SYNOPSIS

An organization is an entity comprising multiple people, such as an institution or an association that has a
collective goal and is linked to an external environment. HLL Lifecare Ltd is one of the reputed
manufacturing companies with a powerful organizational structure.

The report starts with the company’s profile and introduction, in which the detailed explanation about the
initiation of the company as well as the development is provided. The pictorial representation of the
organization structure of the company is given along with the flow of power of all the functional
departments. All the functional departments are explained in detail along with their respective organograms.

SWOT analysis is one of the major area in which companies work a lot to enhance their productivity gained
through healthy organisation for the maximum profit. The Key Result Areas regarding the company is also
explained.

Finally the findings in the company are put forward along with suggestions and recommendations for the
betterment of the organization. The report is at last wrapped up with conclusion.
CHAPTER 1

INTRODUCTION TO ORGANIZATION

HLL Life care Limited is a Government of India undertaking company and it is established at 1 March 1966
under the ministry of Health and Family Welfare. The company commenced its commercial productions of
condoms since 1969 April 5 at Peroorkada Factory which is in Thiruvananthapuram, Kerala with production
capacity 144 million pieces a year. During the year 1976 production capacity doubled to 288 million pieces
with addition of two more lines in the molding section. The plant has since then undergone continuous
modernization over the years and has an annual production capacity of 1066 million pieces of condoms. The
plant was set up in technical collaboration with Okamoto Industries Inc. Japan. Later HLL acquired the RRT
technology (German) for the production of condoms.
The revolution, called HLL, swept through the length and breadth of the country. It reigned in the alarming
population growth and enhanced the quality of life of families in India. The revolution resulted in creating a
healthier India, with a record of 189 million couple year protections (CYPs) during the past four decades.
The revolution is called Pink Revolution.

Today, seven manufacturing plants later, HLL has grown into a multi-product, multi-unit organization
addressing various public health challenges faced by humanity. In 2003, when HLL had a turnover of a mere
INR 163 Crore, it had set its sights on becoming an INR 1000 Crore company by 2010. HLL not only
surpassed this figure by 2010 but also drew a clear road map to achieve ten-fold growth by 2020.
Now, HLL is a Mini Ratna, upgraded as a Schedule B Central Public Sector Enterprise. The company
received the Prime Minister Award for being the best public sector enterprise in India. It is also the only
company in the world which manufactures and markets such a wide range of contraceptives. Today, HLL
produces 1.316 billion condoms annually, making it one of the world’s leading condom manufacturers,
accounting for nearly 10 percent of the global production capacity.
Over the years each of the initiatives taken up by HLL has been aimed at providing quality healthcare to
every family. HLL’s associate institutions, Hindustan Latex Family Planning Promotion Trust (HLFPPT)
and Life Spring Hospitals, have ensured this to the nation’s underserved and vulnerable populace, at an
affordable cost. With a vast array of innovative products, services and social programmes to meet the
country’s healthcare needs, HLL Lifecare Limited is firmly on track, with its motto of “Innovating for
Healthy Generations”.

History of the company


HLL Lifecare Limited (HLL) commenced its journey to serve the Nation in the area of Health Care, on
March 1, 1966, with its incorporation as a corporate entity under the Ministry of Health and Family Welfare
of the Government of India. HLL was set up in the natural rubber rich state of Kerala, for the production of
male contraceptive sheaths for the National Family Planning Programme. The company commenced its
commercial operations on April 5, 1969 at Peroorkada in Trivandrum. The plant was established in technical
collaboration with M/s Okamoto Industries Inc. Japan . Two most modern plants were added, one at
Thiruvananthapuram and the other at Belgaum in 1985.
The new condom plant inaugurated by the Union Minister for Health and Family Welfare, Dr. Anbumani
Ramadoss on 24th November 2007 has added another 283 million pcs to the Peroorkada plant’s existing
capacity. With this production facility at Peroorkada has emerged as one of the largest single manufacturing
plants in the world for the production of condoms, with a capacity to produce over 1 Billion Condoms a
year. With the addition of this capacity, HLL today has an annual production capacity of 1.316 billion
condoms.

HLL is today a multi-product, multi-unit organization addressing various public health challenges facing
humanity. On the path of rapid growth, HLL has set its sights to be a 1000 crore company by the year
2010.HLL has been declared a Mini Ratna company by the Government of India and upgraded as a
Schedule B PSU.

