S U P P O R T E X P E N D IT U R E S IN A L L C O L L E G E
ATHLETIC PROGRAMS
Be it enacted by the Senate and House o f Representatives o f the
Philippines in Congress assembled:
Section l. Short Title. - T his A ct sh a ll be known as
th e “A th letic P ro g ram s R ep o rt A ct”.
S e c . 2. D e c la ra tio n o f P olicy. - I t is th e p o lic y o f
th e S ta te to p ro m o te p h y s ic a l e d u c a tio n a n d e n c o u ra g e
a th le tic p ro g ram s, leag u e co m p etitio n s a n d a m a te u r sports,
in c lu d in g tr a in in g for in te r n a tio n a l co m p etitio n s, to fo ste r
s e lf - d is c ip lin e , te a m w o r k , a n d e x c e lle n c e t o w a r d s th e
d ev elo p m en t of a h e a lth y a n d a le r t citizenry. All ed u catio n al
i n s t i t u t i o n s a r e a ls o m a n d a t e d to u n d e r t a k e r e g u l a r
s p o r ts a c tiv itie s t h r o u g h o u t th e c o u n tr y in c o o p e ra tio n
w ith a th le tic c lu b s a n d o th e r s e c to rs . I n lin e w ith th e s e
o b je c tiv e s, b o th m a le a n d fe m a le a t h le te s s h a ll be g iv en
eq u a l o p p o rtu n itie s to receive p ro p e r tra in in g a n d p a rtic ip a te
in sp o rts activities a n d com petitions.
S e c . 3. Definition of Terms. - As u sed in th is Act:
(a) C ollege A th le tic P r o g ra m s r e f e r to c o lle g e o r
u n iv e rs ity a th le tic p ro g ram s, leag u e com petitions, a m a te u r
s p o r ts , a n d o t h e r s p o r t s a c ti v i t i e s , in c lu d in g t r a i n i n g
fo r i n t e r n a t i o n a l c o m p e titio n s , o rg a n iz e d by th e h ig h e r
ed u catio n in stitu tio n or p a rtic ip a te d in by a team of s tu d e n ts
re p re s e n tin g a college or u n iv ersity ;
(b) H igher E d u c a tio n In stitu tio n (H E I) re fe rs to a n
e d u c a tio n a l in s titu tio n en g ag ed in e d u c a tin g in d iv id u a ls in
th e college level w hich offers courses or p ro g ram s lead in g to
th e g ra n t of a degree;
(c) N a tio n a l S p o rts A s s o c ia tio n s r e f e r to v a r io u s
n a tio n a l s p o rts a s s o c ia tio n s a c c re d ite d b y th e P h ilip p in e
Olym pic C om m ittee (POC); an d
(d) Program Support E xpenditures re fe r to o p eratin g ,
s c h o la rs h ip a n d o th e r e x p e n d itu r e s in c u rr e d by th e H E I
in o r g a n iz in g a n a t h l e t i c te a m a n d p a r ti c i p a t i n g in a n
ath le tic p rogram .
S e c . 4. D isclosure o f A thletic P ro g ra m P a rtic ip a tio n
R a te a n d F in a n c ia l S u p p o rt. — E a c h h i g h e r e d u c a tio n
in s titu tio n (H E I) t h a t p a r tic ip a te s in a n y a th le tic p ro g ram
r e c o g n iz e d by t h e C o m m is s io n o n H i g h e r E d u c a t io n
(C H E D ), a n d h a s a n i n t e r c o l l e g i a t e a t h l e t i c p r o g r a m
s h a l l s u b m i t, o n a n a n n u a l b a s i s , a r e p o r t to th e
C h a irp e r s o n o f th e C H E D c o n ta in in g th e fo llo w in g d a ta
on each p rogram :
(a) T he to ta l n u m b e r o f p a r tic ip a n ts in th e a th le tic
p rogram a n d th e ir gender;
(b) T he ra tio of m ale p a rtic ip a n ts to fem ale p a rtic ip a n ts
in th e e n tire ath letic program ;
(c) T h e t o t a l o p e r a t i n g e x p e n s e s fo r th e a t h l e t i c
program ;
(d) T he to ta l s c h o la rs h ip e x p e n d itu r e s v is-4 -v is th e
to ta l n u m b er of p artic ip a n ts;
