  On March 9, 2019 at approximately 1725 hours, I was working Central District, beat 6 (3K6) with my K-9 partner Kita,
  in the City of Richmond. I was driving vehicle #1129, which is a fully marked black and white K-9 patrol vehicle
  equipped with roof mounted red and blue emergency lights. I was wearing a fully marked Richmond Police uniform
  with a silver badge that reads "Police Officer."
  I responded to the area of 2                 regarding a report of a unwanted person. The reporting party 2
  2       stated her son, Curtis Millis was outside of her residence causing a disturbance. 2       stated Mills had been
  cursing her out and was loitering in front of the residence. 2       stated Mills was last seen wearing a blue and white
  jacket and was a black male approximately 37 years old. Walker stated Mills was intoxicated. Walker did not wanted

  Mills to know she had called RPD. 2       stated on previous occasions Mills had vandalized her residence after she
  called Police. Officers had called 2     prior to our arrival and she provided an update that Mills was last seen inside a
  blue van that was parked in front of the residence.
  Information had been provided that Mills was combative on previous contacts with Police and had previously
  barricaded himself inside the residence on Williams Ave. The previous event resulted in a SWAT and CNT call out for
  Mills. Prior to our arrival RPD dispatch conducted a wants and warrants check on Mills and discovered he had two
  warrants ( Felony No bail 236 PC and a no bail 243 (e)(1)PC).
  At approximately 1740 hours, myself and multiple RPD officers made an approach to the residence in an attempt to
  make contact with Mills. I approached the residence and drove in southbound on Jenkins Way and turned east onto
  Williams Dr. As I approached, the previously mentioned blue van was seen parked along the south curbline of Williams
  Dr facing eastbound in front of 2                . I positioned my patrol vehicle behind the vehicle and activated my
  emergency overhead lights. I retrieved my K-9 partner Kita from the rear driver side door and downed him at the
  driver side door. Myself and multiple RPD officers attempted to conducted a high risk stop on the vehicle. Ofc. Cortez
  made PA announcements into the vehicle.
  The rear windows of the large van were slightly obstructed. I was able to see movement inside the vehicle but was not
  able to identify how many parties were inside the vehicle. A male exited the vehicle from the passenger side. The
  black male appeared to be in his mid 30’s and was wearing a blue jacket. The male fit the description that was
  previously provided by Walker of Mills. I immediately gave a K-9 warning to Mills stating, “If you run I’m going to send
  my dog and he will bite you”.
  Mills acknowledged my K-9 warning and began to challenge me and yelled back, “If you’re going to send the dog, Send
  the dog!” I was not able to see the right hand of Mills and he failed to follow multiple commands to show us both of his
  hands. I yelled for Mills to walk towards me but he refused. I continued to hold my position of cover from the driver’s
  side door of my patrol car. Mills placed his right hand into his pocket and turned his back away from myself and other
  officers. It again appeared Mills was attempting to obtain and object or possibly a weapon from his waistband or
  pocket area.
  Mills slowly walked away from me and toward the front passenger door. Mills had an opportunity to give up and follow
  our commands but he did not. Mills willfully resisted and delayed and obstructed me during the course of attempting
  to conduct my investigation. As Mills approached the front passenger side of the vehicle, a female later identified as
  2              exited the vehicle from the side van door. 2     had positioned herself between RPD officers and Mills.
  My view to Mills was obstructed. I attempted to call 2       towards RPD officers and away from Mills, but she did not
  move.
  I lost sight of Mills and was not sure if he had re-entered the vehicle and attempt to start it and flee. I left my position
  of cover and slowly approached the vehicle in an attempt to rescue 2           from any harm if Mills had potentially also
  went into the vehicle to arm himself with a weapon. As I reached the rear driver side of the vehicle, I heard and Officer
  yell Mills was running toward into the yard. I looked to my right toward 2                 and saw Ofc. Meyer open the
  front metal security gate to the residences driveway and begin to give chase. I saw Mills running along the east side of
  the residence and begin to run south toward the rear fence of the residence where I lost sight of him.
  I immediately began fear for the safety of 2      who was inside the residence. I knew on previous occasions Mills had
  barricaded himself inside the residence which lead to a SWAT call out. I knew it was paramount to take Mills into
  custody prior to him being able to attempt to make entry into 2          residence or any other neighbors residence.

