The barangay of Maligalig is concerned about the welfare of its youth. A group of teenagers have been seen sniffing glue, smoking, drinking, and using drugs at the local marketplace. They spend much of their time there and have also been coercing others and getting into fights. In response, one resident suggested creating a recreational program for the youth to develop skills and keep them occupied. At the next community meeting, different youth program ideas will be proposed and discussed. A sports festival or skills-building activities held in the barangay could engage the teenagers and tire them out for the day.

A BETTER ALTERNATIVE FOR THE YOUTH OF BARANGAY MALIGALIG
Barangay Maligalig is a rural community situated between a small river and a farm field. Generally, the
residents make a living as farmers. They regularly bring their crops to a nearby market which they have to
travel for about half an hour. The area is quite small that most of the residents know each other. The
residents are very cooperative and active in the community activities. Everyone puts in effort for the
development of the community. The barangay chairman and his officials are very accommodating especially
for proposed projects of their constituents. They held regular meetings for activity updates and consultations.
The residents devote some time to participate in the barangay projects as well as to get involved in the
deliberation and decision-making process for community endeavors.
In one of the community meetings, Kagawad Sally who is responsible for the youth development of the
barangay states her concern regarding the alarming threat to their youth‘s welfare. As she revealed, a few
months ago there have been unruly incidents in the market place. Some of the vendors reported a group of
teenagers was seen sniffing solvents and rugby, smoking cigarettes, and drinking alcohol in the area. Other
vendors even claimed that they also use drugs and create a disturbance to the market stalls. These teenagers
use the marketplace as their tambayan. They can be seen together almost from day to night. They also like to
entice others to join them in their activities, some who refuse were seen with bruises. Moreover, the group
likes to engage in fights with other groups they see as inferior.

GUIDE QUESTIONS:
1. What are the current concerns of Barangay Maligalig in terms of their youth groups?
The concern of Barangay Maligalig is regarding the alarming threat to their youth‘s welfare. As they
revealed, a few months ago there have been unruly incidents in the market place. Some of the vendors
reported a group of teenagers were seen sniffing solvents and rugby, smoking cigarettes and drinking
alcohol in the area. Other vendors even claimed that they also use drugs and create a disturbance to the
market stalls. These teenagers use the market place as their tambayan. They are almost all seen together,
from day to night. They also like to persuade others to participate in their events, and those who refuse have
been seen with bruises. Furthermore, the group enjoys fighting with other classes whom they consider to be
inferior. Sniffing glue has long been an inexpensive, albeit risky, way for people to get high. Sniffing glue is
a cheap, but dangerous way people have used to get high for many years. Solvent glue is one of many
common substances that fall under the category of “inhalants.” Common forms of solvent glues include
model glue and rubber cement. Acute respiratory failure can be caused by the use of glue and other
inhalants, as well as heavy alcohol intake. Chronic respiratory failure is a disease in which the body cannot
take in enough oxygen over time due to drug and alcohol abuse, as well as other lung problems. Chronic
respiratory failure can result in coma in severe cases.

2. What plans or undertakings do you suggest to respond to the concerns that Brgy Maligalig is
facing?
A concerned resident suggested that the community need to come up with a recreational program for
the youths other than the regular sports fest that the barangay hold every summer. Through the program, he
said the youths will gain skills and make better use of their time. All agreed that on the next meeting all
suggested program for the youth shall be presented and discussed. Treatment for substance abuse and
addiction can be delivered in many different settings using a variety of behavioral approaches. With adults,
both individual therapy and group counseling settings with peers are used. However, studies suggest group
therapy can be risky with a younger age group, as some participants in a group may have negative influence
over the others, or even steer conversation toward stories about having fun with drugs. Some research
suggests that the most effective treatments for teens are those that involve one or more family members
present. Since teens are one of the majority of sniffing drugs the best suggestion for a program is an activity
where teenagers are able to test their skills and at the same time get tired for the whole day. Sports fest can
also be helpful, enjoyable and educational which can be held in the barangay itself with gathered volunteers.

3. Create a project proposal that you wish to implement

Poverty in the Philippines is one of the most serious problems that the government must deal with. In
relation to its nature, poverty in the Philippines arose from the rapid population growth in the country. The
effects of it are very visible in nature. Poverty causes many Filipinos to not pursue their education. Others
seem to be contented of their lives as poor. Many parents cannot afford to send their children to school
because, of the financial problem.
Being a student I also experienced the hardships of our family. We had the experience of sprinkling
salt so we could have another dish. The best solution here is for a barangay to develop a project where each
resident will have their own job. Examples are recycled materials, planting or other activities that can help
them when they plan to start their own business. It is good for other teachers to contact some barangay
officials to volunteer to teach at least 3 times a week free tutoring to some children who are unable to study
because their parents do not earn enough money for their schooling.
