A RESOLUTION URGING ALL MEMBERS OF THE VICE MAYOR’S LEAGUE OF THE


PHILIPPINES – PAMPANGA CHAPTER TO ALLOCATE FUNDS TO SUPPORT THE
GOVERNMENT IN IMPLEMENTING PREVENTIVE MEASURES TO COMBAT CORONA
VIRUS DISEASE 2019 (COVID-19)

WHEREAS, President Rodrigo Roa Duterte issued Proclamation No. 922, dated March 08 ,2020,
declaring a State of Public Health Emergency throughout the entire Philippines;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Disease
issued Resolution No. 11, Series of 2020 dated March 12, 2020 confirming the local transmission
of COVID-19 in the country and raising the Code Red on public health event to Code Red
Sublevel II;

WHEREAS, on March 16, 2020, the Office of the President of the Philippines issued a
Memorandum from the Executive Secretary placing all regions in Luzon under Enhanced Community
Quarantine effective on March 17, 2020 and expiring on 12:00 a.m. of April 13, 2020;

WHEREAS, the Enhanced Community Quarantine caused severe disruption in the economic
activities all over the country and greatly affected the means of livelihood and subsistence of low-
income households;

WHEREAS, the Vice Mayor’s League of the Philippines – Pampanga Chapter is an


organization mandated by the Local Government Code of 1991 to assist the National
Government in the formulation and implementation of policies, programs and projects affecting
the cities/municipalities as a whole;

WHEREAS, the Public Health Emergency is a high time for the Vice Mayor’s League of the
Philippines – Pampanga Chapter to discharge its function to support the Government in
addressing the crisis brought about by COVID-19;

WHEREAS, a fund-raising project or activity is necessary to augment the resources of the Local
Government Units in Pampanga to better prevent the spread of COVID-19;

WHEREAS, it is provided in Section 510 of the Local Government Code of 1991 that the league
may derive funds from contribution of individual league or federation members or from
fund-raising projects or activities;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, to urge all members of the


VMLP – Pampanga Chapter to allocate funds to support programs and projects of different LGUs
in addressing COVID-19;

RESOLVED FURTHER, that copies of this resolution be furnished to all concerned for their
information.
