MESSAGE FROM THE PUNONG BARANGAY
The implementation of the Mandanas Ruling provided for the full devolution of
certain functions of the national government to the local governments, giving a more
responsive and accountable local government structure instituted through a system
of decentralization. All levels of Local Government Units – Provincial, City,
Municipality, and Barangay – are primarily and ultimately responsible and
accountable for the provision of all basic services and facilities enumerated in
Section 17 of the Local Government Code of 1991.
To support the transition to full devolution under Executive Order No. 138, the
Barangay, through the Devolution Transition Committee has successfully crafted the
Devolution Transition Plan. This plan shall serve as a road map to ensure strategic
perspective, systematic, and coherent actions towards full assumption of devolved
functions and services starting in FY 2022. This has been formulated by the
Devolution Transition Committee composed of members of the Barangay Council as
well as representatives from various sectors in the community to ensure participation
of the people. It was carefully crafted, fostering alignment, harmonization, and
complementation of priorities to that of the Municipal Devolution Transition Plan.
It is my fervent hope that through this plan, the barangay will be able to
perform its roles and functions that will ensure the delivery of the devolved basic
services to the people. Being at the forefront of local development, it is our earnest
goal to address the needs of the constituents and provide a better quality of life in
the community as a whole.