  Fearing Mills would succeed at eluding capture and endanger the pubic, I deployed my K-9. Kita gave chase and caught
  up to Mills just as he went over the fence and into the backyard of the residence. In an attempt to apprehend Mills
  before he could have an opportunity to attempt to force entry into the residence, I picked up Kita and placed him
  over the fence. Kita continued to give chase of Mills. I immediately heard Kita make contact with Mills as he begin to
  scream. I was not sure how far into the backyard Mills had gotten because I had lost sight of him. I felt the fastest way
  to take Mills into custody was to approach the residence through the open side gate on the west side of the
  residence. I ran around to the west side of the residence and yelled to other RPD officers not to enter the rear yard.
  Based on Mills previous gestures into his waistband I still believed he was possibly armed. I took out my pistol and
  slowly made entry into the backyard. As I entered the unlocked western gate, I saw Mills attempting to stand up and
  saw Kita had made contact with his left arm. I gave Mills multiple commands to stop resisting Kita and to lay down
  onto the ground. Mills eventually laid onto the ground in the prone position but continued to agitate Kita.
  I approached the left side of Mills where Kita had made contact. I grabbed Kita by his harness and placed myself in a
  position where I was able to control Mills left hand if needed. I instructed Ofc. Cortez to take control of Mills right
  hand. I called Kita to my side but Mills continued to agitate him. I called Kita to myside again and it appeared he began
  to attempt to release but it appeared his mouth had been caught in Mills' thick jacket. I approached Kita and removed
  him from Mills by using his metal collar. Kita began to release contact with Mills but his grip still appeared to be stuck
  into the thick jacket of Mills. Kita released and Ofc. Cortez placed Mills into handcuffs.
  Ofc. Cortez took custody of Mills. I exited the rear yard and returned Kita to my patrol car. As Mills was being escorted
  to an ambulance, he made a spontaneous statement to me stating if he had a gun on him he would have shot us.
  I made contact with 2      in front of the residence. I asked 2                 to speak to me regarding what occurred and she
  gave me the following information in summary.
  2       stated she was inside the van with her fiancé Mills. 2      stated she had consumed a half a pint of Seagram’s
  alcohol earlier in the day. I asked 2      what time but she stated drinking she could not recall. 2     stated she was
  asleep in the rear of her and Mills’ van and woke up to dogs barking. Mills saw Police emergency lights and heard the
  noise. Mills stated she could not recall hearing my specific K-9 announcements. 2        was intoxicated. I next spoke
  with 2         and she gave me the following information.
  2        had spoken to Ofc. Cortez regarding the incident also. 2           had stated she called RPD because she was in
  fear of Mills erratic behavior. 2         stated she was in her front room watching Mills upon our arrival. 2
  stated she heard me give Mills a K-9 announcement. 2              agreed Mills had an opportunity to give up peacefully
  but failed to do so. I explained to Mills why the K-9 was utilized and advised her I was familiar with Mills’ previous
  contacts with her at the residence 2            stated she did not have any further questions for me.
  Mills was transported via AMR to 3            Ofc. Meyer and Ofc. Cortez followed AMR to the hospital. I responded to
  3        in an attempt to obtain a statement from Mills. Upon my arrival Mills was in a hospital bed placed in the
  hallway. Mills had a strong odor of an alcoholic beverage emitting from his person. I attempted to wake up Mills but
  due to his level of intoxication I was not able to. I attempted to read Mills his Miranda rights but he was not able to
  stay awake. Mills eventually was medically cleared and booked at MDF. Please refer to Ofc. Cortez and Ofc Meyer’s
  supplement for further information.

