1504 AVSD, with advice from CICS, DoD GC, the Chief ofthe National Guard Bureau
(CNGB), SECARMY, and the Chief of Staff of the Army (CSA), provides verbal
approval ef the full activation of DCNG (1100 total) in support af the MPD.
1505 Immediately upon A/SD approval, Secretary McCarthy drests DCNG to initiate
‘movement and full mobilization.
In response, DCNG redeployed all soldiers from positions at Metro stations and all
available non-support and non-C2 personnel to support MPD. DCNG begins full
mobilization.
1518 A/SD NG Mobilization discussion. DSD recommends DoD suppor to Dol at Lafayette
‘Square to free law enforcement officials to support Capitol response. A/SD clarifies no
rilitary police from out of state authorized to mobilize.
1519. SECARMY phone call with Sen, Schumer and Speaker Pelosi about the nature of Mayor
Bowser's request. SECARMY explains A/SD already approved full DCNG mobilization,

CNGB Meeting (in-person). Discuss numbers, timeline, seek review of authorities for
activation. Estimate of 90 minute timeline from activation to arrival. No decisions. Joined
by OGC at 1618 and review authorities for mobilization of NG forces, Agree no active
duty, NG dispatehed with riot gear only. No arms. CICS gives advisement to mobilize
MD, VA, but not deploy.
WHS provides report on PFPA. Confirms deployment of PSD officers to homes of A/SD,
SD, Dr. Esper. Informs of ask from USCP to send 15-20 officers under mutual aid
‘agreement. PFPA recalled and will be on standby within 30min. No deployment
unless/until authorized by A/SD. WHS clarifies these avsilable PFPA staff are line
‘officers, not equipped for civil disturbance as thet was not the request. Intent by US.
Capitol Police isto use PFPA officers for perimeter clearing and security. Not

DOD Press Statement on full activation of D.C. National Guard: STATEMENT BY
ACTING SECRETARY MILLER ON FULL ACTIVATION OF D.C. NATIONAL
GUARD
CCabinet-Level Discussion. A/SD convenes. DHS updates on efforts to deploy non-sealable
fencing at Capitol. WH (Cipollone) informs 350 federal agents at the Capitol building. 1
death confirmed of woman shot at Capitol. CP not requesting additional law enforcement
as of 1710. CICS asked to confirm, citing obvious disconnect with political leadership
(Pelosi, Schumer) who just relayed desire for DoD intervention. CICS relayed VPOTUS
guidance to see Capitol building cleared to enable legislature to get back to work
immediately. Reiterated DoD mission isin support of law enforcement efforts led by
DOJ. WH (Cipollone) directed DHS to “send everything they can at this point” tothe
Capitol. A/SD relayed no need for federal troops ~no objections raised. Agree 10

SecAArmy update to A/SD & CICS, SecArmy Provides current disposition of NG. They
also discuss posture of NG forees leading into the inauguration, SecArmy plans to have
2500NG personnel in DC on 08 JAN with 850 on duty at any given time.
AVSD has meeting with PA and LA.
AVSD and See Bernhardt conduct phone call. See Bernard socalizes that he may ask for
[NG suppor of around 150 personnel to help guard the monuments.
A/SD has phone call with A/SEC DHS Wolf. A/SEC Wolf expresses appreciation for
DOD support and DHS has no new request for support from DHS.
