Target

Social science as a discipline came about as a result of the need to


understand the society that is evolving to be ever more complex and multifaceted.

Social science is different from natural science and humanities because its
primary interest lies in predicting and explaining human behaviour. Natural
science, on the other hand, aims to predict all natural phenomena and its studies
are based on experimentally controlled conditions or material entities. Humanism
seeks to understand human reactions to events and the meaning humans impose
on experience.

The social work professionals and practitioners are aware that their
profession is based on the principles of human rights and social justice that serve
to empower individuals, groups, and communities to develop their full potential
and well-being. The focus of intervention in social work is the relationship between
the individual and their immediate and wider social environment. Particular
emphasis is placed on meeting the needs of vulnerable and marginalized
individuals and groups (Social Workers Registration Board 2004).

In your previous lesson, you are done with the principles and core values of
social workers.

This learning material will provide information about the various roles and
functions as well as the competencies of social workers.

Social work, like other applied sciences, may help individuals cope with
anxiety, stress, or depression, but it goes further to help the client to gain access to
other community resources and support or empowering services that may be state
run or privately operated.

Roles of Social Workers

Generally, the roles of social workers are interwoven with functions, but
DuBois and Miley (2008) have provided elements that can be distinctively viewed as
roles rather than functions.

client.

Competencies of Social Work

These are the personal qualities and necessary skills needed by the
profession to perform their various roles and skills.

mandates to live by its values. It is the responsibilities that cover those that
pertain to the dispensation of its basic functions, roles, professional
standards, and adhere to its local and international codes of ethics. Social
work is accountable to the clients, the general public and the society.

The right of social work is partially outlined. Social work foremost


rights include the right to fulfill its professional mandates and to live by its
values.

A social worker must possess the following qualities: active listening,


self-awareness, social perceptiveness coordination, and persuasion. Its
responsibilities cover those that pertain to the dispensation of its basic
functions, roles, professional standards, and adherence to its local and
international codes of ethics. Social work is accountable to the clients,
general public, and the society.

Responsibilities of social workers working within their field of


specialization are to help children, assist those life- threatening problems, or
aid people in overcoming addictions.

It is the responsibility of social workers to protect, and uphold respect


for the inherent worth and dignity of all people as expressed in the United
Nations Universal Declaration of Human Rights (1948) and other related UN
declarations of rights and the conventions derived from those declarations.
Social workers have a responsibility to promote social justice, in relation to
the people with whom they work.

Social workers have a responsibility to apply professional values and


principles set out above their practice. They should act with integrity and

Target

Social work is an educational discipline and practice-based profession which


deals with families, individuals, groups and even communities. Social Workers
commit themselves in promoting and enhancing social change, development,
cohesion and also the empowerment of people and communities. This practice
involves the critical understanding of human development, behavior and also the
social, economic and cultural institutions and interactions.

According to the Republic Act No.4373, “Social work is that the profession
which is primarily concerned with organized welfare work activity aimed to facilitate

Ethical and Unethical behaviors among Practitioners

Social workers have a very crucial role in the society, it is their sworn duty to
protect the well-being of individuals who are in need of their help. Here in the
Philippines, the practice of welfare work is legally mandated and that they are being
guided by the Code of Ethics a bit like the opposite professionals.

The Code of Ethics elaborates the standards of ethics, conducts, and


performance expected to a registered social worker. There are many things that a
Social Worker needs to consider; respect for the inherent dignity and worth of
individuals, the pursuit of social justice, integrity of professional practice,
confidentiality in professional practice, and competence in professional practice.

Critical to any code of ethics is explicit provisions of ethical principle and


ethical standards and should come into specific enforceable guidelines for
professional conduct in details that might provide objective professional judgment
and make it easier to spot the particular violations after they occur.

Ethical Principles

Here are samples of ethical principle and ethical standards were adapted
from the Code of Ethics of the National Association of Social Workers. These
are broad ethical principles are supported social work's core values of service,
social justice, dignity and value of the person, importance of human relationships,
integrity, and competence. These principles set forth ideals to which all social
workers should follow.

Value: Service

Ethical Principle: Social workers' primary goal is to help people in need and to
address social problems.

Social workers elevate service to others above self-interest. Social workers


draw on their knowledge, values, and skills to help people in need and to address
social problems. Social workers are encouraged to volunteer some portion of their
professional skills with no expectation of significant financial return (pro bono
service).

Value: Social Justice

Ethical Principle: Social workers challenge social injustice.

Social workers pursue social change, particularly with and on behalf of


vulnerable and oppressed individuals and groups of people. Social workers' social
change efforts are focused primarily on issues of poverty, unemployment,
discrimination, and other forms of social injustice. These activities seek to promote

sensitivity to and knowledge about oppression and cultural and ethnic diversity.
Social workers strive to ensure access to needed information, services, and
resources; equality of opportunity; and meaningful participation in decision making
for all people.