  On Saturday 03/09/19 I was working on team 5 in beat 2. I was wearing a class C uniform and driving a fully marked
  Richmond patrol vehicle. At approximately 1728 hours, I responded to 2                      to a report of an unwanted
  person. Prior to my arrival, a want and warrants check of S-Curtis Mills, revealed that he had an outstanding felony
  warrant and an outstanding misdemeanor warrant. Officer Agustin advised dispatch and responding officers that Mills
  is known to be violent with police and had recently been involved in a incident that required a SWAT Team call out of a
  barricaded subject where Mills was the suspect.
  Officer Marweg coordinated with responding officers to approach the van (CA Plate: 2              ) from the rear off of
  Jenkins Way. I positioned myself at the north east corner of Jenkins Way and Williams Drive to get a long eye of the
  van. Responding officers moved in on the van from Jenkins Way and Williams Drive. Upon arrival at the residence,
  Officer Cortez gave commands via the PA system of a patrol vehicle for occupants to exit the vehicle. I was positioned
  on the driver side next to Officer Marweg and was unable to see the occupants who exited the passenger side of the
  van. I heard a male voice and a female voice responding to Officers. I heard Officer Khalfan giving commands to the
  occupants of the van. I heard Officer Khalfan give a K9 announcement as the occupants of the vehicle were failing to
  obey commands. I observed a black male, wearing a blue/white jacket and jeans, run away from the passenger side of
  the van into the front yard of the residence at 2                 . I immediately responded to the back side of the
  residence on Harrison Drive where Officer Agustin was positioned. I anticipated Mills to run south bound onto Harrison
  Drive. Radio traffic advised that Mills had been taken into custody and AMR was requested to the scene.

  On 3/9/2019, I was dressed in a full Richmond PD uniform, driving a fully marked Richmond PD patrol vehicle (1110)
  and acting as Officer Cortez’s Training Officer.
  At approximately 1728hrs, I responded to 2                . in the City of Richmond to assist K9 Officer Khalfan who
  had been dispatched to the location for an unwanted subject. Prior to my arrival, Dispatch advised that the unwanted
  subject was Curtis Mills. They continued and stated that Mills currently has two outstanding no-bail arrest warrants.
  Mills is also know to RPD officers as he has been combative with officers in the past.
  Upon arrival, Officers locate the suspect (Curtis Mills) inside of a van parked IFO 2          The van was parked
  on the south curb line of Williams Drive and facing eastbound. Announcements were made via PA system inside of a
  patrol vehicle. The announcements requested that the suspect step out from inside of the vehicle.
  The suspect, as well as a female, then stepped out from inside of the van. They both stepped out from the rear
  passenger side door and onto the south curb line. They stood in between their van and the 3’ cyclone security fence
  surrounding the front yard of 2
  After stepping out and onto the sidewalk, I heard K9 Officer Khalfan begin giving his K9 announcements. After giving
  the K9 announcements, I observed the suspect turn towards the fence and jump over it. The suspect then ran
  southbound on the east side of the residence, towards the backyard. I then immediately ran along the west side of the
  residence, also towards the rear yard. I stood by and did not enter into the rear yard as I did not know if Officer
  Khalfan had sent his K9 partner into the yard.
  Moments later, Officer Khalfan came running to my location from the front of the residence and we both then made
  our way into the backyard. Once in the backyard, I observed that his K9 partner had apprehended the suspect. Officer
  Khalfan then immediately requested someone grab onto and control the suspect’s right arm.
  I therefore requested that my trainee (Officer Cortez) control the suspects arm as Officer Khalfan had requested. I
  observed Officer Cortez control the suspect’s right wrist and right elbow, holding them down to the ground with his
  body weight. After Officer Khalfan removed his K9 partner from the suspect, I observed Officer Cortez place the
  suspect’s right arm behind his back and attempt to handcuff him. I could see that Officer Cortez was struggling due to
  the suspect’s left jacket sleeve interfering with the handcuff. I therefore assisted Officer Cortez and grabbed the
  suspect’s left wrist and pulled up the jacket sleeve. Officer Cortez then placed the suspect in handcuffs without
  incident.
  I then stood by as Officer Cortez searched the suspect’s person and walked him to the rear of our patrol vehicle.
  Officer Cortez and I then contacted the suspect’s mother (RP) who provided Officer Cortez with a statement.