(e) T he ra tio of m ale sc h o la rsh ip ex p e n ses to fem ale
sch o larsh ip expenses in th e e n tire a th le tic program ;

team ;
(g) T h e g e n d e r o f th e h e a d c o a c h a n d i f w o rk in g
full-tim e or p art-tim e;
(h) T he n u m b e r o f a s s is ta n t coaches a n d th e ir g en d er
a n d if w orking full-tim e or p a rt-tim e ;
(i) T h e n u m b e r o f g r a d u a t e a s s i s t a n t co a c h e s a n d
th e ir gender;
(j) T he n u m b e r of v o lu n te e r a s s is ta n t coaches a n d th e ir
gender;
(k) T he ra tio of p a rtic ip a n ts to coaches; an d
(l) T h e le v e l o f p a r t i c i p a t i o n o f N a ti o n a l S p o r ts
A s s o c ia tio n s (N S A s), in c lu d in g th e n u m b e r o f a t h l e t e s
r e g is t e r e d w ith th e d i f f e r e n t N S A s. T h e H E I s h a l l be
r e q u ir e d to m a k e a v a ila b le to th e p u b lic th e in fo rm a tio n
c o n ta in e d in th e r e p o r t s u b m itte d to th e C H E D th ro u g h
p u b h ca tio n th ro u g h a n y of th e follow ing pu b h c in fo rm atio n
o u tle ts: o n line, v ia th e w e b site o f th e in s titu tio n ; th e local
school p ap er; b u lle tin b o ard s in cam p u s p rem ises; a n d o th e r
schem es to d issem in ate inform ation.
S e c . 5. Publication Duty of the CHED. — T he CHED
s h a ll com pile a n d p u b lis h a n n u a lly in its w e b site or in a
n e w s p a p e r o f g e n e ra l c irc u la tio n , th e r e p o r ts c o n ta in in g
th e in f o r m a tio n c o lle c te d fro m th e H E Is, in c lu d in g th e
a th le tic co n fe re n c e s re c o g n iz e d by in te rc o lle g ia te a th le tic
asso ciatio n s a n d p a rtic ip a te d in by th e H E Is.
S e c . 6. R eportorial Requirem ent. - T he CH ED sh all
s u b m it th e re p o rts re q u ire d u n d e r S ectio n 4 of th is A ct to
C ongress on a n a n n u a l basis.
S e c . 7. S a n c tio n s . - P u r s u a n t to S e c tio n 8 o f
R e p u b lic A ct No. 7722, o th e rw is e k n o w n a s th e “H ig h e r
E d u catio n A ct of 1994”, th e C H ED sh all im pose d iscip h n ary
s a n c tio n s a g a i n s t a n o ffic ia l o r a n e m p lo y e e o f a H E I
found v io lating S ection 4 o f th is Act.
S e c . 8. I m p le m e n tin g R u le s a n d R e g u la tio n s . —
W ith in s ix ty (60) d a y s u p o n th e e f fe c tiv ity o f t h i s A ct,
th e CHED, in co o rd in atio n w ith th e P h ilip p in e A ssociation
o f S ta te U n iv e rs itie s a n d C olleges, C o o rd in a tin g C ouncil
of P riv a te E d u catio n al A ssociations, th e A ssociation of Local
C o lle g es a n d U n iv e r s itie s , a n d th e P O C s h a ll is s u e th e
n e c e s s a ry r u le s a n d r e g u la tio n s to fu lly im p le m e n t th e
provisions of th is Act.
S e c . 9. S e p a r a b ility C la u s e . — I f a n y p r o v is io n
or p a r t h e re o f is h eld in v a lid or u n c o n stitu tio n a l, th e sam e
s h a ll n o t a ffe c t th e v a lid ity a n d e ffe c tiv ity o f th e o th e r
provisions.
S e c . 10. Repealing Clause. - AU law s, executive orders,
d ecrees, in s tru c tio n s , ru le s a n d re g u la tio n s c o n tra ry to o r
i n c o n s i s t e n t w ith a n y p ro v is io n o f t h i s A c t a r e h e r e b y
am ended, rep ealed or m odified accordingly.
S e c . 11. Effectiuity. — T h is A ct sh a ll ta k e effect fifteen
(15) d ay s a fte r its p u b licatio n in th e Official Gazette or in a
n ew sp ap er of g en eral circulation.