Value: Dignity and Worth of the Person

Ethical Principle: Social workers respect the inherent dignity and worth of the
person.

Social workers treat each person in a caring and respectful fashion, mindful
of individual differences and cultural and ethnic diversity. Social workers promote
clients' socially responsible self-determination. Social workers seek to enhance
clients' capacity and opportunity to change and to address their own needs. Social
workers are cognizant of their dual responsibility to clients and to the broader
society. They seek to resolve conflicts between clients' interests and the broader
society's interests in a socially responsible manner consistent with the values,
ethical principles, and ethical standards of the profession.

Value: Importance of Human Relationships

Ethical Principle: Social workers recognize the central importance of human


relationships.

Social workers understand that relationships between and among people are
an important vehicle for change. Social workers engage people as partners in the
helping process. Social workers seek to strengthen relationships among people in a
purposeful effort to promote, restore, maintain, and enhance the well-being of
individuals, families, social groups, organizations, and communities.

Value: Integrity

Ethical Principle: Social workers behave in a trustworthy manner.

Social workers are continually aware of the profession's mission, values,


ethical principles, and ethical standards and practice in a manner consistent with
them. Social workers act honestly and responsibly and promote ethical practices on
the part of the organization with which they are affiliated.

Value: Competence

Ethical Principle: Social workers practice within their areas of competence and
develop and enhance their professional expertise.

Social workers continually strive to increase their professional knowledge


and skills and to apply them in practice. Social workers should aspire to contribute
to the knowledge base of the profession.

Ethical Standards
The following ethical standards are relevant to the professional activities of
all social workers. These standards concern (1) to clients, (2) to colleagues, (3) in
practice settings, (4) as professionals, (5) to the social work profession, and (6) to
the broader society.

Guidelines for the Professional Conduct

The following guidelines for professional conduct reflect the spirit of a code
of ethics. It consists the ethical specifics in the professional conduct of social
workers culled from the Code of Professional Conduct and Ethics for Social Workers
devised by the Social Workers Registration Board (SWRB) at CORU (2011) and the
Ethics in Social Work Statement of Principles by the International Federation of
Social Workers (IFSW) (2004):

1. Social workers are expected to uphold human rights in their practice.


2. Social workers are expected to respect the rights and dignity of people.
3. Social workers are expected to respect the relationships of people who use
their services.
4. Social workers should promote social justice.
5. Social workers should comply with the laws and regulations governing their
practice.

7. Social workers should demonstrate ethical awareness.
8. Social workers should demonstrate professional accountability.
9. Social workers should act in the best interest of people who use their
service.
10. Social workers should communicate with people who use their services
careers and professionals.
11. Social workers should seek informed consent of the people who use their
services,

Characteristics of Clientele and Audience of Social Work

All people with various social concerns (in terms of being marginalized or
those people who are experiencing social injustice or people whose rights were
violated or disrespected) share characteristic qualities of the clientele and an
audience of social work. The clientele and audience of social work experiences are
being left out or having some personal social problems like loss of job, getting sick
especially becoming terminally ill and all those deserving of social welfare benefits
which includes the following:
Individuals
Groups and Organizations
Communities

Social work is a profession focusing on helping individuals, families, groups


and communities to improve their individual and collective well-being. Social work
does not only limit for people who are old and retired, being employed and having

concerns in that place of work, being in a healthcare facility, home for the elderly,
home for street children, drug rehabilitation center, mental health facility and other
conditions. Minors, migrants, divorced woman, neglected child, sexually, physically
or mentally abused children, and people who are suffering from discrimination of
any kind could be characterized as clientele and audience of social work.

The Individual as Client of Social Work

The individual is the principal client of social work; the efforts of helping are
focused on him/her. According to De Guzman (1992), the person’s inability to
manage stress, which may be a result of a distressful situation or problem caused
him/her to seek professional help.

The social worker’s aim is to facilitate the individual’s social adaptation, to


restore, reshape or reinforce his/her functioning as a social being.
An individual is a biopsychosocial being. It means he/she is made up of three
(3) parts of a subsystem:
Physical – refers to the body;
Psychological – refers to the mind; and
Social – refers to human interaction
These parts affect one another, which is their totality as a system which
determines the persons functioning as a whole.
Social work is more on “client or person- centered” rather than problem
focused, that the person’s mode of adaptation determines whether the problem can
be resolved or alleviated of the difficulty will be removed or reduced.

Three samples of an individual’s mode of adaptation


Fight – means physical or verbal projection of angry feelings to others
especially when encountering difficult circumstances, frustration,
disappointment or even anxiety.
Flight – manifested when the person physically moves away from the
problem like resorting to drugs, alcohol/ substances that will make
one forget the current situation.
Pairing – entails entry into a relationship with another person who is
perceived to be stronger, more stable or who has the capacity to
provide help over his/her problem.