  there were no other occupants inside the van while officers pursued Mills to the rear of the residence. I contacted the

  On 3/9/2019 I was working patrol in the City of Richmond with Officer Meyer. We were assigned to Central District,
  beat 5. Officer Meyer was driving vehicle #1110 which is a fully marked black and white patrol vehicle. It is equipped
  with roof mounted red and blue emergency lights. I was seated in the front passenger seat. I was wearing my Class B
  uniform which consists of City of Richmond Police patches on each shoulder and a silver police officer badge over my
  left chest, identifying myself as a Richmond Police Officer.
  At approximately 1730 hours, I responded to 2               in the City of Richmond to assist Officer Khalfan. He had
  been dispatched to the location for a report of an unwanted person.
  Prior to my arrival, the unwanted person was identified as being (Curtis Mills). Officers were further advised that Mills
  is known to be combative with Officers and currently has 2 outstanding, No Bail arrest warrants, one of which being a
  felony.
  Upon arrival, myself and additional officers approached the van which Mills was supposed to be located inside of. We
  approached the van from the rear in our patrol vehicles and conducted a felony vehicle stop. I utilized the PA system
  inside of Officer Khalfan's vehicle and ordered Mills to step out of the van. I ordered Mills and any additional
  occupants to step out, keeping their hands raised up in the air.
  As Mills stepped out of the vehicle, a female also stepped out from inside. They both stepped out from the passenger
  side of the vehicle and onto the south curb line of Williams Dr. At this point, K9 Officer Khalfan began giving
  announcements and commands to the suspect. The suspect ignored Officer Khalfan's advisements and jumped over a
  3' security fence that separated the south sidewalk and the front yard of 2                   After jumping the fence,
  the suspect fled on foot towards the east side of the residence, running south towards the rear yard.
  Officer Meyer and I therefore ran towards the west side of the residence, believing that Officer Khalfan and his K9
  partner made their way towards the east side, following Mills. Knowing that the K9 may be in the rear yard, I stopped
  at a wooden gate leading into the backyard.
  At that point, Officer Khalfan came running to our side of the residence and made his way into the rear yard. I
  followed behind him into the yard. Once in the rear yard, I observed that Officer Khalfan's K-9 partner had
  apprehended Mills. Officer Khalfan requested I control Mills' right arm, so I approached Mills and held his right wrist
  and elbow down to the ground utilizing a "C Grip." Officer Khalfan shortly after was able to remove his K9 partner
  from Mills so I therefore rotated Mill's right arm behind his back . Once behind his back, I reached over and grabbed his
  left wrist and also placed it behind his back. Mills was then placed into handcuffs (double locked and checked for fit)
  without further incident.
  After placing Mills into handcuffs, I conducted a search of his person for any possible weapons or contraband. My
  search yielded negative results. I then walked with Mills and placed him in the rear of my patrol vehicle while waiting
  for AMR to arrive on scene.

  It was at this point that I then made contact with the PR inside of 2                   . I discovered that the RP was Mills'
  mother 2                   ). I asked her to tell me why it was that she called for police.
  The suspect, Curtis Lee Mills 2          , currently resides with her at 2           . He suffers from
  schizophrenia and knows that he uses methamphetamine. She knows that he has not been taking his psych
  medication recently and has been high on methamphetamine.
  She called for police today because Mills had been pacing frantically back and forth, in and out of the residence. He
  was yelling profanities at her and this made her realize that Mills was most likely intoxicated and under the influence
  of methamphetamine. The pacing and profanities then escalated to Mills throwing items inside of the residence. Mills
  eventually made his way outside where he then began throwing items in the middle of the street from inside of his
  van.
  She feared for her own safety as well as Mills' safety. She feared for her own because her son can become physical by,
  “Tearing up stuff” inside of her residence. She also feared for Mills safety because she felt like someone might try and
  do something harmful to him because of the way he was acting.
  She continued and advised that she knew that he had outstanding arrest warrants and felt that calling PD would be
  the best way to get him help.
  She also stated that she heard the K-9 advisement given by officers. She specifically heard officers state that the K9
  dog would be used if he ran. She heard these advisements from inside of her residence.
  I then followed AMR as they transported Mills to 3                           for treatment. Once medically cleared, I transported the
  suspect to MDF for booking.
  It should be noted that Mills was identified prior to being transported by both his mothers verbal statement and after
  I located him in Aries and Cal-Photo.