HLL has also made vast inroads in the commercial segment too, with the growth in its market share from 0.1
percent at present. HLL’s products are today exported to over 70 countries.
HLL’s association with world leaders include those with Okamoto of Japan; Finishing Enterprises, USA;
Becton and Dickinson, USA; Female Health Company, USA; Gambro BCT, Sweden; Beijing Zizhupharma
of China and Acumen Fund, USA.

HLL has today five state of the art manufacturing facilities-two at Thiruvananthapuram(At Peroorkada and
Akkulam) manufacturing Contraceptives and Health Care products, at Kangala (near Belgaum) producing
contraceptives and women’s Health Pharma range, at Kochi in Special Economic Zone for Female condoms,
and at Manesar in Haryana for the production of In- Vitro Diagnostic Kits.
These Units have the ISO 9001, ISO 14001-quality and environmental management system Certifications.
HLL’s Peroorkada Plant was also awarded the OHSAS 18001 Certification for its efficient Occupational
Health and Safety Management System.
HLL is investing heavily in the area of Research and Development. It is setting up a national centre for
Research in the area of contraceptive products.The company has achieved a turnover of Rs.244 crores
during the last financial year -2006-07 and a profit after tax of Rs.20.6 crores.

HLL is today the leading provider of contraceptive and health care products for various public health
programmes managed by international agencies like-UNFPA, Mission Pharma, PSI and IDA.HLL is
partnering with the Government of India in the National Rural Health Mission, Reproductive and Child
Health Project and the National AIDS Control Programme.
HLL has the highest quality certifications awarded by reputed international agencies.All its products have
the CE Mark, and its range of condoms have the US FDA 510K registration, the KITE mark, SABS mark
and the TBS mark.

A functional organization structure is a hierarchical organization structure wherein people are grouped as per
their area of specialization. These people are supervised by a functional manager with expertise in the same
field. This expertise helps him effectively utilize the skills of employees, which ultimately helps him in
achieving the organization’s business objectives. HLL Lifecare limited also follows a functional
organization structure.

In this kind of organization structure, people are classified according to the function they perform within the
organization. The organizational chart for a functional organization structure shows the president, vice
president, finance department, sales department, customer service department, administration department,
etc.

Each department will have its own department head who will be responsible for the performance of his
section. This helps the organization control the quality and uniformity of performance.

Advantages:

 An advantage of a functional organization structure is that it offers high level of specialization.


 Efficiency and productivity is enhanced

Disadvantages:

 Lack of teamwork
 Difficult management control increases as organization gets larger and top management needs to
delegate more decision making responsibilities to each functional area.

PRODUCTION DEPARTMENT

HLL commenced its commercial operations on April 5, 1969 at Peroorkada in Thiruvananthapuram in the
state of Kerala. Together with the manufacturing facility at Peroorkada, HLL today has five state-of-the-art
manufacturing facilities at: Kanagala near Belgaum (1985) - for contraceptives and pharmaceutical products;
Akkulam in Thiruvananthapuram (1994) - for hospital products; Kakkanad in the Cochin Special Economic
Zone (2004) - for female condoms and male condoms for export; and Manesar in Gurgaon (2007) - for rapid
in-vitro diagnostic test kits. All these units have ISO 9001, ISO 14001- quality and environmental
management system certifications.
HLL has recorded a high productivity and profitability progressively over the years. It is because of the
implementation of very efficient and effective manufacturing process with the technical help from Japan.

The production department is divided into two. They are:

I. Primary production
II. Secondary production

I. PRIMARY PRODUCTION
The manufacturing process of condoms in the primary production department can be broadly classified into
three main operations, viz.

A. Compounding
Compounding is done to make the latex suitable for moulding operations and for making the final product in
conformity to requirements of the user. This is achieved by the addition of fixed quantity of liquid
compounding chemicals followed by compounding chemicals dispersion to roll latex into mixtures. The
dispersion is prepared by using ball mill/sound grinder/pearl mill/attrite mill. After this the mixtureis heated
and then cooled for pre-vulcanization. Then the pre-vulcanized compound is transferred to the moulding
section after the aging period.

