MINUTES OF THE REGULAR SESSION OF THE BARANGAY COUNCIL OF TINUBDAN, SAN FERNANDO, CEBU HELD AT THE BARANGAY
SESSION HALL ON MARCH 7, 2021 AT 2:00 O’CLOCK IN THE AFTERNOON.

WHEREAS, submitted to the body for consideration the following resolution to wit;
“RESOLUTION TO CONDUCT A BARANGAY ASSEMBLY ON MARCH 21, 2021 AT 2:00 O’CLOCK IN THE AFTERNOON
AT THE PLAZA OF BARANGAY HALL OF TINUBDAN, SAN FERNANDO, CEBU”
WHEREAS, pursuant to the provisions under Republic Act (R.A.) 7160 otherwise known as the local Government Code of
1991 of the Department of the Interior and Local Government (DILG) that every Barangay shall encouraged to conduct a Barangay
Assembly in the month of March with the theme “ BarangaYYan: Barangay at Mamamayan, Sama-sama at Mag-kaisa Upang Labanan
ang Pandemya Tungo sa Isang Ligtas, Maayos at Maunlad na Pamayanan”,, however, the department reiterates the reminders to all
barangays that the Circular is issued based on the existing IATF guidelines;
WHEREAS, the “AGENDA” of the said Barangay Assembly is to inform about the achievements and accomplishments within
his term planned projects for the improvement of the barangay as well as informing the ongoing and future plans to be fulfilled
during his term;
WHEREAS, after series of deliberation;
THEREFORE, on motion of Hon. Melitona Alicaway duly seconded in mass;
RESOLVED, as it is hereby resolved to request, to conduct a Barangay Assembly on March 21, 2021 at 2:00 o’clock in the
Afternoon at the Plaza of barangay Hall of Tinubdan, San Fernando, Cebu.

Resolution No. 28
WHEREAS, submitted to the body for consideration the following resolution to wit;
“RESOLUTION TO REALIGN THE AMOUNT OF PHP 50,000.00 FROM PROVINCIAL FUNDS THRU
PROVINCIAL GOVERNOR HON. GWENDOLYN F. GARCIA ALLOCATED FOR THE SOCIO CULTURAL
ACTIVITIES DATED FEBRUARY 3, 2021 TO PURCHASE A PROJECTOR SET AND HANDHELD RADIO”
WHEREAS, the barangay is in need of the said gadget for the use of barangay activities;
WHEREAS, the barangay has no available funds;
WHEREAS, after series of deliberation;
THEREFORE, on motion of Hon. Melitona P. Alicaway duly seconded in mass;
RESOLVED, as it is hereby resolved, to realign the amount of Php 50,000.00 from Provincial funds Provincial Governor Hon.
Gwendolyn F. Garcia allocated for the Socio Cultural Activities dated February 3, 2021 to purchase a projector set and handheld
radio;

Resolution No. 29
Executive Order No. 3
“ORGANIZATION OF THE STRUCTURE FOR THE MONITORING MECHANISM IN THE IMPLEMENTATION OF
BARANGAY DRUG CLEARING PROGRAM”
WHEREAS, Section (3) (A) of Dangerous Drug Board Regulation No. 2, series of 2016 mandates the whole process of
voluntary surrender to authorities shall be documented by the Duty Officer (DO) of the Barangay where the individual surrendered;
WHEREAS, Section (6) (A) (3) of Dangerous Drug Board Regulation No. 3 series of 2017 provides for the bases in the
organization of House Cluster Leaders in each barangay;
WHEREAS, Section (A) (7) of Dangerous Drug Board Regulation No. 3 series of 2017 further provides for the establishment
of Rehabilitation Referral Desk in the barangay to endorse Drug Dependents to the duly authorized representative of DDB pursuant
to Article III of RA 9165 and other pertinent issuance of the Board;
RESOLVED FURTHER, I DIOSCORO B. PACQUIAO JR. , Punong Barangay of Tinubdan, San Fernando, Cebu by virtue of the
powers vested in me do hereby organize the mechanism structure in the implementation of Barangay Drug Clearing Program.
SECTION 1. ESTABLISHMENT OF BARANGAY REFFERAL REHABILITATION DESK
A. Designation of the Barangay Duty Officer
I hereby designate Mr. Marvin P. Pacquiao as Barangay Duty Officer.
B. Roles and Responsibilities
1. Man the Rehabilitation Referral desk
2. Conduct an interview to solicit personal information from the surrenderer
3. Immediately inform the Punong Barangay in case the surrenderer is included in the target list, wanted list personalities of Law
enforcement agencies, such as but not limited to PDEA, PNP, and NBI, or has any other pending criminal case;
4. Refer or endorse drug dependents to Municipal Anti-Drug Abused Council (MADAC) for screening using the Alcohol, smoking and
Substance involvement Screening Test (ASSIST)
5. Log and maintain a record book containing all personal information of surrenderers;
6. Ensure confidentiality of all information of surrenderer;
7. Monitor progress of surrenderers; and
8. Perform other duties and functions as may be deemed necessary;

B. Roles and Responsibilities
1. Attend BADAC meetings, upon instruction of the Punong Barangay.
2. Maintain or prepare a list of individuals or residents in every household within the assigned cluster.
3. Immediately inform or report to the Punong Barangay/ BADAC Chairman of any incident or event that transpired within the
cluster involving illegal personalities and/or activities; and
4. Perform other functions as may be assigned by the BADAC Chairman.