  On 3/9/19 at approx. 17:31 hours I was working on Team 5 as the Sergeant assigned to swing shift. I was working in a
  fully marked RPD police car and wearing my full RPD BDU uniform. I was working with my partner, Sgt. Bashan. We
  responded to assist officers with a call of an un wanted person. Responding officers had advised the suspect had
  several active arrest warrants and was flagged as assaultive towards officers.
  As we responded to the area, I went to channel two to inquire about the warrants. Dispatch advised me the suspect
  had a no bail misdemeanor warrant for assault and a felony warrant for 236 / 237 PC. I reviewed the call and saw the
  caller, advised (S) MILLS was a BMA, approx. 37 y/o was high and drunk. The caller said (S) MILLS has a history of mental
  issues and was being verbally aggressive towards her. She stated he was wearing a blue and white jacket and was
  inside a blue van in front of her house. The caller stated she didn’t want (S) MILLS to know she called because he would
  come back in and damage the house.
  While responding, I called the victim to see where the suspect was. Several minutes had passed since she originally
  called. The caller advised me, (S) MILLS was standing in front of the house yelling and standing in the middle of the
  street. She had put him out for being disrespectful but worried his condition would worsen and he would become
  violent or begin destroying her property. She said she last saw him a few minutes before I called and he was in a blue
  van in front of her house. I advised her we were around the corner and would try to contact him. I told her to stay
  inside and lock the doors, to prevent him from getting in the house. I told her we would contact her when we arrived.
  Sgt. Bashan and I, met with Officers Archer, Cortez, Meyer, Khalfan, and Bradley around the corner from the house. We
  discussed the warrants and the call itself. Officers were familiar with (S) MILLS as he has fought with officers before
  and has been arrested on several occasions. At the end of 2017 they cited an incident in which he fled from officers
  and tried to set the callers house on fire. We came up with a plan to contact him in front of the house and take him
  into custody as safely as possible. We determined Officer Khalfan would utilize his canine partner if (S) MILLS decided
  to flee. We did not want to give him an opportunity to hurt the caller or make his way into the house and force
  another barricaded situation.
  We drove up to the house in question, and located the blue van in front of 2                 . as the caller had described.
  We did not see the suspect outside and assumed he was in the van. We initiated a high risk stop utilizing our vehicles
  and PA system to contact the occupants of the van. Announcements were made to exit the van and come out with
  hands up. After several announcements (S) MILLS, a BMA wearing a blue and white jacket, as the caller had described,
  exited the van with his hands up. Several announcements were made for him to walk towards us with his hands up (see
  attached narratives). He refused pushing his hands into his pocket. He said something to the affect of shoot me or I’ll
  shoot you. Not knowing if he was armed I took a position of cover behind a vehicle. Officers continued asking him to
  put his hands up. Due to his distance from me, and officers in front of me yelling at (S) MILLS, I was unable to hear
  what he was saying.
  As officers yelled at him a WFA exited the van behind him. (S) MILLS immediately turned around and positioned the
  female between him and the officers. Due to the lack of sight I had at him from this position, I moved to the left side

  of the police vehicle I was behind. Once on the other side of the vehicle I could no longer see (S) MILLS. I then saw him
  jump the fence and run for the house of 2             . Officers gave chase (see attached narratives) and I assisted by
  assisting in clearing the van to ensure no one else was in there.
  When the van was cleared I directed Officer Marweg to stay with the WFA. I followed where I saw the other officers
  go. When I rounded the corner into the backyard I saw officers had located and were detaining (S) MILLS. I observed
  canine contact had been made (see attached narrative). An ambulance was requested straight to the scene.