B. Moulding

In this section highly automated condom shaped moulds are mounted on a dual line chain and are by two
motors.
a) Mould washing
b) Mould drying
c) First dipping
d) Drying
e) Second dipping and drying
f) Edge rolling (beading)
g) Drying and vulcanizing
h) Dipping in swelling solution tank
i) Dipping in anti sticking solution
j) Stripping

This cycle is continuous round the clock and fully automatic setup.
C. Vulcanizing
It is the process of cross-linked modules to make the material harder, less soluble and durable. It is also
called curing. Vulcanizing operations are done in automatic vulcanizing machines in order to improve the
physical properties of the products. The condoms from the moulding section are sent to the vulcanization
machines. The condoms are vulcanized at the same time the powered in these machines and are collected in
crates. The production lots are transferred to quality control half product without losing identity.

II. Secondary Production


Secondary production department consists of the following departments.
 Quality Assurance Department
 Electronic Testing Department
 Packing Department

This department is divided into three main departments
 Half Product Quality Assurance
 Full Product Quality Assurance

HALF PRODUCT QUALITY ASSURANCE


Production time for a lot of 6000 pieces is 45 minutes. These lots then go for half product testing. Half
product is the product that comes out of vulcanizing machine. This type of testing mainly consists of visual
checking. A sample of 40 randomly selected condoms from each lot is tested for the following.
 Oil
 Dust
 Bad edged roll
 Breakage
 Wrinkle & Lip-cut
 Inside sticking
 Water dripping
 Inclined thickness
 Foam
 Bump
 Weak spot and scratch
 Dirt, stain, grease in edge oil
 Weak nipple
 Improper vulcanizing
 Visible hole

20 samples are tested for electrical resistance and 10 are tested for dimension. Thus tested lots are sent to the
Quality Control Department for further testing. These are then sent to the Inspection Department, and from
there to packing section.

FULL PRODUCT QUALITY ASSURANCE

In this section various tests are conducted to measure strength of the condoms, presence of holes, etc.
Different types tests conducted in these sections are
 Burst Volume / Burst Pressure Test
 Water Leakage Test
 Package Integrity Test
 Lubricant Quantity Test
In this test the condoms are subjected to pressure. The pressure and volume will determined in advance
normally the pressure is chosen as 1 kilo Pascal and volume is 18.51 for53 mm and 14.81 for 49 mm
condoms. If more than 8 pieces of 310 samples are failed in this test, then the batch will be discarded.

Water Leakage Test:


In this test, condoms are partially filled with water from circulation tank. These are mainly two types of
water leakage test,
 Hang and Squeeze Method
 Hang and Roll method

Integrity Testing:
This test is done to ensure packing quality. In this testing about 3 condoms from one batch are taken.

JIS Testing:
This is called Japan Integration Standard test. This is wisely efficient test for standing out the presence of
any pin holes. The testing is conducted once in every 45 minutes.
Lubricant Testing:
Each condom should contain minimum 200mg of lubricant, if the oil content is less than prescribed amount,
then the whole lot will be rejected

ELECTRONIC TESTING DEPARTMENT

The half products are sending to inspection department, where 100% electronic testing is done. The
condoms had been tested for pinholes using electronic pinhole testing machine. The process follows manual,
electrical and mechanical device. There are two types of pinhole testing machines:
 Wet-type
 Dry-type
The wet type machine is used to remove the powder, which fills the small holes in the condoms, detects any
hole in the condoms, and makes the condom clean and dry the condom by passing it through a heating
chamber. The dry machine consists of a carbon-rubber mechanism, which is provided with a high voltage
which separates had condoms from the good ones. In this test, the condoms are wrapped on steel moulds and
passed through a carbon brush which has charged by electric voltage up to 1600 volts. When the mould
passed through the brushes, any pinhole on the condom can be detected. The good condoms are sending to
the packing department.

PACKING DEPARTMENT

Packaging is a process by which it designs and produces the container and wrapper for a product. It is done
to protect the contents in transit, storage and in-use. In the packing section, the condoms are arrange in the
automatic machine manually, where rolled naked condoms are input. Condoms are packed with the help of
semi-automatic machines.

There are two kinds of packing methods which differentiates the condoms:
 Squeeze packing
 Square packing

Squeeze packing:
Here, less lubricating oil is used (250 mg per piece) compared to square packing. This consumes only less
foil. The expiry period is four years and is sold in domestic market.

Square packing:
This contains more lubricating oil (400 mg per piece) and more foil. Expiry quality condoms are packed in
this method.

