Claim of fact is a statement about how things were in the past, how they are in the present, or how they will be
in the future. A fact claim is not a fact; it only claims to be a fact. What makes it arguable is that the speaker
has no direct way of establishing the truth of the claim.
For example, “The Earth is round.” We can say that the Earth is round but we should provide proofs that are in
favor of the claim, showing that the claim is probably true.
“Here are other examples of claims of fact.”
⮚ Cancer is a common disease but it is not contagious.
⮚ Obesity can cause heart disease.
⮚ The Philippine Eagle is a critically endangered species.

           Sub-competencies/Sub-tasks:

                 2. Differentiate claim of policy and value from claim of fact
I. What Should You Know
The second type of claim is the claim of policy. Claim of Policy Is a statement regarding the merits of a
course of action. What makes it arguable is that, even though people may not be totally certain about the proper
course of action to take, they still must act. To argue in defense of a policy claim is to state that, given what we
know now, it’s best to act in the manner proposed.
In making claim of policy, you should always include the keywords “should”, “ought to”, or “must”. The
use of these modals in sentences suggests that we must do our obligation in a certain situation.
For example, the increasing number of our population is one of the problems that we have today. This leads
to food shortage, decline of sanitation, and pollution problems.
What do you think is the solution to this problem? Your answer will be an example of claim of policy
because you are promoting action for a problem that needs solution. What is your answer?
Climate change is also a problem that we have to solve. What Is you suggested solution to solve this
problem?
Drugs, poverty, and unemployment are also the problems that we have today. What are your suggested
solutions to these?
Here are the other examples of claim of policy.
⮚ Children in poor families should receive medical and educational support.
⮚ Parents should motivate their children to continue learning even if they are at home.
⮚ A dress code should be introduced for all public high school students.
⮚ Texting while driving should be an offense punishable by jail time.
⮚ People must respect and accept differences to avoid having misunderstanding with others.
The third type of claim is the claim of value. A claim of value makes a judgment.
     It is supported by data
In a claim of value, one expresses their approval or disapproval
They prove that an action, belief or condition is right or wrong, good or bad, beautiful or ugly,
worthwhile or undesirable.”
“For example, Mercy killing is immoral. This sentence expresses undesirable action that’s why it is an
example claim of value.”
“Another example, Baguio is a better place to go for summer vacation than Tagaytay. This sentence proves
that this belief is right.”
“Another example, Romance novels are more interesting to read than science fiction. The sentence shows
the goodness of something that’s why it is considered as a claim of value.”
    “Here are the other examples.”
⮚ Cheating in sports is wrong.
⮚ Illegal immigrants are ruining the American economy.
⮚ Cheating men are undesirable to women.
⮚ Dogs are the best pet.