Example of individual clients:


Children who are either abandoned, neglected, orphaned, abused or
exploited;
Children in conflict with the law, street children, children living with
or affected by HIV;
Out-of-school youth;
Socially disadvantage women;
Solo parents;

Persons with disabilities, physically, and mentally challenged
individuals;
Elderly
Indigenous people;
Internally displaced persons
Survivors of natural calamities and disasters, or those affected by
armed conflicts.

Types of individual clients

De Guzman (1992) introduced factors that may affect or influence the
helping relationship between the client and the worker. These factors may interfere
and cause difficulties in the helping relationship and therefore must be dealt with
accordingly. Understanding these factors may help the worker avoid consequences.
These relationship components or factors are:
Transference – the client’s reactions and displacement on the worker of the
particular feelings and attitudes s/he may have experienced earlier in life in
relationship with the members of his/her family such as the father/mother
or significant other. This means that the individual responds to the worker
unconsciously in the way that s/he used to react to that family figure. This
is often associated with some mechanisms such as projection and
identification.
Counter- transference – the worker’s relationship reactions that he/she may
project on the client and usually it is the worker who transfers previously
experienced feelings on the client.
Reality – the realistic and objective perception of existing condition or
situation. It is the state of what is actual, what is, and what is true.

The Group and Organization as a Client of Social Work

Social group as a process is rooted in the sociological concept that a person is a


social being who has the inclination and need to associate with other human
beings. Groups are people existing with similar or common identity. Groups and
organization as clientele and audience of social work can be utilized as a target for
change, as a medium for change, and as an agent for change.

a. As a target for change, members in a group are clients of an agency


who have common problems, needs and concerns that match the
agency’s or worker’s service orientation.
b. As a medium for change, the group is used to facilitate the growth
and development needs of some members of the group (for self-
expression, communication, relationship, developing confidence and
modifying negative attitudes.
c. As an agent for change, the group is used to effect the desired change
needed outside the group.

Below are the philosophies of social groups by Trecker (1965) as cited in


Miclat (1995):
The need for group experience is basic and universal
Group of individuals can be helped to grow and change in personality,
attitudes and values through group experiences.
Persons not only develop in groups, but also through groups.
Groups are dynamic, ever changing and must be accepted by the social
worker at its level of development.

Types of group by Miclat (1995)
Growth group – the dominant goal is the personal growth of the participants
in the group at all levels in their emotional, interpersonal, intellectual and
spiritual phase of their life. Its objectives are: (a) to make people better (b)
develop group trust and in-depth relationship and (c) encourage constructive
changes in both attitudes and feelings on the one hand and behavior and
relationships on the other and (d) to awaken the innate drive in every
individual in the group to develop his/ her potentials.
Treatment group – the goal is to (a) solve the individual’s problems in social
adjustment, (b) uncover deep- seated conflicts, hostilities and depression
and (c) modify or sublimate antisocial behaviors.
Social group – the goal is to provide opportunities for social relationship to
the lonely, friendless and those who have problems in relating to other
persons. The aim of this group is to: (a) form a friendly and congenial
atmosphere, (b) provide program activities that would give greater interaction
among the members through small group discussion, (c) organizes the group
to become agents of change in their community.

The Community as Client of Social Work

The community has the largest share in the clientele and audience of social
work because individuals and families are essentially members of the community.
A community may exist as a marginalized sector, and in which case, social work
services may gear toward their freedom and empowerment.

Arlene Johnson as cited in Miclat (1995) defined community as a group of


people gathered together in a geographic area, large or small, who have common
interests, actual or potentially recognized in the social welfare field.

Two concepts of community as a social system


Geographic Community – refers to the people in a specific geographic area
like village, barangay, sitio, district, municipality, city, province, region,
region or the world.
Functional Community – is composed of the people who hold common
values, share common functions or express some common interest such as
education, health, livelihood, labor, welfare or recreation.
Example: the professional community, the fisher folk community, the
banking community

The philosophy of community organization is the acceptance of the right of


the community to decide what it wants rather than having the organizer’s views
imposed upon it, belief on the capacity of the people to find richer and more
satisfying ways of living.

The following are the focus of community organization:
Removal of blocks to growth
The release of potentialities in the individual, group and communities
as a whole.
The development of the capacity of indigenous leaders to lead, to
manage, and function in their assigned social roles in the
community;
Developing the ability of the different sectors in the community to
function as an integrated whole;
Strengthening people’s capacity for problem- solving, decision-
making and cooperation;
The full use of inner/ indigenous resources before tapping external
resources.

The purposes of community organizations include the following:


To solve certain problems and meet needs;
To achieve selected social goals; and
To strengthen the people’s capacity in dealing with their problems,
needs and aspirations.