To maintain high quality products providing to society, HLL Life care Limited has a material testing lab
which checks the quality of raw materials supplied to the company. This section keeps a constant watch over
the inputs and reports its findings to the concerned departments. This section also entrusted with the design
and art work of packages and cartoons and ensures that all displayed as per statutory requirements.

HLL Life care Limited gives more importance to Research and Development department. As the company is
in contraceptive and healthcare industry, which is highly consumer sensitive industry, more care has to be
given to research and development activities. During the yearthe company proposes direct investment to
strengthen its R&D.

PURCHASE DEPARTMENT
The purchase department is concerned with the purchase of any material required for the smooth working of
the company - right from stationery needed for the office to raw materials or machines needed for the plant.
The major decisions concerned with the purchase department are regarding the purchase of materials
required for the plant.
At first market demand is assessed or projected. The proposal comes to the purchase department. They
decide on whether to make it or buy. Along with production plan, material requirement plan also takes place.
Purchase department contacts marketing department and arrive at consensus regarding production and bill of
materials are made.
Tenders are invited thereafter. Depending on the value of indent, the type of tender is decided. In an open
tender, bid system- technical or commercial/ price bid, is followed.
The raw materials are procured in the following ways:

Production, Planning and Control (PPC) prepares production schedule to meet the overall objectives in
terms of quantity, quality and delivery of products. The functions of PPC are as follows.
 Interact with departments of production, quality control, MPC, Sales, Stores, marketing etc for the effective
achievements of organizational growth.
 Preparation of monthly schedule and is forwarded to concern departments.

MATERIAL PLANNING & CONTROL

The department mainly deals with the procurement of materials for the production. They plan raw materials,
chemical and packing materials for production and control the inventory to keep optimum stock and avoid
stock.

Functions of MPC department are the following:


 Preparation of annual budget for production and packing materials based on sales plan/marketing
plan/production and packing plan.
 Tendering indents are raised to facilitate purchase department to obtain the rates and identify vendors.
 Daily monitoring and review of materials stock position and advising purchase department to ensure supply.
 Advises/indents are given subsequently with schedule of supply according to the indication from PPC
regarding production, packing and marketing programme considering the approved norm, present stock/FG
stock as order quantity if any.

 Transfer of materials to other units of HLL.


 Arranging printing on foil/carton in stock if any and arranging consignee address stickers.
 Scrutinizing all types of indent.
 Dealing with SMO supplied products.
 Dealing with CD/Artwork/Positive/Progressive proof /Printing matter etc regarding packing materials.
 Dealing with transfer/rubber board/sales tax office regarding transfer of materials.
 Control of consumer supplied material.

Finance Department of HLL is a diversified one which performs some of the prominent functions like:-
 Working Capital Management
 Foreign Exchange Management
 Licensing
 Preparation of Reports

The financial statement of the company is prepared and complied according to the Company’s (1956) Act
every year. HLL life care Ltd. is a Government company and hence there is so private investment by
outsiders. Its shares are not listed in stock exchanges and they are held by the Government Income Tax
provisions especially meant for Government companies are applicable in the case of HLL too. Investment
decisions are also made with Government approval only. Finance Department also deals with payroll
accounting (salary payment) MIS, Financing new projects and the allotment of funds to various dependants
according to requirements etc.

The finished goods are stored in the depot. Sales department deals with supply of product to government of
India. Dispatch of branded condoms for domestic sales and exports as per detailed advice from HLL’s
marketing departments arranged by sales department. The territory officers canvas orders, then intimate in
region head, then to the sales department. Sales department plays a pivotal role in HLL. There is a good co-
ordination between production and sales departments.

EMPLOYEE WELFARE MEASURES


In the case of HLL Life care ltd, they had offered many employee welfare schemes that is provided to both
salaried staffs and daily paid workers.

1. Provident Fund (PF) Scheme


PF will be deducted from all the employees@ 12% of basic wages (ie) Basic pay and DA per month.
2. Employee State Insurance (ESI) Scheme
Under this scheme, 1 3/4 % from the total wages of workers and 4 3/4% from other employees are taken as
insurance. For availing its benefits employees have to visit E.S.I dispensaries at respective places.
3 HLL Welfare Fund
For this scheme, Rs.2 is collected from the wages and salaries of all employees of the organization.
4 HLL workers relief and welfare fund.
Re. 1 is collected from all employees’ wages and salaries for this scheme.
1. Bonus
Usually the organization provides 21 1/2% bonus to factory Workers. Employees are also eligible for bonus.
The bonus to employees is usually provided in a way of 3 months and 7 days salary which is fixed by HLL
Relations Committee (HLRC). 2010.
2 .Canteen
Company provides canteen facilities to all employees. It is not fully subsidizes. It provides breakfast, lunch,
dinner, and break time tea @Rs.70/- per Day. Canteen is based on basis of annual contract

