) and Mean
Time Between Unscheduled Removals (MTBUR) of all serialized components, in order to identify
reliability trends. Bombardier and Aviac request that Operators include the cumulative flight hours
for the HSTA when returned for repair. Currently, only a few Operators supply this data.
Aviac will be providing all CRJ Operators with a copy of the VSB by the end of May 2000.

Subject: $- Parking Brake Handle Shaft Lubrication
Failure of the parking brake handle lock is a high cost
driver on the CRJ. Lubrication of the parking brake
handle shaft (see illustration) should greatly reduce the
occurrence of failure. Triumph Controls, Inc.
recommends the use of MIL-G-23827 grease on the
shaft. A Bombardier Service Letter will be issued
shortly to advise Operators of the requirement for
lubrication of the shaft every second A-check or 800
flight-hours (this requirement will be added to the
AMM).

The following update provides the latest developments regarding the flight spoiler special
instructions and retrofit program.
Alert Service Bulletin A601R-57-027 Rev.C is scheduled for release later in May 2000 to address the
following compliance changes:

May 2000, as previously mentioned).
The retrofit plan availability for the new flight spoilers (p/n 600-10602-73/74) is as follows:
" Starting June 2000, a quantity of 3 ship-sets will become available.
" Starting July 2000, a quantity of 9 ship-sets will become available.
" Starting August 2000, a quantity of 11 ship-sets will become available monthly for
the duration of the campaign.
It is understood that high-time flight cycle aircraft will be prioritized to obtain new flight spoiler kits
first, dependent upon the preceding availability information.