  On 03/09/19 at approximately 1717 hrs., I was on duty working as a Team 5 patrol sergeant. I was dressed in full police
  uniform and driving a fully marked police vehicle, unit #1148. Sgt. Vigil sat in the front passenger seat of the vehicle.
  Radio broadcast an unwanted person at 2                              . The reporting party was the suspect's mother.
  She stated the suspect was under the influence of drugs and alcohol and had psychological issues. Several minutes
  later I heard Ofc. Agustin broadcast that the unwanted individual was known to be violent with police and had
  previously barricaded himself in the house, resulting in an hours-long standoff with SWAT. Ofc. Agustin also
  transmitted that the suspect currently had several outstanding arrest warrants. Radio broadcast updated information
  that the suspect, A/ Curtis MILLS, was dressed in a blue and white jacket and was associated with a blue van parked in
  front of the residence. Radio confirmed that one of the arrest warrants was a felony warrant for false imprisonment
  and kidnapping.
  Sgt. Vigil and I responded to the scene with Ofc. Marweg, Ofc. Agustin, Ofc. Martinez, Ofc. Meyer, and Ofc. Cortez. We
  approached eastbound on Williams Dr. from Jenkins Way and converged on a blue van parked in front of 2
  Dr. I I heard Ofc. Cortez use the PA system to give commands to the vehicle occupants to exit the vehicle with his
  hands up. From my vantage point of the driver's side of the van, I saw a pair of hands emerge from the passenger side
  of the van. I heard K9 Ofc. Khalfan give a K9 announcement that he would send his dog if the suspect attempted to
  flee. I saw a black male wearing a blue and white jacket, as well as a white female, exit the passenger side of the van
  and step out onto the south sidewalk of Williams Dr.
  I heard Ofc. Cortez use the PA system to instruct MILLS to walk towards us. MILLS verbally challenged Ofc. Cortez and
  in a confrontational tone, asked if we were going to "shoot" him. I saw MILLS turn away from police and bring his
  hands down towards his waistband. Based on my training and experience I know the front waistband is an area
  commonly used to conceal dangerous weapons, particularly a firearm. MILLS ran south through the front yard of 2
  Williams Dr. towards the backyard of the residence. I approached the parked van and visually cleared it of additional
  suspects. I discovered Ofc. Khalfan had deployed his K9 partner, "Kita", to the rear yard. I followed Sgt. Vigil to the
  back yard of 2               ., where I saw MILLS laying on his stomach. I saw "Kita" had made contact with MILLS.

Officers escorted MILLS to a patrol vehicle to wait for emergency medical personnel.

  A perimeter was established prior to making contact. I took a position in front of 511 Harrison Dr. 511 Harrison Dr. was
  located one block south from 2               .
  The suspect was subsequently located and captured by a Richmond Police K9. I responded to 2                                        . to
  photograph the suspect and scene; refer to the primary report for further details.
  OBSERVATION: Upon arrival, I was directed to the back yard where the suspect was located. The suspect was a Black
  male wearing a long sleeve camouflage shirt underneath a black and blue motorcycle jacket, muddied blue jeans and
  muddied tennis shoes. He was handcuffed. He appeared agitated, verbally abusive and in pain. He was escorted and
  secured in the back a patrol vehicle and transferred into an ambulance once it arrived.
  Mills continued to be verbally abusive toward Officers while he was in the ambulance. AMR personnel removed his
  jacket to expose his wounds on his left arm. His wounds consisted of several horizontal cuts about his wrist and
  forearm; refer to Officer Khalfan’s report for further details.
  I observed the blue van and the three wheel bike that Mills was reported associated with. The van, a GMC Vandura
  license plate 2         , was parked on the public roadway in front of 2              . The tricycle was blue in color
  with black and red tires. The tricycle was located near the back of the van on the public roadway.
