You will need some reasonable understanding of crocheting terms because I'm not able to provide any additional help.
You're on your own here!
small amounts of different coloured yarn, fluffy material for beard.
Needed
Appropriate crochet hook for yarn (the thicker the yarn and larger the hook, the bigger the gnome). Fiberfill.
Stitches magic circle, sc (=single crochet), sl (=slip stitch), inc (=increase, 2 sc in 1 stitch), 2tog (=crochet 2 together)
HAT
1 magic circle with 4 sc (4) 25 (inc 1, 6 sc) 3x (24)
2-3 1 sc in each st (4) 26-27 1 sc in each st (24)
4 (inc 1, 1 sc) 2x (6) 28 (inc 1, 7 sc) 3x (27)
5-6 1 sc in each st (6) 29-30 1 sc in each st (27)
7 (inc 1, 2 sc) 2x (8) 31 (inc 1, 8 sc) 3x (30)
8-9 1 sc in each st (8) 32-33 1 sc in each st (30)
10 (inc 1, 3 sc) 2x (10) 34 with larger hook sl in each stitch (30). Cut yarn.
11-12 1 sc in each st (10)
13 (inc 1, 4 sc) 2x (12)
14-15 1 sc in each st (12)

BODY

3 (inc 1, 1 sc) 6x (18) Cut yarn and weave through stitches to close hole
4 (inc 1, 2 sc) 6x (24)
5 (inc 1, 3 sc) 6x (30)
6 (inc 1, 4 sc) 6x (36)
7-10 1 sc in each st (36)
11 (2tog, 4 sc) 6x (30)
12 1 sc in each st (30)

NOSE

Cut yarn and weave through stitches to close hole

ARMS (2x)
1 white, magic circle with 4 sc (4)
2 inc 1 4x (8)
3 1 sc in each st (8)
4 (2tog, 2 sc) 2x (6). Change colour.
5-9 1 sc in each st (6). Cut yarn

LEGS (2x)
1 main colour, magic circle with 6 sc (6)
2 inc 1 6x (12)
3 (inc 1, 1 sc) 6x (18)
4 1 sc in each st (18)
5 6 sc, 2tog 3x, 6 sc (15)
6 4 sc , 2tog 3x, 5 sc (12)
7 2 sc, 2 tog 4x, 2 sc (8). Stuff foot with fiberfill.
8 1 sc in each st (8). Change colour.
9-33 main colour, magic circle with 6 sc (6)
FINISHING
Sew the arms and legs on the body.
Sew the nose on the body and sew or glue the fluffy beard yarn around the nose. Sew the hat on the top.