Executive Order No. 4
WHEREAS, submitted to the body for consideration the following resolution to wit;
“REVITALIZATION OF THE BARANGAY ANTI DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE IN DRUG
CLLEARING OPERATION”
WHEREAS, the rampant drug related incidents lingered in our community despite in the comprehensive efforts of the PNP
and other law enforcement government agencies;
WHEREAS, collaborating in illegal drug activities triggers various effects such as self-destruction and committing heinous
crimes that are monthly linked to drug related cases;
WHEREAS, the presence of illegal drugs is deemed to threaten the peace and order in our communities nationwide and thus
the barangay is categorized as the first line of defense for the campaign against illegal drugs, should lead to combat in drug clearing
operation;
NOW THEREFORE, I DIOSCORO B. PACQUIAO JR., Punong Barangay of Tinubdan, San Fernando, Cebu, by virtue vested in me
by law and the constitution, do hereby order revitalization of the Barangay Anti- Drug Abuse Council (BADAC) and their role in drug
clearing operation of Barangay Tinubdan, San Fernando, Cebu;
Section 1. The Barangay Anti-Drug Abuse Council (BADAC) will be composed of the following:

B. POWER AND FUNCTIONS
1. Conduct regular meeting at least once a month and call for a special meeting whenever necessary;
2. Plan strategize, implement and evaluation programs and projects on drug abuse prevention in the barangay;
3. Organize BADAC Auxiliary Team to compose the ideal number of 25 members per 2,000 population of the barangay
representing streets, purok or sitios;
4. Orient BADAC Auxiliary Team of their role and functions and in formulating plan of action to address the problem;
5. Equip Barangay Tanod and BADAC Auxiliary Team on their role and function in the campaign against street level illegal
drug trade through seminar or training;
6. Coordinate and collaborate with other institutions implementing programs and projects on drug abuse prevention at
the barangay level;
7. Continuously gather and update data on all drug related incidents and its effect on the peace and order situation in the
barangay including listing of suspected drug users and pushers;
8. Submit a monthly report to the Municipal Anti-Drug Abuse Council copy furnished the DILG, Municipal Field Officer;
9. Refer suspected drug users to the MADAC and other institutions for corresponding counselling and/ or rehabilitations
10. Conduct an information Education Campaign (IEC) on illegal drug demand reduction;
11. Monitor disposition and progress of drug related cases filed and;
12. Performs other related function.

b. Roles and Responsibilities
1. Coordinate and collaborate with other institutions in the barangay. If any (i.e. Barangay Peace Action Team (BPAT),
etc.) in implementing programs and projects on anti-illegal drugs abuse;
2. Conduct consultative meeting with organizations in the barangay, such as the Parents Teacher Community
Association (PTCA), youth groups, Boys and Girls Scout, Religious Organization, Senior Citizens, Neighborhood
Association, Purok and MODA and other organizations existing in the community to get their commitment to assist
in curbing the drug menace in the community;
3. Strengthen the linkages of the Barangay Officials with the community, higher LGU’s, local Police and PDEA on anti-
drugs campaign;
4. Strengthen the family by promoting values, parental care and guidance that will prevent children from attempting
to and/or use of prohibited drugs;
5. Conduct necessary seminars for the community on the dangers of illegal drugs in the coordination with the PNP;
6. Empower the community in reporting drug related cases through an award/ commendation system; and
7. Identify and implement sustainable livelihood projects as a reintegration program to former drug pusher and drug
addicts.
Section 3 EFFECTIVITY.
This executive order shall take effect immediately.

WHEREAS, submitted to the body for consideration the following resolution to wit;
“REQUESTING PROVINCIAL GOVERNOR HON. GWENDOLYN F. GARCIA TO BORROW HEAVY EQUIPMENT
(BACKHOE, ECT.) FOR BENCHING THE HILLY PORTION OF PROVINCIAL ROADSIDE AT SITIO PALAO,
TINUBDAN, SAN FERNANDO, CEBU”
WHEREAS, the said Provincial road is very prone to landslide;
WHEREAS, after series of deliberation;
THEREFORE, on motion of Hon. Medardo T. Alicaway duly seconded in mass;
RESOLVED, as it is hereby resolved, to request Provincial Governor Hon. Gwendolyn F. Garcia to Borrow heavy equipment
(backhoe, ect.) for benching ther hilly portion of Provincial Roadside at Sitio Palao, Tinubdan, San Fernando, Cebu;