3. Safety of employees
 Fencing of machinery: All dangerous and moving parts of machinery are securely fenced. Screws, bolts,
and teeth are completely encased to prevent danger.
 Work on or near machinery in motion: only a specially trained adult male worker did Lubrication or other
adjusting operation on moving machinery.
 Employment of young person on dangerous machines: No young person allowed working on any dangerous
machine (so prescribed by the state government) unless he is sufficiently trained or is working under the
supervision of knowledgeable person.
 Device for cutting off power: Suitable device for cutting of power in emergencies are provided.
4. Employee insurance
Employees are insured under the Employee’s State Insurance scheme (ESI).ESI is a self-financing social
security and health insurance scheme for Indian workers. For all regular employees earning less than 15,000
per month salary, the employer contributes 4.75 percentages and employee contributes 1.75 percentages,
total share 6.5 percentages
5. Recreation club:
A recreation club for all employees provides all facilities for arts and sports. In every year, there was an
annual program. Program includes entertainment programs, athletics, parties etc…

This department provides the resulting service and support for hardware, networking and security services
required for the company. The support includes the development/maintenance of various software services
like eIMIS, Intranet site mailing service, Website etc. The elMIS is a software application developed for the
organization having modules for production, Purchase, Store, Sales, Marketing, and Engineering, finance
and personnel. The software used at present is SAP software.

The main function of the project department is implementation of projects. Top management takes the
decisions about the projects. There is a project team that consists of four or five experts and has a team
leader. They make project studies and its evaluation feasible. Cost benefit analysis and break even analysis
are also done. They consider the project in terms of profit, it’s payback period, annual returns, incoming and
outgoing cash flow. The project which gives returns within four or five years is considered as feasible and is
accepted. For this the internal Store Purchase Committee approval and administrative section is needed. If
the projects of above fifty lakhs the Board of Directors’ approval the next step is the implementation of
project. Planning, scheduling and following up (monitoring and controlling) of project is done till the
completion of the project. Implementation process has different steps, tendering, preparing proposals,
comparison and negotiation.
ENGINEERING DEPARTMENT

The main functions of engineering department are:

1. Maintenance of plant and machinery.


2. Utility generation and distribution.
3. Inspection of incoming Engineering materials.
4. Calibration of measuring and testing equipments.

The engineering department is functionally divided into the following sections.

Mechanical section
Primary functions of mechanical section are maintenance of plant and machinery. Inspection of all
incoming mechanical materials, spares& equipment’s. Modification,
New installation technology up gradation and continues improvement of equipments and machinery.
Purpose of maintenance
The purpose of maintenance is to keep production and testing machinery, service equipmentsetc in good
conditions.

Types of Maintenance
 Preventative maintenance
 Corrective maintenance.

Preventative maintenance is carried out to prevent failure before it develops in to a breakdown like
lubrication, planned overhauls, regular cleaning and adjustments.
Corrective maintenance is to correct the failure of fault and further divide into planned and unplanned.
Electrical section
Electrical section plays a vital role in the service section regarding the power receiving and Distribution
system and keeps the plant and machinery in satisfactory condition as per set standards by management
Primary functions of electrical section is

a) Power receiving and distribution

d) Winding and overhauling of motors
e) Inspection of incoming electrical materials

Instrumentation Section
The main objective of this section is to maintain the plant and machinery in good condition for continuous
production. The main activities of this section are

 Calibration of test and measuring equipment as per ISO standard.
 Breakdown maintenance of instrumentation system
 Periodic, Preventative and scheduled maintenance of the system.
 Inspection of the moving materials
 Training for instrument technicians.

SAFETY AND ENVIRONMENT DEPARTMENT

This department maintains high standard of employee participation schemes .Safety and environment
committee voluntary association, quality circles welfare societies , cultural clubs etc. are just a few of them .
The recent scheme is safety forum for environment .By realising the benefits of the scheme , southern
Kerala action centre for National Safety Council is now developing a training program under the title ‘Safety
Environment Forum’(SAFE Forum)
